Since 1991, the Comptroller has reported annually on state expenditures by county. This report continues that series. Texas State Expenditures by County 2005 shows the distribution of state spending by state agency and type of expenditure. The report is important because it clearly lays out where state dollars are going in our state. Taxpayers have a right to know not only how their dollars are being spent but also where.

The report lists state expenditures by agency and type of expenditure in each county and for the 24 Council of Government Regions. The introduction includes an explanation of this estimation method and a listing of the categories of expenditures affected.

Texas State Expenditures by County 2005 was created using information from the state’s Uniform Statewide Accounting System. This report reflects actual net expenditures of funds expended from accounts held in the State Treasury during the state’s 2005 fiscal year, September 1, 2004 through August 31, 2005. For certain expenditures, the Comptroller’s office used information provided by individual state agencies to estimate the distribution of specific types of expenditures to the counties.
