Reminder to Register ARB Members

During March and April 2004, the Comptroller’s Property Tax Division (PTD) will conduct appraisal review board (ARB) training seminars in 21 locations. By law, ARB members must complete a Comptroller’s training course before they can participate in ARB hearings.

Tax Code Section 5.041 requires the Comptroller’s office to supervise a training course for ARB members. Those ARB members that have previously attended a Comptroller’s ARB training course do not have to attend another training course in 2004. The certificate issued for a prior year meets the attendance requirement. Any ARB member, however, may attend this training, if he or she so chooses.

The 2004 course will be similar to the preceding years and will focus on acquainting ARB members with their responsibilities, Property Tax Code requirements, new 2004 law changes and court decisions. The Comptroller’s Appraisal Review Board Manual will serve as the course text, and the Comptroller’s PTD staff will teach the required training course.

A complete listing of the 21 seminar dates and locations appears below. Each one-day seminar will begin promptly at 9:00 a.m. and conclude at 4:00 p.m. Attendees will be on their own for lunch.

Registration

To attend an ARB seminar, complete the registration form and pay the $10 registration fee in advance of the seminar. The registration deadline for all seminars is February 17, 2004. PTD will accept late registrations only as space permits. The registration form is a PDF file. If you do not already have Adobe Acrobat Reader, you will need to download the latest version to view and print the form.

The seminars are also open to taxpayers and appraisal district staff. ARB members, however, will receive priority at registration. Others will be registered on a first-come, first-serve basis as space permits.

If the appraisal district board of directors has not appointed all ARB members by the registration deadline, simply write “To Be Appointed” in the space for the ARB member’s name.
