Comptroller's Report

Dear Readers:

As I watched the horrible events of September 11, 2001 unfold, I was at first saddened, then outraged, and now I am resolved. Resolved that we as Americans and Texans must mobilize to respond to this act of war.

So my staff and I got to work. This month I outlined a Texas War Relief Package, with many proposals to be immediately implemented to lend aid to our fellow Texans.

Our nation is embarking on a noble, just, all encompassing battle against terrorism. We owe it to those defending our country to provide the support they need.

10 Principles for Texas
in the 21st Century
  • Develop a better-educated workforce
  • Direct more of every education dollar into the classroom
  • Raise the bar on student performance
  • Cut taxes in Texas
  • Introduce competition into Texas government
  • Improve government performance and accountability
  • Reduce the size of government
  • Bring common sense to regulations
  • Use technology to cut costs and increase quality
  • Return control to communities and individuals

Texas state government must tackle this historic task.

My plan will concentrate on helping Texas’ children, helping families left behind, shoring up our transportation infrastructure, combating the threat of terrorism in the Lone Star State, and bringing some peace of mind to the men and women from this great state that may very soon find themselves on the frontline fight against this new enemy.

Sam Houston knew the obligation a government has to protect and defend the freedoms its people enjoy and should never take for granted. Just before the Battle of San Jacinto, he said: “We view ourselves on the eve of battle. We are nerved for the contest and must conquer or perish.”

Today, we too are nerved for the contest. Led by another great Texan and former Governor, President George W. Bush, this nation stands firm in our values, certain of our righteousness, and determined in our quest to defend freedom.

I am “a little” past recruiting age, but by God I can and I will lead the charge here at home to take care of the children and families of these fine men and women as they do what must be done. You too are needed. Join with us. Stand strong, become another warrior in the battle for freedom!

Sincerely,
