SPECIFICATION

for

CHAIRS, OFFICE CONTEMPORARY SHELL

1. SCOPE: This specification establishes the minimum requirements for swivel (rotary), swivel tilt, and fixed, upholstered office chairs which feature a double shell construction.

2. APPLICABLE SPECIFICATIONS AND STANDARDS: Reference to specifications, standards, test methods, and other documents shall be to the issues in effect on the date of the Invitation for Bids. Copies of the referenced documents may be obtained from the issuing organizations at the addresses shown. The following documents form a part of this specification to the extent specified herein.

3. CLASSIFICATION: Shell chairs shall be classified by type and style as follows:

3.1. Type: (See figures).

3.1.1. Type A - Executive: High back, swivel tilt, with arms, with casters.

3.1.2. Type B - Executive: Standard back, swivel tilt, with arms, with casters.

3.1.3. Type C - Secretarial: Secretarial posture chair, with casters.

3.1.4. Type D - Clerical and/or Conference: Swivel tilt, without arms, with casters.

3.1.5. Type E - Conference and/or Side: Swivel, non-tilt, with arms, with glides.

3.1.6. Type F - Conference and/or Side: Fixed base, non-tilt, with arms, with glides.

3.1.7. Type G - Conference and/or Side: Fixed base, non-tilt, without arms, with glides.

3.1.8. Type H - Conference and/or Side: Swivel, non-tilt, without arms, with casters.

3.1.9. Type I - Conference and/or Side: Swivel, non-tilt, with arms, with casters.

3.2. Style:

3.2.1. Style 1: Heavy duty, wide seat.

3.2.2. Style 2: Standard.

4. DEFINITIONS: Terminology used in this specification is intended to be generic in nature and consistent with meanings that have been defined through general use and/or accepted trade practices. Where variant meanings may exist, the applicable interpretation shall be determined by the Texas Procurement and Support Services (TPASS).

4.1. Commission: Texas Procurement and Support Services (TPASS).

4.2. Line Item Answer: A written description showing how the chairs are manufactured in comparison to the specification, including dimensions are required in the referenced Texas Specification.

4.3. Normal Use: Use which can reasonably be expected in a general office setting operating on a standard forty (40) hour work week. Normal use shall include incidental bumps and scrapes which can occur while sitting in, swiveling, tilting or moving the chair in close proximity to desks, walls, or other objects.

5. REQUIREMENTS: Products furnished under this specification shall meet or exceed the following requirements:

5.1. General Requirements:

5.1.1. All chairs shall be new, unused, currently standard products of an established manufacturer, except for such deviations as may be required by this specification.

5.1.2. Chairs shall present a neat, well finished appearance and shall be free of all imperfections, defects, and hazards which might affect appearance, normal life, or serviceability.

5.1.3. Chairs shall be one (1) piece shell design, for both inner and outer shells, without any opening through the back, except Type C, Secretarial.

5.1.4. Secretarial chairs shall have an outer shell on the backrest and an outer shell on the seat.

5.1.5. Chairs shall be contoured for comfort and body support.

5.1.6. The chairs shall be designed for normal use.

5.1.7. The upholstery shall be properly tailored and free of wrinkles, rolls, sags, or other defects in appearance. Seams shall be straight, double stitched, and free of broken threads and loose ends. The upholstery shall be attached to the chair in a manner that is free of hazards and designed to prevent slippage and excessive wear. All raw edges shall be completely concealed.

5.1.8. All exposed metal surfaces shall be corrosion resistant.

5.1.9. Staples and screws, or other fastening devices used to join the outer shell to the inner shell or the shells to the frame, shall be concealed. Screws are required for Style 1 chairs.

5.1.10. The bolts securing the base to the shell and the arms to the shell shall not loosen under normal use.

5.1.11. Details not specified herein shall be in accordance with standard commercial practices for products of this type.

5.2. Colors: The colors of the chair finish and upholstery shall be selected from the manufacturer's standard colors, or as specified in the Invitation for Bids.

5.3. Dimensions: Dimensions shall be as shown in Tables 1 and 2.

5.4. Design Requirements: The design shall include rounded edges, rounded corners, waterfall seat front and comfortable seating.

5.4.1. Shell: The shells shall be unitary double plastic type with a contoured upholstered inner shell, and outer shell with color matched finish and matching protective trim channel. An upholstered outer shell is not acceptable. The Secretarial chair (Type C) shall have a separate seat and back.

Style 1 chairs shall have steel supports or an inner steel frame to reinforce the shell and provide maximum strength (except for Secretarial chairs).

5.4.2. Arms: Chair arms (Type A, B, E, F, and I) shall be sloped and set back from the leading edge of the seat with adequate clearance. They shall be open side continuous or loop style and not be upholstered.

Style 1 armless models (Types C, D, G, and H) shall have reinforcement channels mechanically fastened to each side of the back of the inner shell, if an inner steel frame is not used.

5.4.3. Arm Rests: Rests shall be high impact phenolic plastic or acrylonitrile butadiene styrene (ABS). Style 1 arm rests shall be reinforced with a steel rod to provide rigidity to the shell, unless and inner steel frame is utilized.

5.4.4. Width Between the Arms: When measured between inner edges of the arm rests, the width shall be a minimum of nineteen-and-seven-eighths inch (19-7/8") for Style 1, and a minimum of nineteen-and-one-half inch (19-1/2") for Style 2.

5.4.5. Seats and Backs: Chairs shall be furnished with an upholstered seat and back assembly with foam padding. The assembly shall be firmly secured to the outer shell. Padding shall be shaped to the body contour.

The back padding shall contain a molded lumbar support or a lumbar support pad attached to the inner shell. Seat and back padding shall be covered with a flexible soft polyurethane topper, or polyester fiber fill, minimum one inch (1"), with a minimum of two (2) densities of polyurethane foam.

Injection molded polyurethane foam for the seat and back is acceptable for Style 2 chairs.

5.4.6. Base: The base shall be die cast or welded steel, or aluminum, with a five (5) leg (star) design unless otherwise specified in the Invitation for Bids. Arm steel tubing shall be minimum eighteen (18) gauge wall thickness. Style 1 hub tubing shall be a minimum twelve (12) gauge or a 0.08 inch wall support tube with a 0.065 inch bering hub tube. The base shall have a mar resistant polyplastic coating or cap.

5.4.7. Casters: Chair casters (Type A, B, C, D, H, and I) shall be hard composition, minimum two inches (2") dual wheels, for use on carpet, unless otherwise specified in the Invitation for Bids. They shall be the replaceable stem and socket type, three-hundred-sixty degree (360 ) swivel, and not be easily separated from the base.

5.4.8. Glides: Chair glides (Types E, F, and G) shall be cushioned stainless steel, nickel plated or chromium plated, minimum one-and-one-sixteenth inch (1-1/16") diameter for Style 1 and one inch (1") for Style 2. They shall be removable without special tools, but not be easily separated from the base.

5.4.9. Overall Height Adjustment: Types A, B, C, and D chairs shall have a height adjustment of three inches (3") within the values shown in Tables 1 and 2.

5.4.10. Seat Height Adjustment: Types A, B, C, and D chairs shall have a height adjustment of three inches (3") within the values shown in Tables 1 and 2. The adjustment shall be accomplished by turning the chair clockwise, counterclockwise, or by turning an adjustable height bell on the column, or by raising a height release lever.

Note: Types F and G side chairs have no height adjustment. At the manufacturer's option, Style 2, Types E, H, and I side chairs may have a height adjustment.

5.4.11. Back Height Adjustment: The Secretarial chair, Type C, shall also have a back height adjustment range of two inches (2") within the values shown in Table 1.

5.4.12. Tilt Adjustment: The tilt adjustment (Types A, B, and D) shall be a tension type and shall not release or change intentionally. The tilt mechanism shall have a positive tilt stop in case of failure, and an approximate tilt range of zero to sixteen degrees (0 -- 16 ).

5.4.13. Swivel: Type A, B, C, D, E, H, and I chairs shall swivel with continuous seat rotation.

5.5. Materials: The materials used in the construction of the chairs shall conform to the requirements stated herein:

5.5.1. Shell: The shells, inner and outer, shall be made from polypropylene or fiberglass. The outer shell shall be impact and mar resistant.

The inner shell shall have a minimum wall thickness of 0.25 inches; the outer shell, 0.125 inches minimum. Structural ribbing shall be acceptable for Style 2 chairs in areas of the inner shell which are less than 0.25 inches thick, only if these areas do not comprise more than fifteen percent (15%) by weight.

On chairs utilizing an inner steel frame, the inner shell shall have a minimum thickness of 0.156 inches with an outer shell thickness of ten inches (10") minimum.

5.5.2. Padding Material: The back padding and the seat padding shall be grade HR-II, slab, high resilience polyurethane foam complying with the requirements of ASTM D 3770, with a minim density of two-and-one-half pound (2-1/2 lbs.) per cubic feet. Foam used shall be a combination of densities, and shall be contoured. Filler shall be polyester batting or incorporate a flexible soft polyurethane topper. Injection molded foam is acceptable for Style 2 chairs.

Padding shall be flame retardant and be firmly secured to the shell. The seat pad shall be a minimum of three inches (3") thick for Style 1, and minimum of two inches (2") for Style 2, except for the Secretarial chair, one-and-one-half inch (1-1/2") thick. The back pad shall be a minimum of two inches (2") thick for Style 1, and minimum one-and-one-half inch (1-1/2") thick for Style 2, except for the Secretarial chair, one inch (1") thick.

5.5.3. Nylon Upholstery Material: One-hundred percent (100%) nylon fabric with a minimum weight of fourteen ounces (14 oz.) per linear yard fifty-four inches (54") wide, shall be standard.

The material shall be abrasion resistant, exceeding 15,000 double rubs prior to rupture on the Wyzenbeek test, ASTM D 3597 or ASTM D 4157, and shall be flame retardant, mildew and stain resistant.

5.5.4. Vinyl Upholstery Material: Vinyl shall be provided when so specified in the Invitation for Bids. The vinyl upholstery shall be fabric backed and shall have a minimum weight of thirty (30) ounces per linear yard fifty-four inches (54") wide and shall meet or exceed the applicable requirements of Federal Specifications CCC-C-700J and CC-A-680A, Class 2, minimum.

The material shall be flame retardant, and the finish or grain shall be smooth or simulate top grain leather.

5.5.5. Nylon and/or Wool Blend Upholstery Material: When so specified in the Invitation for Bids an approximate sixty percent (60%) wool and/or forty percent (40%) nylon fabric with a minimum weight of fourteen (14) ounces per linear yard shall be provided. The nylon portion may have other fibers. The fabric shall be abrasion resistant, exceeding 25,000 double rubs on the Wyzenbeek test (ASTM D 4157 or ASTM D 3597), and shall be flame retardant.

5.5.6. Wool Upholstery Material: When so specified in the Invitation for Bids, one-hundred percent (100%) wool fabric with a minimum weight of twenty-four (24) ounces per linear yard shall be provided.

5.5.7. Coasters: Tread material shall be rubber or plastic, with the hardness dependent on the application (tile or carpet).

5.5.8. Glides: Glides shall be nickel plated, chromium plated, or stainless steel.

5.5.9. Base Covers: Bases which have an enamel finish shall be protected with scuff plates or plastic covers or shells.

5.6. Finish:

5.6.1. Shell: The shell shall have a non glare textured finish and an integral "molded in" color. It shall not chip, peel, or discolor. Applied finishes are not acceptable.

5.6.2. Base Finish: A monochromatic finished base to match the shell color shall be standard. All surfaces shall be thoroughly cleaned and free of dirt, oil, grease, moisture, or other foreign material prior to finish. the cleaning and priming of painted ferrous surfaces shall conform to one (1) of the methods of Federal Specification TT-C-490, at the manufacturer's option.

After cleaning, the base shall be dipped or sprayed with a suitable primer coat that is compatible with the top or finish coat. the finish coat shall consist of a baked enamel coating applied and baked in accordance with the enamel manufacturer's recommendations or the manufacturer's standard epoxy based coating of comparable quality. The enamel shall be a non chipping type. There shall be no indication of rust or decay under either coating.

The thermoset epoxy power coating, electrostatically applied and baked on, shall be required for Style 1 chairs, unless the metal base is encased in a color impregnated, mar resistant, ABS covering.

5.6.3. Chrome Finish: When so specified in the Invitation for Bids, an electro- plated chrome finish shall be provided for the base. The base shall be subject to the manufacturer's standard electrical and chemical cleaning process. Chrome shall be plated over a nickel base. The chrome shall be corrosion and chip resistant.

5.7. Flammability Requirements: Finished chairs and component material shall meet or exceed the flammability requirements of BIFMA F-1-80 and California Technical Bulletin No. 117.

5.8. Options: When so specified in the Invitation for Bids, chairs shall be furnished with the following options:

5.8.1. Arm Rest: An upholstered arm rest profile pad that matches the upholstery shall be available.

5.8.2. Casters: Dual wheel casters shall be available with a soft composition, for use on hard floors or chair mats.

5.8.3. Base: A four (4) leg, star base shall be available for Style 2 chairs, with a polished chrome finish, and with single or dual wheel casters, whichever is the manufacturer's standard practice.

5.8.4. Base: A five (5) leg, star base shall be available with a polished chrome finish, and with dual wheel casters.

5.8.5. Vinyl Upholstery: See Paragraph 5.5.4.

5.8.6. Nylon and/or Wool Blend Upholstery: See Paragraph 5.5.5.

5.8.7. Wool Upholstery: See Paragraph 5.5.6.

5.8.8. Tufted Upholstery: Tufting shall be available for the executive model, Type A.

5.9. Vendor Requirements: Bidder shall be responsible for furnishing to each using agency a color chart showing the manufacturer's standard colors.

6. TESTING: Testing shall be done by, or at the direction of the Commission and/or the receiving State agency. Tests shall be performed on products from shipments to ordering agencies. In the event products tested fail to meet or exceed all conditions and requirements of this specification, the cost of the samples used and the cost of testing shall be borne by the supplier.

6.1. Tests: The products furnished under this specification shall be tested by the following methods or approved equally applicable procedures:

6.1.1. ANSI/BIFMA X5.1 as applicable to each Type.

6.2. Certification: The vendor shall submit certified laboratory test result from the manufacturer to the Commission iwht the bid within ten (10) days of request from the Commission. See Attachment One (1).

7. SAMPLES: Unless otherwise specified in the Invitation for Bids, no prepurchase samples shall be required. Samples tested shall be obtained from products supplied on regular orders.

8. INSPECTION: Products furnished under this specification shall be inspected by, or at the direction of the Commission and/or the ordering State agency either at the destination or place of manufacture.

9. WARRANTY: All chairs shall carry the manufacturer's standard warranty and shall be guaranteed against defects in materials, workmanship, and performance for a minimum of five (5) years. The warranty shall begin on the date of acceptance of the chair by the ordering agency. During this warranty period, the vendor shall repair or replace defective components and/or units at no cost to the State of Texas.

9.1. Guarantee: The vendor shall guarantee that the chairs will be a standard and continuing item in the manufacturer's product line. The chairs shall be identifiable by regular catalogue numbers.

10. AVAILABILITY OF SERVICE: Factory authorized service shall be available within the State of Texas.

10.1. Service: When so specified in the Invitation for Bids, the bidder shall submit a current list of companies or individuals, and their addresses, who can perform service on the products furnished.

10.2. Parts: An adequate supply of repair parts shall be carried in stock within the State of Texas for the expected life of all products furnished under this specification, or factory response time shall be timely and satisfactory, if out-of-state.

11. INSTRUCTION BOOKS and/or MANUALS: The vendor shall furnish one (1) copy of any required operating and/or maintenance instructions for each chair delivered. The instructions shall accompany the chairs when shipped.

12. PACKING and/or PACKAGING: Packaging for shipment shall be in accordance with the manufacturer's standard practice and in a manner readily accepted by common carriers engaged in interstate commerce. Within the shipping carton, units shall be packed in a manner designed to minimize damage during shipment due to rough or improper handling.

12.1. Delivery: When so specified in the Invitation for Bids, delivery shall be as follows:

12.1.1. Agency receiving dock.

12.1.2. Inside delivery, non installed.

13. MARKING and/or LABELING:

13.1. Marking: Each shipping container shall be clearly marked with:

13.1.1. Name of contents.

13.1.2. Quantity.

13.1.3. Name and address of the manufacturer.

The container or shipping documents shall include:

13.1.4. Order number or contract number.

13.1.5. Name and address of ordering agency.

13.1.6. Agency requisition number.

13.2. Labeling: Each chair shall bear a securely affixed and durable label showing the following:

13.2.1. Manufacturer's name or

13.2.2. Manufacturer's trademark.

14. BID LITERATURE: All bids shall be accompanied by a complete and illustrated description of the products being offered.

15. COMPLIANCE: In order for consideration to be given to the bid on an item under this specification, the bidder must comply with the following:

15.1. Product Identification: The make, model number, name of the manufacturer, brand or trade name, etc., as applicable, of the item which the vendor proposes to furnish must be stated as part of the bid.

15.2. Exceptions: Notwithstanding the above, any exception taken by the bidder to the requirements and conditions of this specification must be stated and described in detail as a part of the bid. If no exceptions or deviations are identified in this manner, the items must be furnished exactly as described herein.

15.3. Proof: The bidder shall bear the burden of proof of compliance with this specification.

15.4. Bid Response: When so specified in the Invitation for Bids, bidder shall provide a line by line item written answer to all technical specifications of Paragraph 5. Failure to submit line item answer at time of bid opening will result in disqualification of the bid.

15.5. Certification: Bidders shall provide testing lab data from the manufacturer that the chairs meet the requirements of Paragraph 6.2. Failure to submit certification prior to bid opening will result in disqualification of the bid.

15.6. Bid Samples: The manufacturer and/or vendor shall provide samples within ten (10) days of request. Failure to do so will result in disqualification of the bid.

16. REFERENCED MANUFACTURES: The following manufacturers are listed for reference purpose only. Such references are not meant to be restrictive. Listing does not relieve the manufacturer and/or vendor from meeting each requirement of this specification.

16.1. Style 1: Allsteel, Steelcase.

16.2. Style 2: United, Harvard.

17. ORDERING DATA: When ordering products conforming to this specification the requisitioning agency shall specify the following:

17.1. The number of this specification (425-06-09).

17.2. Type (See Paragraph 3.1.)

17.3. Style (See Paragraph 3.2. and Tables 1 and 2).

17.4. Color of outer shell and upholstery (See Paragraph 5.2.).

17.5. Options (See Paragraph 5.8.).

17.6. Quantity of each type and style required.
