Description:The Texas Department of Mental Health and Mental Retardation (MHMR) provides residential and non-residential community mental health and mental retardation services through a combination of Community Mental Health and Mental Retardation Centers (CMHMRCs) and State-Operated Community Services organizations (SOCS).

MHMR created SOCS in September 1996 to provide community services in areas of the state that aren’t served by a locally-operated community centers. Several SOCS have already completed a transition to community centers. All SOCS are scheduled to convert to local community centers by September 1, 2001.

MHMR contracts with 39 CMHMRCs to provide community services. The CMHMRCs are governed by a local board of trustees. They receive most of their funding from MHMR through a combination of state and federal money.

Local governments also contribute some funding. In fiscal 1998, the CMHMRCs and SOCS received more than $72 million in local funding for community mental health and mental retardation services.

The centers receive additional funding through third-party reimbursements for services, interagency contracts, and sheltered workshop production.
