SPECIFICATION

for

DATA PROCESSING TERMINAL STANDS

1. SCOPE: The specification establishes the minimum requirements for basic terminal stands designed for use with CRT units, microform readers, word processing equipment, and computer I/O devices which do not require special configurations. The specification is not intended for use in the purchase of work stations which require pedestals, "L-shaped" returns, split level surfaces, or special features.

2. APPLICABLE SPECIFICATIONS AND STANDARDS: References to specifications, standards and test methods shall be to the issues in effect on the date of the Invitation for Bids. Copies of the referenced documents may be obtained from the issuing organizations at the addresses shown. The following documents form a part of this specification to the extent specified herein:

3. CLASSIFICATION: Stands furnished under this specification shall be classified by type, size, height, and color.

3.1. Type: Stands shall be classified by type as "TS -- Data Processing Terminal Stand."

3.2. Size: Stands shall be classified by size according to the dimensions of the work surface as specified in Table 1.

3.3. Height: Stands shall be classified by height according to the height of the work surface above the floor as specified in Table 2. Height is measured with all of the leveling glides set at their lowest adjustment. If casters are ordered, they shall be installed and included in the height measurement.

3.4. Color: Stands shall be classified by color according to the plastic laminate work surface color and the painted surfaces color as shown in Table 3. The first tow letters of the color designation shall indicate the work surface color, the last letter shall indicate the painted surfaces color.

4. DEFINITIONS: Terminology used in this specification is intended to be generic in nature and consistent with meanings that have been defined through general use and/or accepted trade practices. Where variant meanings may exist, the applicable interpretation shall be determined by the Texas Procurement and Support Services (TPASS).

4.1. COMMISSION: Texas Procurement and Support Services (TPASS).

5. REQUIREMENTS:

5.1. GENERAL REQUIREMENTS: All terminal stands shall be new, unused, currently standard products of an established manufacturer, except for such deviations as may be required by this specification. Units shall be free from all imperfections and defects that might affect appearance, normal life, or serviceability. Details not specifically described herein shall be in accordance with the best commercial practices for products of this type.

5.2. Construction and Component Requirements: Terminal stands furnished under this specification shall meet or exceed the following requirements and have as a minimum the components that are specified. All components not specifically mentions, that are necessary for the unit to be complete and ready for use, shall be furnished by the successful bidder.

5.2.1. Materials: Materials used in the fabrication of stands furnished under this specification shall be as specified herein. Materials not specifically defined shall be in accordance with the best commercial practices for products of this type.

5.2.1.1. Particleboard: Particleboard shall have a minimum thickness of one inch (1") and shall meet the requirements of ANSI A208.1-79, Type 1, Grade B, Class 2, except that minimum density shall not be less than forty-five pounds (45 lbs.) per cubic foot, and the average face screw holding capacity shall not be less than two-hundred-eight-five pounds (285 lbs.).

5.2.1.2. Plywood: Minimum acceptable plywood shall be A-B interior grade or better, conforming to the requirements of U.S. Product Standard PS 1-83. All plywood shall be a minimum of five-ply (5-ply) with a minimum thickness of one inch (1").

5.2.1.3. Plastic Laminate: Plastic laminate used on all work surfaces shall be of the high pressure type as defined in the NEMA Standard No. LD 3-75. Decorative laminate shall be Type 1, General Purpose, and shall be a minimum of 0.030" thick. Non-decorative laminate shall by Type 4, Backer, and shall be a minimum of 0.020" thick. Decorative laminate shall have a non-glare finish.

5.2.1.4. Steel: Steel sheets and tubular steel shall be of commercial quality cold rolled steel with a stretcher level standard of flatness as defined in the AISI Steel Products Manual for Carbon Steel Sheets. Steel gauges shall be suitable for the end use in accordance with the best commercial practices for products of this type. Steel shall be free from rust, scale, pits, scratches, laps, crimps, and buckles which might affect appearance, strength, or serviceability.

5.2.1.5. Hardware: Leg glides, bolts, nuts, screws, washers, and other fastening devices shall be of the type, style, and size normally used commercially in products of this type. Leg glides shall permit a minimum of one-half inch (1/2") adjustment, easily made without the use of tools, and shall remain fixed at the point o adjustment. All hardware shall be corrosion resistant or suitably treated to resist corrosion. The use of paint, lacquer, or similar materials as the sole treatment to resist corrosion shall not be acceptable.

5.2.2. Design Requirements: Terminal stands furnished under this specification shall be of a contemporary design and shall consist essentially of a work surface supported by two (2) leg assemblies with a modesty panel between the legs.

5.2.2.1. Work Surface: The work surface shall be a particleboard or plywood core covered with high pressure plastic laminate. The plastic laminate applied to each surface of the core shall be in one continuous piece. The top side of the work surface shall be covered with decorative laminate, and the bottom side of the work surface shall be covered with non-decorative backer laminate. The edges of the work surface shall be either self edged with the same decorative laminate as the top or covered with a vinyl molding strip. When woodgrain plastic laminate is specified, the woodgrain pattern on top shall run in the width dimension (side to side).

5.2.2.2. Leg Assemblies: The work surface shall be supported by steel leg assemblies on each side of the stand. The leg assemblies shall be o either and "I' design or a cantilever design consisting of an upright, a base, and a work surface support device. Approved variations in construction which embody the intent of these general designs shall be acceptable. The operator's side of the leg shall be no closer than twelve inches (12") to the vertical plane that intersects the operator's side edge of the work surface. All load bearing parts of the leg assemblies shall be steel. Tubular steel with exposed ends shall be sealed with factory installed plugs which will not come loose during normal use. The base of each leg assembly shall be chrome plated, covered with a durable non-maring material such as vinyl, or have its top surface protected by a securely affixed scuff plate of chrome plated metal, stainless steel, color impregnated vinyl or other suitable material that will compliment and maintain the appearance of the base. It shall cover the top of the base and shall extend down the front and sides of the base sufficiently to protect it from normal foot contact. The base shall also be equipped with two (2) leveling glides.

5.2.2.3. Modesty Panel: A modesty panel shall extend the full width of the space between the legs and shall have a minimum height of twelve inches (12"). The panel shall be of sufficiently durable material and design to provide additional rigidity to the leg assemblies. In forty-eight inch (48") and sixty inch (60") units cable knockouts shall be located in the upper corners. However, equally functional wire management systems will be considered.

5.2.3. Fabrication Requirements: Fabrication shall be a specified herein. Any detail not specifically defined shall be in accordance with the manufacturer's standard commercial practice and shall be executed in a neat and workmanlike manner. All elements of fabrication shall be free of any conditions which constitute potential hazards to personnel or clothing.

5.2.3.1. Plastic Laminate Application: The plastic laminate shall be securely bonded to the work surface core in accordance with NEMA Standard No. LD 3-75. The bonded laminate shall lie smoothly, shall not separate from the core, shall not open at edge joints, and shall be free of bubbles, blisters, ripples, and cracks. All laminate edges shall be smooth, straight, and free of chips, splits, and cracks.

5.2.3.2. Welding and/or Brazing: Welding and brazing shall be done in accordance with accepted commercial practices to produce sound, rigid, properly aligned joints. Raised welds shall be ground smooth, and depressed or cratered welds shall be filled and ground smooth. There shall be no evidence of porosity.

5.2.3.3. Mechanical Joints: Mechanical joints shall be of the quality and quantity necessary to preclude the loosening of the joint during normal use and to maximize the strength of materials being joined.

5.2.3.4. Sheet Metal Formations: Bends and folds shall be formed without fractures, cracks, or tears. All sheet metal edges shall be straight, smooth and free of burrs. Exposed sheet metal edges which do not abut another component of the stand shall be rolled, folded flat, or otherwise fabricated to eliminate rough or sharp edges.

5.2.3.5. Finish: All parts shall be finished in accordance with standard commercial practice. Plated finishes shall be free of cracks, bubbles, pits, holes and thin spots. Enamel finishes shall be uniformly applied and shall be free of runs, drips, grit, and thin spots.

5.2.4. Options: When so specified in the Invitation for Bids, stands shall be furnished with one (1) or more of the following options:

5.2.4.1. Utility Shelf: The modesty panel shall be replaced with a full width steel utility shelf having fully enclosed side and back, thereby providing the function of a modesty panel as well as a utility shelf. The shelf shall be a minimum of ten inches (10") deep and twelve inches (12") high. The horizontal distance between the operator's side edge of the shelf and the vertical plane intersecting the operator's side edge of the top shall be a minimum of twelve inches (12"). Cable knockouts shall be located in each upper corner of the back panel and in each back corner of the shelf. Functionally equivalent wire management systems will be considered.

5.2.4.2. Casters: The leveling glides shall be replaced with locking swivel casters having a soft, non marking tread and a minimum diameter of two inches (2"). If necessary, the leg height shall be altered to insure that the unit, with casters installed, complies with the height requirements of Paragraph 2.3. Casters shall be of a quality sufficient to meet the quality assurance provisions of this specification.

5.2.5. Quality Assurance Requirements: All stands furnished under this specification shall meet the following requirements when tested in accordance with referenced test procedures in Paragraph 9.0.

5.2.5.1. Work Surface Flatness: The work surface shall be flat and free of warps, bows, buckles, and ripples. When tested in accordance with Paragraph 9.3.1., there shall be no gap at any point between the straight edge and the tope of the work surface greater than 0.0625".

5.2.5.2. Structural Integrity: Stands and components shall be structurally sound and shall withstand heavy use. When tested in accordance with Paragraph 9.3.2. (Static Load), 9.3.3. (Racking), and 9.3.4. (Shock), there shall be no structural failure, no loss of serviceability, no loosening of mechanical joints, no cracking or fracturing of welds, and no permanent deformation of leg glides or casters. Distortions or deformations which result from the static load and racking tests shall not exceed the limits specified in Table 4.

5.2.6. Assembly: The Invitation for Bids shall specify whether the units shall be shipped fully assembled or knocked down. Units shipped knocked down shall include assembly instructions and all required hardware. All components shall have properly aligned, pre-drilled holes for all required assembly. Assembly shall require only simple tools.

6. WARRANTY: Finished units and all components furnished under this specification shall be guaranteed for normal use against defects and failure in materials, workmanship, and performance. The guarantee shall be in accordance with the manufacturer's standard warranty, except in no event shall such coverage be for less than one (1) year on the finished product or any component. Defective units shall be repaired or replaced during the warranty period at no cost to the State of Texas for parts or labor.

Vendor shall bear all shipping and handling charges incurred during warranty period if a defective unit must be returned to a manufacturer's service center for repair or replacement.

7. SAMPLES: Unless otherwise specified in the Invitation for Bids, no prepurchase samples shall be required. Samples tested shall be taken from regular orders.

8. TESTING: Testing shall be done by or at the direction of, the Commission and/or the receiving State agency. Tests shall be performed on products from shipments to ordering agencies. In the event products tested fail to meet or exceed all conditions and requirements of this specification, the cost of the samples used and the cost of testing shall be borne by the supplier.

8.1. Tests: All tests shall be performed with the leveling glides or casters installed. Leveling glides shall be adjusted to the midpoint of the adjustment range. All tests shall be performed under conditions of normal room temperature and relative humidity. Products shall be tested by the following or approved equally applicable procedures:

8.1.1. Work Surface Flatness Test: This test shall be performed along both diagonals of the work surface. The test unit shall be placed on a flat surface. A steel straight edge longer than the diagonal length of the work surface shall be placed along each diagonal in turn. The straight edge shall be held firmly against the surface at one (1) corner and the surface shall be examined along the entire length of the straight edge for warps, bows, buckles, and ripples. Any gap between the work surface and the straight edge shall be measured. The results shall be no greater than 0.0625" as required in Paragraph 5.2.5.1.

9.3.2. Static Load Test: The stand shall be placed on a flat surface. A weight of three-hundred pounds (300 lbs.) shall be applied for fifteen (15) minutes to a twelve inch (12") diameter circular area. The center of the weight application area shall be located six-and-one-half to seven inches (6-1/2" to 7") fro the front edge at the midpoint of the work surface width. The deflection of the top under the applied weight shall be measured and expressed as a percentage of work surface width using the following formula:

The applied weight shall then be allowed to remain on the work surface for twenty-four (24) hours. After 24 hours, the weight shall be removed and the work surface shall be allowed to stabilized for two (2) hours. Any remaining deflection shall be considered a permanent set. The permanent set shall be measured and expressed as a percentage of the work surface width using the following formula:

The percent deflection, the percent permanent set, and the structural integrity of the unit shall be examined for compliance with Paragraph 5.2.5.2. and Table 4.

9.3.3. Racking Test: the stand shall be placed in its in use position on a hard flat surface, and the distance between the inside surfaces of the leg uprights at the base shall be measured. One (1) end of the stand shall then be raised unit the stand is approximately balanced on the opposite leg assembly. A support shall be placed beneath the raised lege assembly to brace the stand as nearly as possible in the balanced position. When the stand is raced in position, the lowermost corner of the raised leg assembly shall be not more than one-fourth inch (1/4") lower than when the stand is perfectly balanced. The stand shall be left in this position for twenty-four (24) hours. The stand shall then be lowered to its in use position and the distance between the uprights shall be measured as before. Any change in this distance from the initial measurement shall be considered as permanent set. The permanent set and the structural integrity of the stand shall be examined for compliance with the requirements of Paragraph 5.2.5.2. and Table 4.

9.3.4. Shock Test: The stand shall be placed in its in use position on a flat, level concrete floor. One (1) end of the stand shall be raised until the bottoms of the glides or casters are a minimum of twelve inches (12") above the floor. The raised end shall then be released to free fall to the floor. This procedure shall then be repeated on the opposite end. After both ends have been dropped, the glides or casters and the structural integrity of the stand shall be examined for compliance with the requirements of Paragraph 5.2.5.2.

10. INSPECTION: Products furnished under this specification shall be inspected by, or at the direction of the Commission and/or the ordering State agency either at the destination or place of manufacture.

11. PACKING / PACKAGING: Packing for shipment shall be in accordance with the manufacturer's standard practice and in a manner readily accepted by common carriers engaged in interstate commerce. Within the shipping carton, units shall be packed in a manner designed to minimize damage during the shipment because of rough or improper handling. All merchandise shall be delivered F.O.B. destination.

12. MARKING / LABELING:

12.1. Marking: Each shipping container shall be clearly marked with:

12.1.1. Name of contents.

12.1.2. Quantity contained.

12.1.3. Name and address of the manufacturer.

The container or shipping documents shall include:

12.1.4. Order number or contract number.

12.1.5. Name and address of ordering agency.

12.1.6. Agency requisition number.

12.2. Labeling: Each product shall bear a securely affixed and durable label showing the following:

12.2.1. Manufacturer's name, or

12.2.2. Manufacturer's trademark.

13. SERVICE AND PARTS: An adequate supply of repair parts shall be readily available for the expected life of all products furnished under this specification. Bidder shall submit with each bid a list of companies or individuals, and their addresses, who stock repair parts and can perform service on the product furnished.

14. LITERATURE:

14.1. Product Literature: Bidder shall submit with each bid a complete and illustrated description of the product being offered.

14.2. Operating and Maintenance Instructions: The vendor shall furnish the ordering agency with one (1) copy of operating and maintenance instructions for each terminal stand delivered.

15. COMPLIANCE: In order for consideration to be given to the bid on an item under this specification, the bidder must comply with the following:

15.1. PRODUCT IDENTIFICATION: The make, model number, name of the manufacturer, brand or trade name, etc., as applicable, of the item which the vendor proposes to furnish must be stated as part of the bid.

15.2. EXCEPTIONS: Notwithstanding the above, any exception taken by the bidder to the requirements and conditions of this specification must be stated and described in detail as a part of the bid. If no exceptions or deviations are identified in this manner, the items must be furnished exactly as described herein.

15.3. PROOF: The bidder shall bear the burden of proof of compliance with this specification.

16. ORDERING DATA: When ordering products conforming to this specification the requisitioning agency shall specify the following:

12.1. The number of this specification (425-17-01A).

12.2. Size (See Paragraph 2.2.).

12.3. Height (See Paragraph 2.3.).

12.4. Color (See Paragraph 2.4.).

12.5. Options, if required (See Paragraph 5.2.4.).

12.7. Quantity required of each size, height, and color.
