State Fleet Publications

The Office of Vehicle Fleet Management (OVFM) is responsible for the creation and regular updating of several publications key to the efficient and managed stewardship of state fleet resources. The primary documents generated by OVFM are provided through links below. For information about historical documents not provided in the following links please contact OVFM staff.

State Vehicle Fleet Management Plan

Updated under the guidance of the State Council on Competitive Government (CCG) and with the assistance of the Texas Department of Transportation, the Texas Department of Public Safety, the Texas Department of Health and Human Services, the Texas Department of Parks and Wildlife, the Texas Department of Criminal Justice, the University of Texas, and Texas A&M University, the plan provides information pertaining to fleet use, composition, maintenance, and reporting.

State of the Fleet Report

OVFM prepares the State of the Fleet Report for release at the beginning of each legislative session to provide state vehicle fleet statistics to Texas executive and legislative offices.

Vehicle Replacement Model

The TxDOT Equipment Replacement Model (TERM) provides guidelines for vehicle replacement. This may be used for replacement decisions as stated in the Replacement and Disposal Policy section of the State Vehicle Fleet Management Plan.
