State Agency Committee on Procurement (SACP)
The State Agency Committee on Procurement (SACP) was established by SPD in accordance with Texas Government Code, Title 10, Subtitle D, Section 2155.080. The purpose of the SACP is to represent before SPD the state agency procurement community and the political subdivisions that use SPD's purchasing services.

- develops and makes recommendations on the improvement of the procurement process
The SACP is composed of officers or employees from SPD, from state agencies, including institutions of higher education, and from political subdivisions appointed to serve by SPD. The SACP members appointed by SPD are officers and employees who are experienced in public purchasing, in public finance, or who possess other appropriate expertise. Service on the SACP is an additional duty of the member's public office or employment, and members serve staggered terms that are set by SPD.
Neither the state of Texas, SPD, nor the SACP, provides funding for travel expenses, per diem costs or any other costs of participation on the committee. Committee members are expected to attend all meetings on a quarterly basis.
