Dear Comptroller Rylander:

I am pleased to present this report to you on behalf of the Public Education Integrity Task Force (Task Force), which you formed in September 1999. It has been a pleasure working with you and the talented members of this Task Force on this important project.

As you know, the Task Force's goal was to identify ways to tighten internal and external controls in the current system to ensure the accuracy of data submitted to the Texas Education Agency and the integrity of accountability ratings. Moreover, the task force wanted to find incentives to encourage administrators, teachers and staff to adhere to the highest ethical standards in record keeping and reporting.

After more than a year of study, I believe that the Task Force has accomplished these goals. When implemented, we believe that our recommendations will ensure that parents, teachers, board members, administrators and community members have adequate and accurate information so that they can make the best decisions for our children's future

It has been an honor and a privilege to be a part of this project, and on behalf of the members of this Task Force, we thank you for your support and your unfailing commitment to educational excellence for all Texas children.
