BAGS/LINERS, POLYETHYLENE PLASTIC
1.SCOPE:
This specification establishes the minimum requirements for polyethylene bags and/or liners intended for use as general purpose trash containers and/or as liners for wastebaskets, garbage cans, janitor carts, drums, and similar applications.
2.APPLICABLE SPECIFICATIONS AND STANDARDS:
References to specifications, standards and test methods shall be to the issues in effect on the date of the Invitation for Bids.Copies of the referenced documents may be obtained from the issuing organizations at the addresses shown.The following publications form a part of this specification to the extent specified herein:

3.CLASSIFICATION:
Plastic bags and liners shall be classified by class and size as follows
- 3.1. Type:
3.1.1.Type A:
Low Density and Linear Low Density Polyethylene rectangular bags (bags having a folded bottom with gusseted sides).
3.1.2.Type B:
Low Density and Linear Low Density Polyethylene flat or cylindrical bags (straight tubular bags having no gusset).
3.1.3.Type C:
High Density Polyethylene bags.
3.1.4.Type D:
Low and High Density Polyethylene liners for Contaminated/Hazardous Waste.
- 3.2. Size:
Dimensions shall be as shown in Tables 1, 2, 3, and 4 for each type:
4.DEFINITIONS:
Terminology used in this specification is intended to be generic in nature and consistent with meanings that have been defined through general use and/or accepted trade practices. Where variant meanings may exist, the applicable interpretation shall be determined by the Texas Building and Procurement Commission.
- 4.1. Commission:
Texas Procurement and Support Services.
- 4.2. Polyethylene (PE) Plastics:
Plastics based on polymers made with ethylene as essentially the sole monomer.
- 4.3. Film:
Sheeting having a normal thickness not greater than .01 inches (10 mils.).
- 4.4. Low Density Polyethylene (LDPE) Film:
Film having densities in the range from .910 to .925 g/cm3 at 23 °C.
- 4.5. Linear Low Density Polyethylene (LLDPE) Film:
Low pressure film made from copolymer polyethylene.
- 4.6. High Density Polyethylene (HDPE) Film:
Film having densities in the range from .941 to .965 g/cm3 at 23 °C.
5.REQUIREMENTS:
Products furnished under this specification shall meet or exceedthe following minimum requirements:
- 5.1. General Requirements:
5.1.1.All plastic bags/liners shall be new, unused, and a currently standard product of an established manufacturer except for such deviations as may be required by this specification.See Paragraph 5.6.1.
5.1.2.Bags shall present a neat, well finished appearance inside and outside and shall be free of all imperfections and/or defects which might affect appearance, normal life, or serviceability.
5.1.3.Bags shall be uniformly made, free from gels, pinholes, tears, cuts, creases, and extraneous matter.
5.1.4.Seams shall be constructed in a manner that produces uniform strength.
5.1.5.Closures (ties), when provided, shall be minimum four inches long.Wire ties shall be adequately embedded in paper or plastic so as not to pose a safety hazard to the user.
5.1.6.All bags, except those with drain holes, shall be watertight when tested in accordance with Paragraph 6.
5.1.7.Details not specified herein shall be in accordance with standard commercial practices for products of this type.
- 5.2.Color (As specified in the Invitation for Bids):
5.2.1.Types A, B, and C:
Clear or opaque.
5.2.2.Type D:
The deepest, brightest, red or yellow available.
- 5.3.Design Requirements:
5.3.1.Dimensions:
Length shall be measured half way between the sides of the fully extended bag; width shall be measured halfway between the top and bottom.
5.3.2.Tolerances:
Inside dimensions shall not be less than those specified in the tables.
5.3.2.1.Thickness:- 5%.
5.3.2.2.Length, Width:+ 10%
5.3.2.3.Weight/1000:- 5%.
5.3.2.4.Density: ± 0.002.
- 5.4.Physical Requirements:
Plastic bags shall meet the requirements specified in Table 5 when tested in accordance with Paragraph 6.

- 5.5.Load Capacity:
Unless otherwise specified in the Invitation for Bids, the following weight ratings shall apply to high density (Type C) bags:
5.5.1.Light Duty:
Bags shall be capable of handling wet or dry loads up to 25 pounds with limited puncture and tear resistance.
5.5.2.Medium Duty:
Bags shall be capable of handling wet or dry loads up to 50 pounds with moderate puncture and tear resistance; these may be designated "commercial-duty".The bags shall be capable of handling a mixture of dry and wet waste.
5.5.3.Heavy Duty:
Bags shall be capable of handling wet or dry loads up to 75 pounds when mixed.Wet-only loads shall be limited to 50% of rated capacity.Bags shall have good tear and puncture resistance and shall be of better commercial duty quality.
- 5.6.Material:
5.6.1.Gusseted (Type A) and cylindrical (Type B) bags shall be composed of low density polyethylene (LDPE) or a blend of LDPE and linear low density polyethylene (LLDPE).
The bags/liners shall be made from virgin low density polyethylene resin with a flow rate (melt index) of 2.1 grams/10 minutes or less.
Clean, reworked low density polyethylene material (of the same density of flow rate) may be blended with the virgin resin, provided it produces a bag/liner equal in quality to one produced from virgin LDPE.The bidder must state in the Invitation for Bids what percentage by weight is recycled material.
Using the LDPE defined above as a minimum standard, bidders may use a blend of linear low density polyethylene (LLDPE) and LDPE, consisting of a minimum of 50% (by weight) of LLDPE, provided:
(a)The LLDPE is from virgin resin or recycled material and is fully compatible with the LDPE in the blend; or
(b) The resulting blend produces film of equivalent good quality, having few gels or other irregularities that indicate poor resin compatibility.
The bidder must state in the Invitation for Bids if the bags are a blend (LLDPE/LDPE) with a minimum of 50% of LLDPE by weight and, if the bags contain recycled material, the percentage by weight.
Bags produced from the blend specified above may be reduced in thickness (gauge) and weight by a maximum of 25% from the requirements for 100% LDPE bag.See values in the tables for the LLDPE/LDPE blend.
Note:If the bidder does not specify that the material being bid is a blend of LLDPE and LDPE containing at least 50% by weight of LLDPE, the bags will not be considered as an LLDPE/LDPE blend and the bags must meet all of the requirements for LDPE.The damages assessed, if any, will be based on LDPE.
5.6.2.Type C bags shall be composed of pure virgin high density polyethylene (HDPE).
5.6.3.Bags for contaminated/hazardous waste (Type D) shall be composed of LDPE, LLDPE/LDPE blend, or HDPE, whichever is specified in the Invitation for Bids.
The thickness shall range from 1.0 mil (.001") to 6.0 mils (.006").See Table 4.
The bidder must state in the Invitation for Bids if the bags are a blend with a minimum 50% of LLDPE by weight and, if the bags contain recycled material, the percentage by weight.See Paragraph 5.6.1.
5.6.4.Wire Closures:Twist ties shall be nominal 26 gauge (.018") in diameter.The closure strip shall have a minimum width of 3/16".
- 5.7.Fabrication:
5.7.1.Type A and B bags shall be constructed using one of the following procedures:
(a)Folding one sheet of material, two seams (two side seams or side and bottom seam), or
(b)Performed tubular material, one bottom seam.
All bag seams shall be sealed by means of electronic, thermal impulse, jaw, rotary, or band type sealer.The seams shall be watertight.
5.7.2.Type C bags shall be constructed from performed tubing having only heat-sealed seam (bottom).Bottom seam shall be a multiple fold seam which produces a strong watertight seam, i.e., C-fold, star fold, double lap fold, or other similar multiple fold.
5.7.3.Type D bags shall be constructed from preformed tubing having only one heat-sealed seam (bottom).Bottom seam shall be a multiple fold seam which produces a strong watertight seam, i.e., C-fold, star fold, double lap fold, or other similar multiple fold.5.8.Options:
When so specified in the Invitation for Bids, bags shall be furnished with the following options:
5.8.1.Ties:
One twist tie shall be supplied for each bag.
5.8.2.Drain Holes:
Type A and B bags/liners shall be furnished with drain holes in the lower portion of the bag/liner (but not in the bottom seam).The size and number of the drain holes shall be as specified in the Invitation for Bids.
5.8.3.Palletization:
If quantities are large enough, the agency may request delivery on pallets.The vendor shall specify the charge per pallet and if the pallet is non-returnable.
6.TESTING:
Testing shall be done by or at the direction of, the Commission and/or the receiving State agency.Tests shall be performed on products from shipments to ordering agencies.In the event products tested fail to meet or exceed all conditions and requirements of this specification, the cost of the samples used and the cost of testing shall be borne by the supplier.
6.1. Method:
The product (s) furnished under this specification shall be tested by the following methods or approved equally applicable procedures.

6.1.1.Seam Continuity Test:
The seam continuity test shall be performed on one previously untested bag from each sample unit.The bag may be placed in a clean container with smooth sides while adding the water.Water at 120 ° ± 5 °F (40 ° ± 3 °C) weighing 50 ± 1% of the test load specified for the size bag shall be added to the bag.(Water at 120 °F weight 8.24 lbs/gal.).The bag shall be grasped or clamped within 12 inches of the top, removed from the container (if used) and raised by hand or mechanical means until the bottom of the bag is not less than 12 inches from the floor.The bag shall be held in this position for 60 seconds.Any leakage constitutes failure of the test.
Type D bags shall be watertight to at least 65% of the bags rated capacity (by weight) held 12 inches from the top at least 12 inches from the floor for a period of not less than one minute and thirty seconds.Any leakage of any one sample constitutes failure for the whole box from which the sample was taken.
6.1.2.Load Capacity Tests:
The solid waste load capacity test shall be performed on one previously untested bag from each sample unit.A group of full metal food cans weighing 1.0 - 2.0 pounds each, whose total weight equals that of the test load specified for the size bag shall constitute the test load.
The liquid waste load capacity test shall be performed on one previously untested bag from each sample unit.A volume of water at 70 ° ± 5 °F weighs (21 ° ± 3 °C) whose weight equals that of the load specified shall constitute the test load.(Water at 70 °F weighs 8.33 lbs./gal.)The liquid waste load test shall be used for Type D bags in preference to the solid load test.
The bag may be placed in a clean container with smooth sides while adding the test load.After adding the test load, the bag shall be grasped or clamped within 12 inches of the top, removed from the container (if used), and raised by hand or mechanical means until the bottom of the bag is not less than 12 inches from the floor.The bag shall be held in this position for 60 seconds.Any spillage or leakage of the test load constitutes failure of the test.Any tear in the bag more than one inch long constitutes failure of the test.
6.1.3.Weight per Thousand:
Weight a total of 10 representative sample bags from the order to the nearest 2 grams and multiply this reading by 0.220462 (to convert from the measured weight in grams per 10 bags to the weight in pounds per 1,000 bags (lb./M).No individual reading shall be less than the reading in the tables minus the permissible tolerance of 5%.
7.SAMPLES:
Unless otherwise specified in the Invitation for Bids, no prepurchase samples shall be required.Samples tested shall be obtained from products supplied on regular orders.
8.INSPECTION:
Products furnished under this specification shall be inspected by, or at the direction of the Commission and/or the ordering State agency either at the destination or place of manufacture.
9.PACKING / PACKAGING:
Packing for shipment shall be in accordance with the manufacturer's standard practice and in a manner readily accepted by common carriers engaged in interstate commerce and as specified in the Invitation for Bids.Within the shipping carton, units shall be packed in a manner designed to minimize damage during shipment due to rough or improper handling.
9.1.Packaging:
Bags/liners shall be packaged either in rolls or boxes, whichever is specified in the Invitation for Bids.
9.2.Lots:
Bag/liner count shall be 500 units maximum, with a 50 pound maximum weight.
9.3Delivery:
When so specified in the Invitation for Bids, delivery shall be on non-returnable pallets (See Paragraph 5.8.2.).
9.4.Ties:
A minimum of one twist tie shall be packaged for each bag when so specified in the Invitation for Bids.
10.MARKING / LABELING:
10.1.MARKING:
Each shipping container shall be clearly marked with:
10.1.1.Name of contents.
10.1.2.Quantity.
10.1.3.Name and address of the manufacturer.
10.1.4.Net weight/case.
10.1.5.Gauge (mil thickness).
10.1.6.Size (w x l) or gallon capacity.
The container or shipping documents shall include:
10.1.7.Order number or contract number.
10.1.8.Name and address of ordering agency.
10.1.9.Agency requisition number.
10.2.IMPRINT:
All Type D bag/liners are to be imprinted with the Biohazard symbol and the word "caution".Imprinting will be sized to be readily noticeable and shall appear in full at least once on each side of each bag.Printing shall be in black ink and shall be easily read with no voids, runs, or feathering.
11.BID LITERATURE:
All bids shall be accompanied by a description of the products being offered.
12.COMPLIANCE:
In order for consideration to be given to the bid on an item under this specification, the bidder must comply with the following conditions:
12.1.PRODUCT IDENTIFICATION:
The make, model number, name of the manufacturer, brand or trade name, etc., as applicable, of the item which the vendor proposes to furnish must be stated as part of the bid.
12.2.EXCEPTIONS:
Notwithstanding the above, any exception taken by the bidder to the requirements and conditions of this specification must be stated and described in detail as a part of the bid.If no exceptions or deviations are identified in this manner, the items must be furnished exactly as described herein.
12.3.PROOF:
The bidder shall bear the burden of proof of compliance with this specification.
12.4.BID RESPONSE:
Bidders shall indicate the percentage by weight of LLDPE/LDPE and recycled resin material.See Paragraph 5.6.1.
12.5.DAMAGES:
When so specified in the Invitation for Bids, failure to meet specifications shall result in the assessment of actual damages.
13.PRODUCT INFORMATION:
The following may be used to determine the size and type of bag/liner required:
13.1.SIZE:
Round receptacle:Circumference = diameter of container multiplied by 3.14 (pi).
13.2.SIZE:
Rectangular Receptacle:Circumference = total of all four sides.
13.3.HEIGHT:
Add six inches for overhang.
13.4.HIGH DENSITY LINERS:
13.4.1.Light Duty:
For use on light office type trash with minimal liquid waste.
13.4.2.Medium Duty:
For use on most office trash and moderate outdoor use.Liner will handle a moderate mix of dry and wet waste; comparable to most commercial "heavy duty" store brands; excellent general purpose liner.
13.4.3.Heavy Duty:
For most outdoor/indoor applications where extra strength is required.Loner is comparable to better commercial duty liners.For load requirements exceeding this capacity, the liners should be doubled or multiplied as required.
13.5.CONTAMINATED/HAZARDOUS WASTE LINERS, TYPE D:
These liners are intended for use with wastes which, if not handled with care, may pose a hazard to individuals or the environment.They are required to be identified as such.The liners are thicker and heavier than would be normally required for liners of equal size and general usage.
