Motor Vehicle - Texas Emissions Reduction Plan (TERP) Surcharge
The surcharge on the Texas purchase of diesel-powered, on-road motor vehicles with a gross vehicle registered weight exceeding 14,000 pounds applies to both new and used vehicles and to motor vehicles purchased inside or outside Texas.
TERP is also funded through the Motor Vehicle Registration Surcharge and the Off Road, Heavy-Duty Diesel Equipment Surcharge.
Rates
The rate for model years 1996 and earlier is 2.5 percent of the total consideration paid for the vehicle, while the rate for model years 1997 and later is one percent.
Due Date
Seller-Financed report Monthly or Quarterly (based on qualifications): 20th day of the month following the end of the reporting period.
County Tax-Assessor Collectors remit to the Comptroller on or before the 10th of each month following the end of the reporting period.
Filing Requirements
If in the preceding fiscal year, you paid:
- less than $10,000 - You may use any available reporting and payment methods available for this tax or fee. While electronic filing is not required, this option is encouraged.
- $10,000 or more - Please use the guidelines below to determine your specific reporting and payment requirements.
The state fiscal year begins September 1 and ends on August 31.
