Comptroller to Allocate Railroad Rolling Stock
About 25 county appraisal districts (CADs) in Texas must appraise railroad rolling stock. Railroad companies maintain a principal place of business or locate their rolling stock (railcars and locomotives) in these counties.
Railroad companies may protest their appraisals before local appraisal review boards (ARBs). ARBs must give these protests priority and decide final values by July 1, so chief appraisers can certify the ARB-approved values to the Comptroller. The Comptroller then allocates the value to each county in which the railroad operates. The allocation is based on the company's number of track miles in the county compared to its total track miles in Texas.
Because the Comptroller must certify the values to county tax assessor-collectors by August 2, 1999, the agency requests that CADs send their certified values to the Comptroller no later than July 9.
