Register for 2005 Texas Comptroller's Seminar

During March and April, the Texas Comptroller’s Property Tax Division (PTD) will conduct appraisal review board (ARB) training seminars in 22 locations. State law requires ARB members to complete a Comptroller’s training course before they can participate in ARB hearings.

Tax Code Section 5.041 states that the Comptroller supervise a training course for ARB members. Those ARB members that have attended a Comptroller's ARB training course do not have to attend another training course in 2005. The certificate issued for a prior year meets the attendance requirement. Any ARB member, however, may attend this training, if he or she so chooses.

The training will provide members with a basic understanding of the property tax laws that govern their duties and responsibilities on the ARB. The Comptroller’s Appraisal Review Board Manual will serve as the course text, and the Comptroller’s PTD staff will teach the training course. Staff will present information on required hearing procedures, property appraisal methods, exemption laws, types of protests and standards of evidence.

A list of the 22 seminar dates and locations appears below. Each one-day seminar will begin at 9:00 a.m. and conclude at 4:00 p.m. Attendees will be on their own for lunch.

Registration

To attend an ARB seminar, complete the registration form and pay the $10 registration fee in advance of the seminar. The registration deadline for all seminars is February 28, 2005. PTD will accept late registrations only as space permits. This form is a PDF file. If you do not already have Adobe Acrobat Reader, you will need to download the latest version to view and print the form.

The seminars are open to taxpayers and appraisal district staff. ARB members, however, will receive priority at registration. Others will be registered on a first-come, first-serve basis as space permits.

If the appraisal district board of directors has not appointed all ARB members by the registration deadline, simply write “To Be Appointed” in the space for the ARB member’s name.
