1. SCOPE: This specification establishes the minimum requirements for traditional design executive, secretarial and guest steel chairs. These requirements are intended to provide high quality chairs that are compatible with traditional design furniture and seating.

2. APPLICABLE SPECIFICATIONS AND STANDARDS: Reference to specifications, standards, test methods, and other documents shall be to the issues in effect on the date of the Invitation for Bids. Copies of the referenced documents may be obtained from the issuing organizations at the addresses shown. The following documents form a part of this specification to the extent specified herein.

3. CLASSIFICATION: Chairs shall be classified by model, upholstery style, and color as follows:

3.1. Model: (See figures).

3.1.1. Model E: Executive arm chair, rotary, tilt seat, fixed back.

3.1.2. Model EP: Executive arm chair, rotary, posture back.

3.1.3. Model S: Secretarial and/or clerical chair, rotary, tilt seat, fixed back.

3.1.4. Model SP: Secretarial and/or clerical chair, rotary, posture back.

3.1.5. Model GA: Guest and/or side chair with arms.

3.1.6. Model G: Guest and/or side chair without arms.

3.2. Style:

3.2.1. Style V: All vinyl upholstery.

3.2.2. Style VF: Combination vinyl back and fabric seat.

3.2.3. Style F: All fabric (nylon or Marquese Lana).

3.3. Color: Texas Standard Colors shall be as follows:

3.3.1. Color of Upholstery, Finish, and Arm Pads: The color of the upholstery, finish, and arm pads shall b one of the following colors, whichever is specified in the Invitation for Bids.

4. DEFINITIONS: Terminology used in this specification is intended to be generic in nature and consistent with meanings that have been defined through general use and/or accepted trade practices. Where variant meanings may exist, the applicable interpretation shall be determined by the Texas Procurement and Support Services (TPASS).

4.1. Commission: Texas Procurement and Support Services (TPASS).

4.2. Approved Products List: A reference listing of chair models of specific design and manufacture which have been inspected an evaluated by the Commission and approved for purchase under the provisions of this specification.

4.3. Normal Use: Use which can reasonably be expected in a general office setting operating on a standard forty (40) hour work week. Normal use shall include incidental bumps and scrapes which can occur while sitting in, swiveling, tilting or moving the chair in close proximity to desks, walls, or other objects.

4.4. Traditional Design: General office seating which has structural members such as the back frame and the arms fabricated from square tubular steel, a thickly padded seat with a waterfall front and vertical sides and back, and non-tufted upholstery. This design is also referred to as "conventional seating" and shall conform to the genial designs depicted in the figures.

5. REQUIREMENTS: Chairs furnished under this specification shall meet or exceed the following requirements:

5.1. General Requirements:

5.1.1. Chairs shall be new, unused, currently standard products of an established manufacturer, except for such deviations as may be required by this specification.

5.1.2. Chairs shall present a neat, well finished appearance and shall be free of all imperfections, defects, and hazards which might affect appearance, normal life, or serviceability.

5.1.3. Chairs shall be shipped complete and shall be ready for immediate unpacking and use.

5.1.4. All metal parts shall be inherently corrosion resistant, or suitably treaded to resist corrosion.

5.1.5. Details not specified herein shall be in accordance with standard commercial practices for products of this type.

5.2. Design Requirements: Chair design shall be as specified herein and shall conform to industry standards for traditional design steel chairs.

5.2.1. Dimensions: Chairs shall conform to the dimensional requirements of Tables 2 and 3. Dimensions shall me measured as shown in the figures. The seats, bases, and overall height shall have a tolerance of plus two inches (+ 2").

5.2.2. Base (Models E, EP, S, and SP): The metal base shall be a traditional four (4) arm design and shall include the chair rotating mechanism. The base, spindle, spindle housing, bearings, and other components shall be fabricated of steel or die cast aluminum. Steel base housing shall be one piece of minimum eighteen (18) gauge metal.

Steel bases shall be either chrome plated or enameled, whichever is the manufacturer's standard practice. Aluminum bases shall have a clear epoxy finish coat.

Bases which have a baked enamel finish shall be equipped with scuff plates on the top of each arm.

5.2.3. Chassis, spider-arms and spindle: The parts shall be assembled by rivets, bolts, or welding, and shall be designed to give a rigid and properly balanced support between the chair frame and the base at all times.

5.2.4. Casters (Models E, EP, S, and SP): Casters shall be removable and shall be securely mounted in a manner designed to prevent them from working loose, falling out when the chair is moved or lifted, or otherwise impairing their serviceability. Casters shall be designed for use on hard surface floors and shall have soft, non-marking tread. When so specified in the Invitation for Bids, hard rubber carpet casters shall be available.

5.2.5. Legs (Model GA and G): The front legs shall be of a straight or traditional taper square tubular design. The rear legs shall be an extension of the back frame and shall be either straight or swept-back. Swept-back legs shall be designed to prevent the chair from contacting walls. The legs shall be braced with side and cross stretchers from and "H" design.

5.2.6. Glides (Model GA and G): The glides shall be firmly secured to each leg but shall be capable of removal without the use of special tools. There shall be no metal-to-metal contact of glide base and chair leg after the glides are applied. The glides shall have a substantially flat bottom.

5.2.7. Seat (Models E, EP, S SP, GA, and G): The seat shall be designed for maximum user comfort during extended periods of sitting. The front edge of the seat shall be of a traditional waterfall design, and the top seams shall be welted. Exposed parts of the seat frame shall be set back from the edge of the seat cushion far enough to prevent contact with external objects. The seat shall be designed to protect the seat components. Polyurethane foam seat cushions shall meet the requirements specified in Paragraph 5.4.3.

5.2.8. Back (Models E, EP, S, SP, GA and G): The back frame shall be square tubular steel. The backrest shall be properly shaped, neatly upholstered, and securely attached to the back frames. Each arm shall be equipped with the manufacturer's standard semi-hard molded plastic arm pad.

5.2.9. Arms (Models E, EP and GA): The chair arms shall be of a traditional curvilinear design and shall be fabricated from square tubular steel. The arms shall be securely welded to the seat and back frames. Each arm shall be equipped with the manufacturer's standard semi-hard molded plastic arm pad.

5.2.10. Tilting Unit (Models E and S): The tilting unit shall provide the tension against the tilting of the chair seat by means of steel springs or rubber tension units.

5.2.11. Chair Controls: The chair controls shall provide for seat height adjustment, revolving of the seat, seat tilt adjustment and back tilt adjustment. All mechanisms shall be smoothly finished in the same color as the seat frame. All mechanisms shall be properly lubricated.

5.2.12. Back Height Adjustment (Models EP and SP): The chairs shall have back height adjustment with a range not less than two inches (2") and front to rear back adjustment with a range not less than one-and-one-half inches (1-1/2").

5.2.13. Tilt Adjustment: Seat tilt adjustment (Models E and S) and back tilt adjustment (Models EP and SP) shall be made by a metal T-handle or handwheel which shall be located outside of the mechanism structure. Handwheels shall have deep and regular indentations around the entire perimeter of the wheel or may be rubber-tired.

5.2.14. Seat Height Adjustment (Models E, EP, S, and SP): Seat height adjustment shall be accomplished by means of a metal handwheel. The handwheel shall be designed for comfortable hand operations, shall be without rough or sharp edges, shall operate easily without binding along any apart of the adjustment range, and shall have sufficient strength to perform the intended function. Plastic bushings, bearings or washers used in the control mechanism shall be of virgin nylon. The mechanism shall be self locking and positive in height adjustment and non-binding in revolving and raising or lowering the seat height. The chair shall have a seat height adjustment range not less than three inches (3") and shall be accomplished without manually lifting the seat.

5.3. Fabrication Requirements: Chairs shall be fabricated in accordance with the best commercial practices. Finished chairs shall be clean, neat, well tailored, and free of sharp edges, projections, or other hazards.

5.3.1. Metal Parts: Metal seams and joints shall be completely welded or brazed for maximum strength at each joint. All parts shall be properly aligned, and all welds shall be sound, without porosity, and smoothly finished.

5.3.2. Bends: Bent tubes shall have smooth, even curves without flattening, crushing, or crimping.

5.3.3. Seat Frame: The seat frame shall be constructed of minimum twenty (20) gauge steel. It may be of the channel or tubular type seat frame with a set pan, or a stamped typed seat frame.

5.3.4. Upholstery Tailoring: The upholstery shall be properly tailored and free of wrinkles, rolls, sags, or other defects in appearance. Seams shall be straight, double stitched, and free of broken threads and loose ends. The upholstery shall be attached to the chair in a manner that is free of hazards and designed to prevent slippage and excessive wear. All raw edges shall be completely concealed.

5.3.5. Seat Upholstery Cover: The cover shall have a seam and welting along the top edge of the side and back, which shall terminate at the bottom edge of each front corner.

5.3.6. Back Frame: The back frame shall be formed from one (1) piece of minimum twenty (20) gauge steel tubing, not less than one inch (1"), or eighteen (18) gauge steel tubing, not less than fifteen-sixteenths inch (15/16").

5.3.7. Legs (Models G and GA): The legs shall meet the same requirements as the back frames in Paragraph 5.3.6.

5.4. Material Requirements: Materials used for chairs furnished under this specification shall meet or exceed the following requirements:

5.4.1. Steel: Steel shall be cold rolled, "commercial quality" as defined in the Steel Products Manual, of sufficient gauge for the intended use. It shall be free of all rust, scratches, scale, pits, and other imperfections.

5.4.2. Upholstery: Chairs shall be upholstered with vinyl coated fabric (Style V), or a combination of vinyl coated fabric and nylon or Marquesa Lana )olefin) fabric (Style VF), or all fabric (Style F), whichever is specified in the Invitation for Bids. When Style VF is specified, the fabric shall be used only for the top and waterfall front of the seat, and the vinyl coated fabric shall be used for the seat boxing and the backrest.

Vinyl fabrics (artificial leather) shall be Class 2 or better, anti-static slip finish, free from tackiness, and shall be resistant to fire, mildew, and oil. Nylon and Marquesa Lana fabrics shall be flame resistant, shall have good resistance to pilling, and shall minimize static electricity.

5.4.3. Polyurethane Foam: Polyurethane foam shall not contain any filler material and shall be molded or slab, meeting the requirements specified in Table 6. Values shall be determined in accordance with ASTM D 3574. A five percent (5%) tolerance shall be allowed. The foam shall be flame retardant.

5.4.4. Glides: The glides shall be properly nickel or chromium plated, or polished stainless steel and shall be of the live rubber cushioned and spring steel expansion, rubber expansion, PVC cushion or nylon cushion type.

5.5. Finish: All painted surfaces shall be thoroughly cleaned and free of dirt, oil, grease, moisture, or other foreign material prior to painting. The cleaning and priming of the surfaces shall conform to one (1) of the methods of Federal Specification TT-C-490, at the manufacturer's option.

5.5.1. Enamel Finish Coat: After cleaning, all metal surfaces shall be dipped or sprayed with a suitable primer coat that is compatible with the top or finish coat. The finish coat shall consist of a baked enamel coating applied and baked in accordance with the enamel manufacturer's recommendations, or the manufacture's standard epoxy based coating of comparable quality. The enamel shall be a non chipping type. There shall be no indication of rust or decay under the coating.

5.5.2. Gloss: The enamel shall have a minimum specular gloss rating of fifty (50) when testing in accordance with ASTM D 53, 60 geometry.

5.5.3. Powder Coat (Dry) Finish: In lieu of enamel, a thermo-set epoxy resin dry powder coating, electrostatically applied, shall be furnished. There shall be no indication of rust or decay under the coating. The coating shall be scratch and scuff resistant.

5.6. Flammability Requirements: Finished chair and component materials shall meet or exceed the flammability requirements of BIFMA X5.7-91, and California Technical Bulletin No. 117.

6. TESTING: Testing shall be done by, or at the direction of, the Commission and/or the receiving State agency. Tests shall be performed on products from shipments to ordering agencies. In the event products tested fail to meet or exceed all conditions and requirements of this specification, the cost of the samples used and the cost of testing shall be borne by the supplier.

6.1. Upholstery: Vinyl, nylon, and Marquesa Lana upholstery fabrics shall meet or exceed the requirements specified in Table 7 when tested in accordance with the ASTM referenced test method or Federal Standard 191. A five percent (5%) tolerance shall be allowed on all measurements.

  1. Linear yard, fifty-four inches (54") wide.

6.2. Certification: The manufacturer shall provide the Commission with test data results and written certification that chairs furnished under this specification meet or exceed all applicable requirements of ANSI/BIFMA X5.1 and BIFMA F-1-80 and this specification. Such certification shall be in accordance with the requirements of ANSI Z 34.2, Self Certification by Producer or Supplier. See Attachment One (1).

7. SAMPLES: Unless otherwise specified in the Invitation for Bids, no prepurchase samples shall be required. Samples tested shall be obtained from products supplied on regular orders. Should a pre-award sample be required, manufacturer and/or vendor must provide sample within ten (10) days of request.

8. INSPECTION: Products furnished under this specification shall be inspected by, or at the direction or the Commission and/or the ordering State agency either at the destination or place of manufacture.

9. WARRANTY: All mattresses shall carry the manufacturer's standard warranty and shall be guaranteed against defects in materials for a minimum of five (5) years, and against defects in workmanship and performance for a minimum of two (2) years. The warranty shall begin on the date of acceptance of the unit by the ordering agency. During this warranty period, the vendor shall repair or replace defective components and/or units at no cost to the State of Texas.

10. AVAILABILITY OF SERVICE AND PARTS: Service shall be available within the State of Texas.

10.1. Service: When so specified in the Invitation for Bids, the bidder shall submit a current list of companies or individuals, and their addresses, who can perform service on the products furnished.

10.2. Parts: An adequate supply of repair parts shall be readily available for the expected life of all products furnished under this specification.

11. INSTRUCTION BOOKS and/or MANUALS: The vendor shall furnish one (1) copy of operating and/or maintenance instructions for each chair delivered. The materials furnished shall include instructions for all adjustments of chair control and instructions for cleaning the upholstery.

12. PACKING and/or PACKAGING: Packaging for shipment shall be in accordance with the manufacturer's standard practice an in a manner readily accepted by common carrier engaged in interstate commerce. Within the shipping carton, units shall be packed in a manner designed to minimize damage during shipment due to rough or improper handling.

12.1. Delivery: When so specified in the Invitation for Bids, delivery shall be as follows:

12.1.1. Agency receiving dock.

12.1.2. Inside delivery, non-installed.


13.1. Marking: Each shipping container shall be clearly marked with:

13.1.1. Name of contents.

13.1.2. Quantity.

13.1.3. Name and address of the manufacturer.

The container or shipping document shall include:

13.1.4. Order number or contract number.

13.1.5. Name and address of ordering agency.

13.1.6. Agency requisition number.

13.2. Labeling: All chairs shall bear a securely affixed and durable label showing labeled the following:

13.2.1. Manufacturer's name or, recognized trademark

13.2.2. Chair model and/or serial number,

13.2.3. Statement of flammability compliance

Note: Removable upholstery labels shall contain federally required statements of material content.

14. BID LITERATURE: All bids shall be accompanied by a description of the products being offered.

15. COMPLIANCE: In order for consideration to be given to the bid on an item under this specification, the bidder must comply with the following:

15.1. Product Identification: The make, model number, name of the manufacturer, brand or trade name, etc., as applicable, of the item which the vendor proposes to furnish must be stated as part of the bid.

15.2. Exceptions: Notwithstanding the above, any exception taken by the bidder to the requirements and conditions of this specification must be stated and described in detail as a part of the bid. If no exceptions or deviations are identified in this manner, the items must be furnished exactly as described herein.

15.3. Proof: The bidder shall bear the burden of proof of compliance with this specification.

15.4. Bid Response: When so specified in the Invitation for Bids, bidder shall provide a line by line item written answer to all technical specifications of Paragraph 5. Failure to submit line item answer at time of bid opening will result in disqualification of the bid.

15.5. Certification: Bidders shall provide testing lab data from the manufacturer that the chairs meet the requirements of Paragraph 6.2. Failure to submit certification prior to bid opening will result in disqualification of the bid.

16. APPROVED PRODUCTS LIST (APL): The Commissions' Purchaser "N" will maintain an Approved Products List (APL) of steel chairs that meet or exceed the requirements of this specification. Listing as an acceptable product shall be required for all chairs purchased under this specification.

16.1. Listing: The manufacturer or vendor shall comply with the following to have a product listed on the Approved Products List (APL):

18.1.1. Manufacturer or vendor will verify that the proposed product meets or exceeds each requirement of this Texas Specification. Manufacturer or vendor will submit a letter in addition to the test results, to the Commission's Purchaser "N" requesting that the chairs be added to the 425-06 APL. See Paragraph 6.2.

18.1.3. Only upon receipt of authorization from the Commissions' Purchaser "N", will the manufacturers and/or vendors submit one (1) sample of each model for which approval is sought. Manufacturer or vendor samples will be inspected and evaluated by the Commissions' Purchasing Inspector, and those models that are found to be acceptable will be listed as an approved product. Samples shall be provided according to Paragraph 16.2. of this specification.

18.6. Evaluation: Manufacturer or vendor samples shall be shipped only upon receipt of authorization to ship from the Commissions' Purchaser "N". Samples shall be sent to the Commissions' Purchasing Inspector at the mailing address shown in Paragraph 18 of this specification. Samples shall be furnished at no cost to the State and with the understanding that such samples may be destroyed during the inspection and evaluation process. Once the chairs have been listed as an approved product, additional prepurchase samples are generally not required. Samples for random inspection and testing shall be selected from shipment to ordering agencies.

18.7. Continued Compliance: Listing as an approved product shall not relive the manufacturer or vendor of the continuing obligation to provide products that meet or exceed each requirement of this specification.

The manufacturer or vendor shall notify the Commissions' Purchaser "N", in writing, of any changes in the product. Manufacturers and vendors shall also be responsible for submitting changes in addresses, brand or trade names, etc., to the Commissions' Purchaser "N". Failure to do so may result in the removal of the product from the Approved Products List (APL).

Changes that are deemed significant by the Commissions' Purchaser shall be grounds for requiring re-approval of the product.

18.8. Removal and Re-listing: Approved products may be removed from the Approved Products List (APL) due to noncompliance with the requirements of this specification, as determined by the Commissions' furniture systems Purchaser, or for failure to provide notification of any change in the approved product. Products that have been removed from the Approved Products List (APL) may be re-listed according to Paragraph 16.1.

17. ORDERING DATA: When ordering products conforming to this specification the requisitioning agency shall specify the following:

17.1. The number of this specification (425-06-08).

17.2. The chair model (See Paragraph 3.1.)

17.3. Style (See Paragraph 3.2.).

17.4. Color (See Paragraph 3.3.).

17.5. Caster type (See Paragraph 5.2.4.).

17.6. Delivery (See Paragraph 12.1.).

17.7. Quantity of each model, style, and color.
