Tax Code Section 5.041 requires the Comptroller's office to approve curricula, provide materials and supervise the training of ARB members. ARB members are not allowed to participate in hearings until they complete the Comptroller's training course and a statement agreeing to comply with Tax Code requirements during ARB hearings. A new ARB member appointed after a course offering may continue to serve until the completion of a subsequent course offering.
During the second year of an ARB members term, the ARB member must complete the Comptroller's continuing education training course and complete a statement agreeing to comply with Tax Code requirements during ARB hearings. An ARB member who fails to timely complete the course is not eligible to participate in hearings, vote on a determination of protest or be reappointed to an additional term.
ARB members must complete the Comptroller's continuing education training course and complete a statement agreeing to comply with Tax Code requirements in each year they serve. Please note that because of this requirement, an ARB member in the second year of his or her first term is not eligible to participate in hearings or vote on determinations of protest until he or she completes the Comptroller's continuing education training course and a statement agreeing to comply with Tax Code requirements during ARB hearings. Please ensure that ARB members are timely registered for training sessions that allow them to complete the training requirements prior to the scheduling of ARB hearings.
The Comptroller's Property Tax Assistance Division (PTAD) conducts ARB training seminars across the state between February and May each year. Training seminars are offered as live seminars and as telecast seminars. Live seminars are taught by an instructor in the room with the audience. Telecast seminars are taught with the instructor in Austin and the audience in a variety of locations, watching on large screens. Attendees at the remote telecast locations are able to participate and ask questions during the training.
Each seminar begins at 8:30 a.m. and concludes at 4:30 p.m. Central Time Zone, except in El Paso, which is Mountain Time Zone. Session check-in is from 8 a.m. to 8:30 a.m. Seminar dates and their locations can be found through these links:
To register for an ARB seminar, complete the Excel form below using the drop down boxes (the little arrow on the side of the cell box) provided for registering all attendees, and save a copy of this Excel spreadsheet. (Do not save it as a pdf file.) Do not mail or fax these forms. Instead, email the completed Excel form to firstname.lastname@example.org. The deadline to register is Feb. 14, 2014. There is no onsite registration.
Late registration may require an ARB member to attend another location if the requested location is full. If ARB members are not appointed at the time of registration, enter TBA (To Be Appointed) to hold a slot at a particular location. ARB members receive priority at registration.
The registration fee is $45 for an ARB member. Appraisal district staff may attend for free as space allows, but must be registered in advance. There is no early bird registration this year.

Appraisal districts may request a refund prior to the registration deadline if an ARB member cannot attend a previously scheduled seminar. All refund requests must be in writing. To request a refund, send an email including the registrant’s name, scheduled seminar date, reason for requesting the refund and the check number of the original payment to firstname.lastname@example.org.
Refund requests received by Feb. 14, 2014 will be paid within 30 days. Refund requests received after that date will be processed at the end of the ARB season.
Attendees must sign the attendance sheets for the morning and afternoon sessions to verify attendance for the entire course.
At the end of each course, attendees must sign and return the sworn statement indicating agreement to comply with Tax Code requirements. ARB members cannot leave until the forms are signed and submitted. Forms will only be collected at the course location.
Attendees will receive a copy of either the Appraisal Review Board Manual or the Continuing Education Course for Appraisal Review Board Members.
Coffee and water will be provided at all live seminar locations and at some telecast locations. Attendees will be on their own for lunch.
Parking should be available at no charge.
Certificates of course completion will be emailed to the respective appraisal districts for ARB members and appraisal district employees who complete the training.
Continuing education credit of 6.5 hours is available with the Texas Department of Licensing and Regulation (TDLR) for property tax professionals. Be sure to include and verify correctness of your TDLR number when you register to be eligible to receive the continuing education credit.
Please allow four weeks for continuing education credit to be posted with TDLR.
