Dear Chairman Turner and Chief Appraiser Osborn:
This letter constitutes the Comptroller’s follow-up report of the Appraisal Standards Review (ASR) of Motley County Appraisal District (Motley CAD) originally released in September 2007. We commend the cooperation of Motley CAD’s board, chief appraiser and staff in conducting this follow-up review.
CADs play an integral part in setting property values because they have the statutory responsibility for determining local property values, which in turn affect funding to public schools.
The ASR made 5 mandatory recommendations and 12 optional recommendations to help Motley CAD achieve accurate local value in the annual Property Value Study and improve operations. We have reviewed the implementation of the recommendations and have concluded that Motley CAD has completed implementing the mandatory recommendations, as well as 5 of the 12 optional recommendations and has made great progress toward completing the final 7 optional recommendations and is therefore in compliance with Property Tax Code Section 5.102.
