This study was produced under the direction of Article IX, Sec. 11.29 of the 2004-2005 General Appropriations Act, 78th Legislature, which states that:The Governor's, Lieutenant Governor's, House Speaker's and Comptroller's Office [sic] shall conduct a study of financial aid, including grants, scholarships, loans, tuition and fee exemptions and waivers, and any other form of financial assistance provided by the State of Texas and public institutions in the state. The group shall consider ways to use available resources to maximize the total number of students enrolled in higher education. The study shall be completed no later than December 2004.
