for
CASEGOODS, TRADITIONAL STYLE, WOOD
1. SCOPE: This specification establishes the minimum requirements for twenty-three (23) types of traditional wood casegoods that use full mortise and tenon construction. Wood veneers shall be walnut with walnut or mahogany finish. Worksurfaces shall be available in veneer or a closely matching high pressure laminate. These requirements are based on general industry standards for wood casegoods and are intended to provide high quality wood casegoods that are built for long and severe use and are compatible with existing traditional design furniture.
2. APPLICABLE SPECIFICATIONS AND STANDARDS: Reference to specifications, standards, test methods, and other documents shall be to the issues in effect on the date of the Invitation for Bids. Copies of the referenced documents amy be obtained from the issuing organizations at the addresses shown. The following documents form a part of this specification to the extent specified herein:

3. CLASSIFICATION: Traditional casegoods shall be classified by type, size, type number, and contract commodity group as shown in Table No. One.
4. DEFINITIONS: Terminology used in this specification is intended to be generic in nature and consistent with meanings that have been defined through general use, industry standards, and accepted trade practices. Where variant meanings may exist, the applicable interpretation shall be determined by the Texas Procurement and Support Services (TPASS).
4.1. Commission: The Texas Procurement and Support Services (TPASS).
4.2. "L" Return: A unit which is generally attached to a single pedestal desk, right or left side, to create an "M" (machine) height woersuface that extends at ninety degrees (90 °) to the desk workstation.
4.3. Secretarial "U": A unit which consists of:
4.3.1. A single pedestal desk right or left (R or L);
4.3.2. Either a flush or dropped down "bridge" with modesty panel (R or L);
4.3.3. A single pedestal rear worksurface, the same width as the main desk, minimum twenty inches (20") depth, at desk height.
4.4. Normal Use: Use which can reasonably be expected in a general office setting operating on a standard forty (40) hour work week. Normal use shall include incidental bumps and scrapes which can occur while swiveling, tilting, or moving a chair in close proximity to desks.
4.5. High Pressure Laminate (HPL): Multiple layers of resin impregnated paper fused under heat and pressure to result in a rigid covering media (minimum .040 inches thick).
4.6. Approved Product List (APL): A reference listing of casegood types of specific design and manufacture which have been inspected and evaluated by the Commission and approved for purchase under the provisions of this specification.
4.7. "M" Height: Machine (keyboard) height which is twenty-six-and-one-half inches to twenty-seven-and-one-half inches (26-1/2" to 27-1/2").
4.8. "D" Height: Desk height which is twenty-eight inches to thirty inches (28" to 30").

5. REQUIREMENTS: Products furnished under this specification shall meet or exceed the following requirements:
5.1. General Requirements:
5.1.1. Casegoods furnished under this specification shall meet or exceed the requirements of ANSI/BIFMA X5.5.
5.1.2. Casegoods shall be new, unused, currently standard of products of an established manufacturer except for such deviations as may be required by this specification.
5.1.3. Units shall be free of all imperfections, defects, and hazards which might affect appearance, normal life, serviceability, or user safety.
5.1.4. Details not specifically defined herein shall be in accordance with the best commercial practice for products of this type.
5.2. Design Requirements:
5.2.1. Casegoods shall exhibit full mortise and tenon construction with traditional solid hardwood edge banding, shaped hardwood decorative molding or walnut veneer raised panel (s) on side and modesty panels and solid hardwood base molding.
5.2.2. All decorative banding and molding shall be in the Chippendale design.
5.2.3. Each unit shall be standard with walnut finish on walnut vertical veneers with matching walnut high pressure laminate tops and be available in mahogany finish on walnut vertical veneers with matching mahogany finish high pressure laminate tops. Casegoods shall also be available in all walnut or all mahogany finish on walnut veneers.
5.2.4. Tops shall be banded by a hardwood rim, machined in the Chippendale style.
5.2.5. Worksurfaces shall be available in veneer or a closely matching high pressure laminate.
5.2.6 The backs of all units shall be finished (including bookcases, hutches, lateral files and credenzas).
5.3. Features:
5.3.1. Group 425-21-(11, 15,19) Desks: Types TR-(SE and JE). Desk design shall be as specified herein and shall conform to industry standard for executive style, double pedestal desk.
5.3.1.1. Type TR-SE: Shall have legal width pedestals. Base shall be minimum sixty-six inches (66") width by thirty-eight inches (38") depth.
5.3.1.2. Arrangement: Each executive desk shall contain one (1) top drawer, one (1) box drawer and one (1) file drawer in each pedestal. There shall be a full width kneespace drawer. A pullout arm slide shall be located at the top of each pedestal. Grommets shall be available in the GM, GQ, and GN positions.
5.3.2. Group 425-21-24 Desks:
5.3.2.1. Types TR-CRT (R or L) with TR-CR (R or L): Desk design shall be as specified herein and shall conform to industry standards for secretarial style desks with "L" returns. The main desk shall be available with grommets in the GM, GQ, and GN positions. Right pedestal desk shall also be available with grommets in the GE position. Left pedestal desks shall also be available with grommets in the GF position.
5.3.3. Group 425 (21, 32) Desks:
5.3.3.1. Types TR-SU (R or L). Desk design shall be as specified herein and shall conform to industry standards for secretarial style "U" desks. The entire outside, approach, perimeter of the "U" shall be equipped with a modesty panel.
5.3.3.2. Type TR-SU. Each secretarial "U" main desk unit shall have an arm slide, one (1) top drawer, one (1) file drawer, one (1) box drawer and a kneespace drawer in the main desk. The main desk shall be approximately seventy-two inches (72") wide and thirty-six inches (36") deep.
5.3.3.3. Type TR-B. The "bridge" shall be approximately forty-two inches (42") wide and twenty-four inches (24") deep and available in a "flush" D height with optional pull out or articulating keyboard pad, or "dropped down" M height. A full panel is required. The bridge shall be standard with grommet and appropriate grommet hardware in the center near the approach edge of the worksurface.
5.3.3.4. Type TR-RW/S. The single pedestal rear worksurface shall be approximately seventy-two inches (72") wide by twenty inches (20") deep. The drawer pedestal (s) shall be located under the outside end of the worksurface and there shall be (as a standard) a grommet and appropriate grommet hardware in the center near the approach edge of the worksurface.
The pedestal arrangement shall be one of the following as specified in the Invitation for Bids:
A two drawer, approximately thirty-two-and-one-half inches (32-1/2") width by nineteen-and-one-half inches (19-1/2") depth, modular lateral file unit, provided with a positive safety interlock mechanism, or;
Two side-by-side standard pedestals, approximately eighteen inches (18:) wide by nineteen-and-one-half inches (19-1/2") deep. The outside modular pedestal shall have two (2) file drawers. The inside modular pedestal shall have one (1) top drawer, one (1) box drawer and one (1) file drawer. The file drawer shall be EDP depth to provide for filing of fourteen-and-seven-eighths inch (14-7/8") by eleven inch (11") printouts. The file bars shall be adjustable to accommodate letter, legal or EDP paper.
5.3.4. Group 425-14-(07, 11, 15) Credenzas:
5.3.4.1. Types TR-(SC, JC and CC). Modular top with two (2) cabinets, delivered "set-up". Each cabinet shall contain two (2) box drawers and one (1) file drawer equipped for letter and legal size hanging files, at user's option. There shall be a full width kneespace drawer.
5.3.5. Group 425-41-(14, 18) Files:
5.3.5.1. Types TR-(LFC and LF). The lateral files shall have modular top with one (1) or two (2) modular, two (2) drawer lateral file unit (s) delivered "set-up". Whether the four (4) drawer credenza or two (2) drawer lateral file, each drawer shall be equipped for letter and legal size hanging files at user's option, and shall be provided with a positive safety interlock mechanism.
5.3.6. Group 425-03-28 Hutch:
5.3.6.1. Type TR-HTC. The double-wide bookshelf hutch for seventy-two inch 72") or seventy-eight inch (78") credenzas shall have one (1) piece modular cornice style tops and bases and two (2) shelves, one (1) adjustable and one (1) fixed. The hutch shall be available with optional mesh front doors with brass hardware and lock, when so specified in the Invitation for Bids. The back shall be finished. Free standing bookcase may have a desk style top.
5.3.7. Group 425-03-(20, 24) Bookcases:
5.3.7.1. Type TR-BC (30 and 48). The desk high bookcase shall have at least one (1) adjustable shelf. The forty-eight inch (48") high bookcase shall have one (1) stationery self (at the manufacturer's option) and at least two (2) adjustable shelves. Additional shelves and adjustable shelf pins shall be available as an option when so specified in the Invitation for Bids. The bask shall be finished.
5.3.8. Group 425-18-(14, 18) Stands:
5.3.8.1. Type TR-CT. Computer table, machine height, shall be available with keyboard drawer with drop-down drawer front and a grommet in back panel.
5.3.8.2. Type TR-PT. Printer table, machine height, shall be available with minimum seventeen inch (17") wide paper slot, and a "cut-out" for rear feeding printers with paper catch shelf and cord management.
5.3.8.3. Type TR-(CT and PT). Both stands shall be available with optional dual wheel casters, (two (2) locking and two (2) non-locking), and a storage shelf. Casters will add a nominal two inches (2") to the overall height.
5.3.9. Group 425-21-(36,40) Conference Tables:
5.3.9.1. Types TR-BT(144 and 120). Boat shape, panel end, with a minimum fourteen inch (14") overhand each end, and a minimum eight inch (8") each side. Chair arm clearance shall be approximately twenty-seven-and-one-fourth inch (27-1/4").
5.3.9.2. Two-piece Tops: Optional two-piece tops on TR-BT (144 and 120) shall be engineered for a tight secure fit where tables join together. The two-piece top must be joined together using a level tight fastener or manufacturer's standard bracketry.
5.3.9.2. Panel End Supports: Each end support panel shall consist of:
5.3.9.2.1. Two (2) end panels.
5.3.9.2.2. Two (2) solid hardwood end caps.
5.3.9.2.3. One (1) solid hardwood base.
5.3.9.2.4. Three (3), minimum, interior solid hardwood end filler supports.
5.3.9.2.5. Adjustable levelers.
All tables shall have stretcher rails or keels that run parallel under the top between the end panels for support to eliminate warpage. The rails must be made of solid hardwood approximately seven-eighths inches (7/8") by four inches (4").
5.3.9.3. Type TR-BT 144. Shall have three (3) panel end supports with atop that tapers approximately forty-eight inches (48") to thirty-six inches (36"). The top shall be standard as one (1) piece, but if requested in the Invitation for Bids, the manufacturer shall provide a two (2) piece top for installation maneuverability.
5.3.9.4. Type TR-BT 120. Shall have a minimum of two (2) panel end supports with a top that tapers from approximately forty-eight inches (48") to thirty-six inches (36"). The top shall be standard as one (1) piece, but if requested in the Invitation for Bids, the manufacturer shall provide a two (2) piece top for installation maneuverability.
5.3.10. Group 425-21-44 Conference Table:
5.3.10.1. Types TR-R48. Round conference table with pedestal base and approximately forty-eight inches (48") diameter top. The chair arm clearance shall be approximately twenty-six-and-seven-eighths inches (26-7/8").
5.3.11. Group 425-21-(48, 52) Conference and Table Desks:
5.3.11.1. Types TR-CT96 and TR-WT70. The desks shall have Chippendale styling on the legs. Chair arm clearance shall be approximately twenty-five inches (25").
5.3.11.2. Type TR-CT96. The chassis shall be approximately seventy-two inches (72") by thirty-six inches (36"), with a minimum twelve inch (12") overhang each end, and three inches (3") each side.
5.3.11.3. Type TR-WT70. The desk shall have a "V" stretcher and two (2) personal lap drawers.
5.3.12. Group 425-21-(56, 60, 64) Occasional Tables:
5.3.12.1. Types TR-(CKT, SQT and, RET). the tables shall have full size "undershelf" and solid hardwood (beech or walnut) apron beneath top perimeter.
5.3.12.2. Type TR-CKT: Approximately forty-eight inches (48") by twenty inches (20") by sixteen inches (16") high, cocktail table.
5.3.12.3. Type TR-SQT: Approximately twenty-four inches (24") square by twenty-three inches (23") high, occasional table.
5.3.12.4. Type TR-RET: Approximately eighteen inches (18") by twenty-eight inches (28") by twenty-three inches (23") high, end table.
5.3.13. Dimensions: All traditional casegoods shall conform to the dimensional requirements shown in Table No. Two.
5.4. Fabrication:
5.4.1. Panels: Casegoods shall have end and back panels fully mortised and tenoned.
5.4.2. Joints: All end and pedestal back panels joints shall reinforced with concealed glue blocks rubbed into place. The inner pedestal panel shall be securely joined to the back support of the unit to insure permanent squareness and stability. Where screws are sued to secure the joint, there must be a minimum of one (1) screw at the top and one (1) at the bottom. All thin edges shall be supported to prevent deflection.
All joints not specifically described herein shall be in accordance with accepted industry standards and shall be rigid in construction and well glued.
5.4.3. Modesty Panels: All desks, returns, credenzas and computer support tables shall be furnished with modesty panels.
5.4.4. Return Unit: The return units and conference table tops shall be completely assembled and required no tools other than a screwdriver or wrench to attach to the desk or table pedestals.
5.5. Finish:
5.5.1. Finish: The finish shall be full filled, high sheen lacquer. All wood tops and arm slides are to band rubbed.
5.5.2. Quality: Finish shall be of high quality associated with industry standards for top grade merchandise. Finish shall enhance the beauty of the wood and be resistant to prolonged contact with water, mild acids and alkalis, ball point pen inks, carbon paper, and other staining agents encountered in an office environment.
5.6. Construction: The casegoods components shall be constructed as specified herein.
5.6.1. Tops: All tops are to be one inch (1") minimum thickness and shall be standard with a top surface of high pressure plastic laminate as defined in NEMA LD3, and in Paragraph 5.7.3., an undersurface (Backersheet) of suitable moisture barrier sheet material, and an acceptable core as defined in Paragraph 5.7.5. It is imperative that the walnut and mahogany laminates closely match the walnut and mahogany finishes on the walnut veneers and solids. The State reserves the right of determination of laminate compatibility with wood finish. Bids may be rejected if laminate finishes are determined to be incompatible with wood finishes.
The tops must also be provided in walnut veneer, if specified. Veneer tops shall be either walnut or mahogany stain, with a hand rubbed lacquer finish which is impervious to stains and durable against everyday use. Walnut top veneers shall be flat cut, book matched in sets and glued with moisture resistant glues.
Tops shall be banded on all sides with solid hardwood (beech, gum or walnut) rims and shaped in the Chippendale design. tops shall be securely fastened to casegoods by screws to the interior framework. Grommets for wire management shall be available to be located as specified by the agency and the Invitation for Bids.
Minimally acceptable cores shall have three (3) plies of particle board or flakeboard as defined in ANSI A 208.1., or a single ply of particle board or flakeboard as defined in ANSI A 208.1. They shall be of sufficient strength, and designed to prevent top from warping while in normal use.
An alternate acceptable desk top core shall be as follows:
A single ply of particleboard or flakeboard as defined in Paragraph 5.7.5. fortified by a steel tension rod which bridges the kneespace area. Then tension rod shall be of sufficient gauge, length, and positioning to prevent the top from warping while in normal use. The tension rod shall be affixed in such a manner as to preclude its pulling loose for the expected life of the top.
5.6.2. Drawers: Sides and backs shall be manufacturer's standard hardwood, dovetailed front and back. Bottoms shall be fitted in grooves on all four (4) sides. the bottom surface shall have glue blocks and/or hot melt glue. Drawer clearance shall be ample, but not excessive for good cabinet appearance. All drawer interiors shall be completely finished with sealer and lacquer.
All drawers, except the kneespace drawer, shall have positive stops. Drawer pulls are to be of the bail type. All desks are to have center, kneespace, drawer which locks all drawers when closed. Drawer pedestals shall be the largest width and depth normally provided for each respective top size of desk and/or credenzas supported by that pedestal.
5.6.2.1. All kneespace drawers shall have a pen and pencil try secured to the forward portion of the drawer for easy access.
5.6.2.2. Box drawers shall have a metal suspension, (track) or metal guides grooved into the drawer sides. The minimum load capacity shall be sixty pounds (60 lbs.).
5.6.2.3. The file drawer shall operate on full progressive suspension, and shall extend the entire drawer to allow complete access. The file drawer shall be equipped for letter or legal filing. Supports for hanging type folders shall be furnished. The minimum load capacity shall be one-hundred pounds (100 lbs.).
5.6.2.4. The optional pull-out keyboard drawers on CRT stands, desk height returns, and in-place-of-center (kneespace) drawers on desks and credenzas shall be approximately twenty-nine inches (29") wide by seventeen inches (17") deep, and shall fill the kneespace fully, with no gaps at the drawer sides. The drawer construction shall be same as for box drawers, for example, the front shall have the same face treatment as other kneespace and/or box drawers except it shall have a "drop-down" front (considered factory installed).
5.6.2.5. The articulating keyboard tray shall be adjustable vertically, rotatively, and shall lock into position. The entire tray and supportive arm shall store beneath the worksurface. The tray and/or keyboard pad shall be wood and be finished to match the exterior vertical panels considered factory installed. The approximate dimensions in inches shall be:
5.6.2.5.1. Tray: Twenty-four inches (24") wide by nine-and-one-half inches (9-1/2") deep.
5.6.2.5.2. Vertical Adjustment: Minimum five-and-one-half inches (5-1/2").
5.6.2.5.3. Rotational Adjustment: Thirty to ninety degrees (30 ° - 90 °) left and thirty to ninety degrees (30 ° - 90 °) right.
5.6.2.5.4. In-out: Eleven inches (11") to fifteen-and-one-half inches (15-1/2").
5.6.2.6. The slanting-partition stationery tray shall be of appropriate size to fit into box drawers of desks and/or credenzas, whichever is specified in the Invitation for Bids.
5.6.3. Arm Slides: All desk pedestals shall be equipped with arm slides minimum three-fourths inch (3/4") thick, banded on the front edge with walnut. The slides shall be minimum three (3) ply laminated construction on particleboard or fiber board core with face veneer on top surface. The back edge is not required to be finished but shall be sealed. The slide shall have a finger hole pull, or knob pull.
5.6.4. Dust Bottoms: Dust bottoms shall be provided in each pedestal.
5.6.5. Safety Interlock: All lateral file cabinets shall be provided with a positive mechanical interlock mechanism. The mechanism shall be such that under the condition where one (1) drawer is extended up to two inches (2") beyond the fully closed position, the safety interlock shall have been activated and no other drawer or shelf can be extended more than two inches (2") beyond the face of the cabinet.
5.6.6. Locks: The kneespace drawer, in desks, shall be equipped with a paracentric type locking device that will lock all drawers in one (1) operation. Two (2) keys shall be furnished for each desk. Separate locks, similarly keyed, for each pedestal and kneespace drawer are acceptable on credenzas and pedestals of returns. Separate locks, per pedestal, shall be acceptable on main desks only when center drawers are replace by pull-out or articulating keyboard trays.
5.6.7. Grommets: Grommets with appropriate hardware and "under-top" wire management and/or pedestal access shall be provided when grommets are specified to pass wires through worksurfaces, CRT and secretarial tops. The grommet shall be provided in one (1) or both of the following styles:
5.6.7.1. Round Grommet: Approximately two-and-one-half inches (2-1/2") outside diameter with access and/or cover plate.
5.6.7.2. Rectangular Grommet: Minimum two inches (2") length by one inch (1") width, with access plate. Sleeve will pass a telephone amphenol.
5.6.7.3. Standard Positions: Specific positions is as follows: Dimensions are from grommet rim to top edge. Except where noted, position is six inches (6") from rear, six inches (6") from side. Grommet positions other than those listed are considered non-standard and are subject to an upcharge.

5.6.7 Plate: Grommet covers and/or access plate shall be manufacturer's standard finish.
5.6.8. Panels: Panels for desks shall be minimum three (3) ply laminated construction of sufficient thickness and composition to maintain the integrity of the desk. All exposed panel veneers shall be book matched in sets for each type of casegood. There shall be no exposed flakeboard or particleboard. For example, all edges not banded with wood shall be sealed, glazed, or covered with a moisture resistant barrier.
5.7. Materials: The units shall be made of the following materials:
5.7.1. Wood: All exterior wood veneered surfaces shall be Grade I genuine American walnut or Northern oak veneers with no sap. The veneer shall be minimum one-thrity-sixth inch (1/36") thick before sanding and carefully book matched for color and grain. The veneer shall be in full length pieces, applied in balanced construction with no veneer joints less and one inch (1") from the edge of the panels. Exterior solid wood parts shall be manufacturer's standard hardwood. All wood shall be thoroughly air and kiln dried to a moisture content not to exceed seven percent (7%) at the time of assembly. All exposed wood and veneer shall be bright, well sanded and free from brashness, discoloration, worm holes, pits and shakes. All veneers shall be edge glued with moisture resistant resin glues. All exterior panels shall be book matched in sets for each desk. All wood shall be free of defects affecting appearance, durability or serviceability.
5.7.2. Molding: The decorative molding is to be approximately one-fourth inch (1/4") by one-half inch (1/2") shaped hardwood fastened to the panel in a matching groove or to the panel surface with glue and air driven tacking staples.
5.7.3. Desk Top Laminate: Tops shall be standard with high pressure plastic laminate meeting NEMA LD 3 specifications. The laminate shall be of a uniform quality, free from blisters, wrinkles, cracks, scratches, dent marks, heat marks or other defects. The laminate shall be .040" thick. The pattern shall closely match the veneer pattern of the desk pedestals and panels. The top surface shall have a non-glare or "matte" finish.
5.7.4. Hardware and Trim: The style of hardware and trim shall be the manufacturer's standard for the unit specified (polished or antique brass), provided it compliments the general styling of the casegood. All metal hardware shall be solid plated metal and may have a protective lacquer finish. No painted finishes will be allowed.
5.7.4. Particleboard (Flackeboard): Particleboard used in the construction of casegoods conforming to this specification shall be a furniture grade Northern variety with a minimum density of forty-five pounds (45 lbs.) per cubic foot and a screw holding capacity of two-hundred-twenty-five pounds (225 lbs.) minimum.
5.7.5. Labeling: Each casegood shall have a permanently affixed tag or wood imprint showing the name of the manufacturer.
5.8. Options: Options shall be as specified in Paragraph 5.3. for individual groups and types.
6. Testing: Testing shall be done by, or at the direction of, the Commission and/or the receiving State agency. Tests shall be performed on samples submitted with the bid and/or on samples taken from regular shipments. In the event products tested fail to meet or exceed all conditions and requirements of this specification, the cost of the samples used and the cost of the testing shall be borne by the supplier.
7. SAMPLES: Unless otherwise specified in the Invitation for Bids, no prepurchase samples will e required. Testing shall be performed on samples taken from material supplied on regular orders. Should a pre-award sample be required, manufacturer and/or vendor must provide sample within ten (10) days of request.
8. INSPECTION: Products furnished under this specification shall be inspected by, or at the discretion of the Commission and/or the ordering State agency either at destination or place of manufacturer.
9. WARRANTY: All casegoods shall carry the manufacturer's standard warranty and shall be guaranteed against defects in materials, workmanship, and performance for a minimum of one (1) year. The warranty shall begin on the date of acceptance of the unit by the ordering agency. During this warranty period, the vendor shall repair or replace defective components and/or units at no cost to the State of Texas.
10. AVAILABILITY OF SERVICE AND PARTS:
10.1. Service: When so specified in the Invitation for Bids, the bidder shall submit a list of companies or individuals, and their addresses, who stock repair parts and who can perform service on the units furnished.
10.2. Parts: An adequate supply of repair parts shall be readily available for the expected life of all products furnished under this specification.
11. INSTRUCTION MANUAL: The vendor shall furnish the ordering agency with one (1) copy of operating and maintenance instructions for each unit delivered. The materials furnished shall include instructions for lubricating drawer suspension and instructions for cleaning and protecting the exterior finish.
12. PACKING AND/OR PACKAGING: Packing shall be in accordance with recognized industry practices in a manner readily acceptable by common carriers engaged in interstate commerce. Within the shipping carton, units shall be packed in a manner designed to minimize damages during shipment due to rough or improper handling.
13. MARKING AND/OR LABELING:
13.1. Marking: Each shipping container shall be clearly marked with:
13.1.1. Name of contents.
13.1.2. Handedness of single pedestal desks and returns.
13.1.3. Quantity contained.
13.1.4. Order number or contract number.
13.1.5. Name and address of ordering agency.
13.1.6. Agency requisition number.
13.1.7. Name and address of the manufacturer.
13.2. Labeling: Each product shall bear a securely affixed and durable label showing the following:
13.2.1. Manufacturer's name.
13.2.2. Manufacturer's trademark.
14. BID LITERATURE: All bids shall be accompanied by a complete and illustrated description of the products being offered.
15. COMPLIANCE: In order for consideration to be given to the bid on an item under this specification, the bidder must comply with the following conditions:
15.1. Product Identification: The make and model number, name of the manufacturer, brand or trade name etc., as applicable, of the item which the vendor proposed to furnish must be stated as part of the bid.
15.2. Exceptions: Notwithstanding the above, any exception taken by the bidder to the requirements and conditions of this specification must be stated and described in detail as a part of the bid. If no exceptions or deviations are identified in this manner, the items must be furnished exactly as described herein.
15.3. Proof: The bidder shall bear the burden of proof of compliance with this specification.
15.4. Bid Response: Bidders shall provide a line item by line item written answer to all technical specifications of Paragraph 5.
Failure to submit line item answer at time of bid opening will result in disqualification of the bid.
16. APPROVED PRODUCTS LIST: The Commission shall maintain an Approved Products List (APL) of units which meet or exceed the requirements of this specification. Listing as an acceptable product shall be required for all casegood purchased under this specification.
16.1. Listing: The manufacturer or vendor shall comply with the following to have a product listed in the APL:
16.1.1. First, verify that your products meet or exceed each requirement of this Texas Specification.
16.1.2. Second, submit one (1) sample of each model for which approval is sought. Samples will be inspected and evaluated by the Commission's Inspector, and those models which are found to be acceptable will be listed as an approved product. Samples shall be provided in accordance with Paragraph 16.2. of this specification.
16.2. Evaluation: Samples shall be shipped only upon receipt of authorization from the Commission's Purchaser "N". Requests for authorization to ship samples shall be sent to the address shown in Paragraph 18. Samples shall be furnished at no cost to the State and with the understanding that such samples might be destroyed during the inspection and evaluation process. Once the casegoods have been listed as an approved product, additional prepurchase samples will generally not re required. Samples for random inspection and testing shall be selected from shipments to ordering agencies.
16.3. Continued Compliance: Listing as an acceptable product shall not relieve the manufacturer or vendor of the continuing obligation to provide products meeting or exceeding each requirement of this specification.
The manufacturer or vendor shall notify the Commission's Purchaser "N", in writing, of any changes in the product. Manufacturers and vendors shall also be responsible for submitting changes in addresses, brand or trade names, etc. to Purchaser "N". Failure to do so may result n the removal of the product from the APL. Changes which are deemed significant by Purchaser "N" shall be grounds for requiring re-approval of the product.
16.4. Removal and/or Re-listing: Approved products may be removed from the APL by subsequent noncompliance with the requirements of this specification, as determined by the Commission, or for failure to provide notification of any change in the approved product. Products which have been removed for the APL may be re-listed in accordance with Paragraph 16.1.
16.5. Referenced Manufacturers: Refer to Attachment No. One for manufacturers and respective model numbers.
17. ORDERING DATA: When ordering products conforming to this specification, the requesting agency shall specify the following:
17.1. The number of this specification (425-CT-01).
17.2. Type and type-number (See Table No. One and Paragraph 5.3.).
17.3. Handedness of single pedestal desk and returns (CRT L or U desks only). (See Paragraph 4.1.) and 4.2..
17.4. Finish (See Paragraph 5.2.3).
17.5. Options (See Paragraph 5.3.).
17.6. Stationery tray size (See Paragraph 5.6.2.6.).
17.7. Service list (See Paragraph 10.1).
17.8. Quantity required of each model.
