During March and April, the Texas Comptroller’s Property Tax Assistance Division (PTAD) will conduct appraisal review board (ARB) training seminars across the state. State law requires new ARB members to complete the Comptroller’s training course before they can participate in ARB hearings.
The Comptroller’s office is offering both in-person and telecast seminars. The in-person seminars are taught by an instructor in the room with the audience. The telecast seminars are taught with the instructor in Austin and the audience in a variety of locations, watching on a large television screen. Attendees at the remote telecast locations will be able to participate and ask questions during the training. If you are comfortable with watching a television screen with a group, you should consider choosing the telecast. If you prefer a setting with a live instructor, consider choosing an in-person seminar. For all in-person and telecast locations, attendees will need to sign in for the morning session and the afternoon session on preprinted sign-in sheets to receive credit for the course.
The training will provide new members with a comprehensive understanding of the property tax laws that govern their duties and responsibilities on the ARB. The Comptroller’s Appraisal Review Board Manual will serve as the course text, and the Comptroller’s PTAD staff will teach the training course.
A list of the seminar dates and their locations appears below. Each one-day seminar will begin at 9 a.m. and conclude at 4:30 p.m. Central Time Zone. Attendees will be on their own for lunch.
Registration
To attend an ARB seminar, complete the registration form. If you are a new ARB member, there is a $10 registration fee, which must accompany the registration form. The registration deadline for all seminars is February 11, 2011. If you are not a member of an ARB, there is no registration fee required. If we do not receive your registration by the February deadline, you may not be able to attend your selected seminar. (There will be no onsite registrations accepted.) PTAD will accept late registrations only as space permits. The form is a PDF file. ARB members will receive priority at registration; however, the seminars are open to taxpayers and appraisal district staff. Non-ARB members will be registered on a first-come, first-served basis as space permits.
If the appraisal district board of directors has not appointed all ARB members by the registration deadline, simply write “To Be Appointed” in the space for the ARB member’s name.

State law requires ARB members who have previously served on an ARB and are continuing to serve to complete the Comptroller’s training course before they can participate in ARB hearings.
The Comptroller’s office is offering in-person and telecast seminars and online webinars. The in-person seminars are taught with an instructor in the room with an audience. The telecast seminars are taught with the instructor in Austin and the audience in a variety of locations, watching on a large television screen. The webinar is taught on-line using the computer in your home or office. You will need a broadband Internet connection to participate in the webinar. Attendees at the remote telecast locations and in the webinars will be able to participate and ask questions during the training. If you are comfortable with watching a television screen with a group, you should consider choosing the telecast. If you prefer a setting with a live instructor, consider choosing an in-person seminar. If you have access to a computer with a broadband Internet connection for a full day, and are comfortable with the technology involved, you should consider choosing the webinar. For all onsite and telecast locations, attendees will need to sign in for the morning session and the afternoon session on preprinted sign-in sheets to receive credit for the course. The software for the webinar will require you to sign on after each break the class takes. This software will track the attendance for class credit.
The training will provide returning members with an advanced understanding of the property tax laws and appraisal information that govern their duties and responsibilities on the ARB.
