Description:The Texas Department of Mental Health and Mental Retardation (MHMR) operates seven state psychiatric facilities, which provide inpatient hospitalization for people with severe mental illness needing both short-term and long-term intensive treatment. The hospitals are located in Austin, Big Spring, Kerrville, Rusk, San Antonio, Terrell, and Vernon/Wichita Falls.

One of the seven, Vernon State Hospital serves as the statewide forensic maximum-security hospital. In addition, the Rio Grande State Center in Harlingen provides mental health and mental retardation services. The Waco Center for Youth serves seriously emotionally disturbed youth between the ages of 13 and 17.

The Legislature provided funding for 2,854 state hospital beds in fiscal 1998. The average monthly census in these facilities for fiscal 1998 was 2,555. The Legislature provided funding for 2,729 beds in fiscal 1999 with an estimated average monthly census of 2,456.

MHMR provides specialized assessment, treatment, medical, and pharmaceutical services in its state psychiatric facilities. The average monthly cost per occupied bed in fiscal 1998 was $7,732. In fiscal 1999, this cost rose to an estimated $7,827. Total cost includes administration and support.

MHMR spent more than $243 million on residential mental health treatment in fiscal 1998. Of this total, $12.9 million was paid with Medicaid funds. Another $12 million came from private third-party revenues and revenues from other facilities. The remaining $218.6 million is unduplicated residential mental health care funding.

Number of Recipients: An estimated 12,950 people were served during fiscal 1998 in MHMR facilities. The average stay for clients with a length of stay of less than one year was 49 days. The average for clients with a length of stay of greater than one year was 1,130 days.
