Any public or private entity with a private loan for rural economic or environmental development can apply for a USDA loan guarantee. Loans must be written for real estate, equipment, or working capital. Loan terms are negotiated between borrower and lender, and USDA guarantees up to 80 percent of loan amount, depending on loan size.
