(Sodium Hydroxide)

1. SCOPE: This specification covers the minimum requirements for a technical grade caustic soda in three (3) types suitable for general cleaning purposes where a strong alkaline material is desirable, for use in the manufacture of soaps, and for use as a laboratory reagent when chemically pure sodium hydroxide is not required.

2. APPLICABLE SPECIFICATIONS AND STANDARDS: References to specifications, standards and test methods shall be to the issues in effect on the date of the Invitation for Bids.

3. DEFINITIONS: Terminology used in this specification is intended to be generic in nature and consistent with meanings that have been defined through general use and/or accepted trade practices. Where variant meanings may exist, the applicable interpretation shall be determined by the Texas Procurement and Support Services (TPASS).

3.1. Commission: Texas Procurement and Support Services (TPASS).

4. REQUIREMENTS: Caustic soda furnished under this specification shall meet or exceed the following minimum requirements:

4.1. Types and Container Sizes: The three (3) types of caustic soda and the size and type of containers shall be as listed below. The type of caustic soda and the container to be furnished shall be as specified in the invitation to bid.

4.1.1. Type A: Solid (fused) approximately 700 pounds; metal drum

4.1.2. Type B: Course powder (ground) approximately 13 ounce cans

approximately 100 pound metal drum

approximately 400 pound metal drum

4.1.3. Type C: Flake approximately 13 ounce cans

approximately 100 pound metal drum

approximately 400 pound metal drum

Note: All containers must be air tight. Drums shall comply with the test requirements of I.C.C. Regulation Specification 37-D for steel drums. Thirteen (13) ounce cans shall be made throughout of special coated manufacturer's terneplate not lighter than 90 pounds base weight. The inside of the cans shall be coated with a suitable enamel. (See Paragraph 9 for labeling requirements.)

4.2. Chemical Requirements: Chemical requirements of this product shall be as follows:

Total Alkalinity, as Na2O minimum 75 percent

Sodium Hydroxide, as NaOH minimum 96 percent

Carbonate, as Na2CO3 maximum 2 percent

4.3. Purchase Unit: Caustic soda furnished in 13 ounce cans shall be purchased by the case (Bidder must state his standard package quantity at time of bidding). Caustic soda furnished in drums shall be purchased by net weight in pounds.

5. SAMPLES: Unless otherwise specified in the Invitation for Bids, no prepurchase samples shall be required. Samples tested shall be taken from regular orders.

6. TESTING: Testing shall be done by or at the direction of, the Commission and/or the receiving State agency. Tests shall be performed on products from shipments to ordering agencies. In the event products tested fail to meet or exceed all conditions and requirements of this specification, the cost of the samples used and the cost of testing shall be borne by the supplier.

6.1. TESTS: The product furnished under this specification shall be tested by the applicable methods specified in ASTM D 501, or equally applicable procedures.

7. INSPECTION: Products furnished under this specification shall be inspected by, or at the direction of the Commission and/or the ordering State agency either at the destination or place of manufacture.

8. PACKING / PACKAGING: Packing for shipment shall be in accordance with the manufacturer's standard practice and in a manner readily accepted by common carriers engaged in interstate commerce. Within the shipping carton, units shall be packed in a manner designed to minimize damage during the shipment because of rough or improper handling.


9.1. MARKING: Each shipping container shall be clearly marked with the following:

9.1.1. Name of contents.

9.1.2. Quantity contained.

9.1.3. Name and address of the manufacturer.

The following information shall either be marked on the container or appear on the shipping documents:

9.1.4. Order number or contract number.

9.1.5. Name and address of ordering agency.

9.1.6. Agency requisition number.

9.2. LABELING: Each product container shall bear a securely affixed and durable label showing the following:

9.2.1. Name and address of the manufacturer.

9.2.2. Name of the product.

9.2.3. Quantity contained

9.2.4. Cautionary warning about handling this product.

9.2.5. Other precautionary labeling as recommended by the Manufacturing Chemists Association.

10. COMPLIANCE: In order for consideration to be given to the bid on an item under this specification, the bidder must comply with the following:

10.1. PRODUCT IDENTIFICATION: The make, model number, name of the manufacturer, brand or trade name, etc., as applicable, of the item which the vendor proposes to furnish must be stated as part of the bid.

10.2. EXCEPTIONS: Notwithstanding the above, any exception taken by the bidder to the requirements and conditions of this specification must be stated and described in detail as a part of the bid. If no exceptions or deviations are identified in this manner, the items must be furnished exactly as described herein.

10.3. PROOF: The bidder shall bear the burden of proof of compliance with this specification.

11. ORDERING DATA: When ordering products conforming to this specification the requisitioning agency shall specify the following:

11.1. The number of this specification (505-57-02).

11.2. Size container desired (number of cases or total pounds).

11.3. Type desired (Type A, B or C).

11.4. The size and type container desired.

12. PRODUCT INFORMATION: Caution!! Caustic soda is a concentrated alkali. Avoid contact with skin, eyes, and clothing. Do not take internally. When handling, wear goggles or face shield. When making solutions, add caustic soda slowly to the surface of the solution to avoid violent spattering. In case of contact, immediately flush skin with water and wash with vinegar. For eyes, flush with water for a least 15 minutes and get medical attention.
