Texas Specification No. 485-34-01

1. SCOPE: This specification establishes the minimum requirements for a liquid concentrate primarily for cleaning automotive vehicle, using steam and hot water spray equipment.

2 . APPLICABLE SPECIFICATIONS AND STANDARDS: References to specifications, standards and test methods shall be to the issues in effect on the date of the Invitation for Bids. Copies of the referenced documents may be ordered from the issuing organizations at the addresses shown. The following documents form a part of this specification to the extent specified herein:

2 .1. AMERICAN SOCIETY FOR TESTING AND MATERIALS (ASTM), 1916 Race Street, Philadelphia, PA 19103:

2 .1.1. ASTM E 70 -- Standard test Method for pH of Aqueous Solutions with the Glass Electrode.

2.2. TEXAS SPECIFICATIONS, Texas Procurement and Support Services, P. O. Box 13186, Austin, TX 78711-3047:

2.2.1.Texas Specification No. 180-34-01B -- Sequestering Agent - EDTA Tetrasodium Salt.

3 .1. General Definitions: Terminology used in this specification is intended to be generic in nature and consistent with meanings that have been defined through general use and/or accepted trade practices. Where variant meanings may exist, the applicable interpretation shall be determined by the Texas Procurement and Support Services (TPASS).

3 .1.1. Commission: Texas Procurement and Support Services (TPASS).

4 . REQUIREMENTS: The spray detergent furnished under this specification shall meet or exceed the following minimum requirements:

4 .1. General : The product shall be a clear, homogeneous liquid, free from sediment or suspended foreign matter. It shall have a light amber color, and shall contain no added dye. The product shall be miscible with water in all proportions.

4 .2. Chemical Composition: The product shall be compounded in accordance with the standard formulation given in Table 1, from ingredients conforming (where applicable) to the cited Texas Specifications, in the given proportions by weight to a tolerance of ± 0.5% of the individual ingredient.

4.3. pH in 5% solution: When one volume of concentrate is diluted to twenty (20) volumes with distilled water and tested in accordance with Paragraph 6., the pH of the resulting solution shall lie in the range of 11.2 -- 11.6.

4.4. Total Solids: The product shall have a total solids content not lower than 17.0 percentage by weight, when tested by the procedure of Paragraph 6.

4.5. Freeze Thaw Stability: The product shall retain a clear and homogeneous appearance when tested by the procedure of Paragraph 6.

5 . SAMPLES: Unless otherwise specified in the Invitation for Bids, no prepurchase samples shall be required. Samples tested shall be taken from regular orders.

6 . TESTING: Testing shall be done by or at the direction of, the Commission and/or the receiving State agency. Tests shall be performed on products from shipments to ordering agencies. In the event products tested fail to meet or exceed all conditions and requirements of this specification, the cost of the samples used and the cost of testing shall be borne by the supplier.

6 .1. TESTS: The product furnished under this specification shall be tested by the following methods or equally applicable procedures:

6 .1.1. pH in 5% Solution: Prepare a 5% by volume solution of the concentrate in distilled water as described in Paragraph 4.3. Determine pH by the procedure of ASTM E 70.

6 .1.2. Total Solids : Accurately weigh a five (5) gram sample into an evaporating dish, and heat to constant weight in an oven held at 105 ± 1 °C. Calculate percent by weight of the sample remaining after evaporation of volatile matter.

6 .1.3. Stability : Place each of two (2) 100 ml product samples in a tightly sealed container, and test for stability under the following conditions: Heat Stability: Hold one sample at 50 ±1 °C (122 ± 2 °F) for twenty-four (24) hours in a laboratory oven. To pass Paragraph 4.5., the sample must show no sign of stratification into layers of different composition. Low Temperature Stability: Hold the other sample at -5 ± 1 °C (23 ± 2 °F) for sixteen (16) hours in a refrigerator. Allow to stand undisturbed for six (6) hours at room temperature. Examine for signs of stratification or other loss of homogeneity, which would constitute failure to pass Paragraph 4.5.

7 . INSPECTION: Products furnished under this specification shall be inspected by, or at the direction of the Commission and/or the ordering State agency either at the destination or place of manufacture.

9 . PACKING / PACKAGING: Packing for shipment shall be in accordance with the manufacturer's standard practice and in a manner readily accepted by common carriers engaged in interstate commerce and as specified in the Invitation for Bids. Within the shipping carton, units shall be packed in a manner designed to minimize damage during the shipment because of rough or improper handling.

9 .1. Packaging: the product shall be packaged in sturdy, durable 55 gallon drums fabricated from materials that neither affect nor are affected by the contents for a period of six months from date of delivery.


10 .1. MARKING : Each shipping container shall be clearly marked with the following:

10 .1.1.Name of contents.

10 .1.2.Quantity contained.

10 .1.3.Name and address of the manufacturer.

10.1.4.Directions for use, including precautions and first aid measures.

The following information shall either be marked on the container or appear on the shipping documents:

10 .1.5 .Order number or contract number.

10 .1.6 .Name and address of ordering agency.

10 .1.7 . Agency requisition number.

11 . COMPLIANCE: In order for consideration to be given to the bid on an item under this specification, the bidder must comply with the following:

11 .1. PRODUCT IDENTIFICATION: The make, model number, name of the manufacturer, brand or trade name, etc., as applicable, of the item which the vendor proposes to furnish must be stated as part of the bid.

11 .2. EXCEPTIONS: Notwithstanding the above, any exception taken by the bidder to the requirements and conditions of this specification must be stated and described in detail as a part of the bid. If no exceptions or deviations are identified in this manner, the items must be furnished exactly as described herein.

11 .3. PROOF: The bidder shall bear the burden of proof of compliance with this specification.

12 . ORDERING DATA: When ordering products conforming to this specification the requisitioning agency shall specify the following:

12 .1.The number of this specification (485-34-01).

12 .2. The total number of drums required.

13 . PRODUCT INFORMATION: Spray washing detergent conforming to this specification is highly effective for removing road dust, mud, oil, grease, etc. from automobiles, trucks, and buses. It is designed for use in commercial hot water or steam spray equipment which mixes the concentration automatically with feed water. The proportion of concentrate (usually one gallon of concentrate to 30 to 150 gallons of water) may be adjusted by the most economical bet effective setting of the control dial.

Warning: Contact of either the concentrate or the spray with any part of the body should be avoided.
