SPECIFICATION

for

CHAIRS, STEEL CLASSROOM

1. SCOPE: This specification establishes the minimum requirements for steel frame stacking chairs and chair desks, with plastic seats and backs, for use in classrooms and institutions.

2. APPLICABLE SPECIFICATIONS AND STANDARDS: Reference to specifications, standards, test methods, and other documents shall be to the issues in effect on the date of the Invitation for Bids. Copies of the referenced documents may be obtained from the issuing organizations at the addresses shown. The following documents form a part of this specification to the extent specified herein:

3. CLASSIFICATION: Chairs shall be classified by type and style as follows:

3.1. Type 1: Metal frame with separate molded plastic seat and back:

3.1.1. Style A: Side chair without arms, with glides, tapered tubular steel frame (stacking).

3.1.2. Style B: Side (teacher) chair without arms, with casters, tapered tubular steel frame (stacking).

3.1.3. Style C: Chair desk with tablet arm, with glides, tapered steel frame (non-stacking).

3.2. Type 2: Metal frame with one piece Molded Plastic Shell:

3.2.1. Style D: Side chair without arms, with glides, tapered tubular steel frame (stacking).

3.2.2. Style E: Side (teacher) chair without arms, with casters, tapered tubular steel frame (stacking).

3.2.3. Style F: Chair desk with tablet arm, with glides, tapered tubular steel frame (non-stacking).

3.2.9. Style L: Chair desk with tablet arm, with glides, quare tubular steel frame (non-stacking). Wide seats are standard.

3.2.10. Style M: Desk chair without arms, Style K shell with pedestal base (non-stacking). Wide seats are standard.

4. DEFINITIONS: Terminology used in this specification is intended to be generic in nature and consistent with meanings that have been defined through general use and/or accepted trade practices. Where variant meanings may exist, the applicable interpretation shall be determined by the Texas Procurement and Support Services (TPASS).

4.1. Commercial Quality: Commercial quality shall be as defined in the "Sheet Steel Manual".

4.2. Commission: Texas Procurement and Support Services (TPASS).

4.3. High Pressure Laminate (HPL): Multiple layers of resin impregnated paper fused under heat and pressure to result in a rigid covering media (minimum 0.030 inch thick).

4.4. Normal Use: Use which can be reasonably expected in an area in which seating is used during a standard forty (40) hour work week. Normal use shall include incidental bumps and scrapes which can occur while being used as seating and during the setting up and the taking down, transportation, stacking and compact storage of seating.

4.5. Plywood: A crossbanded assembly made of layers of veneer or veneer in combination with a lumber core or other wood-based panel materials, joined with an adhesive.

4.6. Wood-Base Particleboard: A panel manufactured from wood in the form of discrete particles, combined with a synthetic resin or other suitable binder and bonded together under heat and pressure.

5. REQUIREMENTS: Products furnished under this specification shall meet or exceed the following requirements:

5.1. General Requirements:

5.1.1. All chairs shall be new, unused, and a currently standard product of an established manufacturer except for such deviations as may be required by this specification.

5.1.2. Chairs shall present a neat, well finished appearance inside and outside and shall be free of all imperfections and/or defects which might affect appearance, normal life, or serviceability.

5.1.3. Chairs shall be furnished completely, assembled and ready for use. Exception: Tablet arm chairs (Styles C, F, H, and L) may be furnished per the manufacturer's standard shipping instructions.

5.1.4. All metal parts shall be inherently corrosion resistant, or suitably treated to resist corrosion.

5.1.5. Plastic surfaces shall be free of ripples and thin spots, and have a bright colorfast appearance.

5.1.6. Details not specified herein shall be n accordance with standard commercial practices for products of this type.

5.2. Color: Chairs shall be furnished form the manufacturer's standard colors.

5.2.1. When so specified in the Invitation for Bids, Texas Standard Colors shall be provided:

5.4. Design Requirements:

5.4.1. Weight Distribution: The structural design of the chairs shall be such that any sustained and/or impact weight will be uniformly distributed on all supporting parts with no excessive stain on any one (1) supporting part under normal use.

5.4.2. Stacking: The frame design shall protect the chair from damage during stacking (Styles A, B, D, E, and K).

5.4.3. Chair Form: The chair shall be designed to promote posture and relieve lower back pressure. It shall have a front lip waterfall design to eliminate loss of circulation in the user's legs.

5.5. Materials: The materials used in the construction of the chairs shall conform to the requirements stated herein.

5.5.1. Steel: The steel used in the fabrication of the legs, seat frame and back frame shall be "commercial quality" cold rolled steel as defined in the applicable section of the Sheet Steel Manual.

Steel tubing shall be either seamless or continuous seam welded. The thickness of steel used for individual parts shall be as specified and are minimum thicknesses permitted subject to the tolerance given in the Sheet Steel Manual. The steel tubing shall be smooth, free of rust, scale, pits, scratches, laps, crimps, and buckles, and be corrosion resistant.

5.5.2. Plastic Shell (Seat and Back): The seat and back shall be made of high impact, thermoset plastic, molded into a homogenous unit. The shell shall be optional heavy duty solid plastic Melamine (Type 1 only), or standard high density, injection molded polypropylene or polyethylene (at the manufacturer's option). It shall be static-free. The melamine surface shall be smooth and the polyplastic surface shall have a light grain (stipple).

5.5.3. Nylon Upholstery Material: One-hundred percent (100%) nylon fabric with a minimum weight of fourteen ounces (14 oz.) per linear yard fifty-four inch (54") width, or equal, shall be provided for Type 2 chair pads. See Paragraph 5.8.7.

The material shall be stain resistant, be abrasion resistant, exceed 25,000 double rubs on the Wyzenbeek test (ASTM D 4157), and shall be flame retardant, meeting the requirements of California Technical Bulletin No. 117.

5.5.4. Padding Material: The padding material shall be one-hundred percent (100%) polyurethane foam of minimum density of 2.4 pounds per cubic foot. The foam material shall have a twenty-five percent (25%) minimum indention force deflection (IFD) of twenty-five (25), when tested in accordance with ASTM D 3574. If shall be flame retardant, meet the requirements of California Technical Bulletin No. 117.

The pads shall be one (1) piece, and be attached securely to the base. The seat pad and the backrest shall be a minimum of five-eights inch (5/8") thick.

5.5.5. Hardware: Bolts, nuts, screws, rivets and other fastening devices used in chair construction shall be made of corrosion resistant material. Surface hardware shall not be exposed or shall be recessed.

5.5.6. Plywood: Plywood used for seat and back pad assemblies shall have a maximum moisture content of twelve percent (12%) and meet the requirements of ANSI/HPMA HP. Plywood shall be a minimum seven-sixteenths inch (7/16") panel. three-ply (3-ply).

5.5.7. Particleboard: Particleboard used for seat and back pad assemblies shall be high density. IT shall be a minimum of five-eights inch (5/8") panel, three-ply (3-ply), warpage, abrasion, and moisture resistant. Maximum moisture content shall be twelve percent (12%). Minimum density shall be fifty-five (55) pounds per cubic foot for tablet arms and thirty-five (35) pounds per cubic foot for seat backing.

5.5.8. Polyethylene: Polyethylene used for seat and back pad assemblies shall be injection molded. The foam shall be glued to the pad, and the padding assembly shall be fastened with screws or rivets to the chair.

5.5.9. Table Arm Laminate: Tops shall be standard with high pressure plastic laminate (HPL) meeting NEMA LD3 specifications, or manufacturer's standard polyplastic resin. The laminate shall be of a uniform quality, free from blisters, wrinkles, cracks, scratches, dent marks, heat marks, or other defects. The laminate shall be 0.030 inches thick, minimum. The top surface shall have a non glare or matte finish.

5.5.10. Casters: Tread material shall be rubber or nylon,, with the hardness dependent on the application (hard wheels for use on carpet).

5.5.11. Glides: Glides shall be nickel plated, chromium plated, or stainless steel, of self leveling design.

5.6. Finish: All pained surfaces shall be thoroughly cleaned and free of dirt, oil, grease, moisture, or other foreign material prior to painting. The leaning and priming of the surfaces shall conform to one (1) of the methods of Federal Specification TT-C-490, at the manufacturer's option.

5.6.1. Paint Finish: After cleaning, the frame shall be coated with a paint bond coating such as iron phosphate and a rust inhibitor such as chromate compatible with the top or finish coat. The finish coat shall consist of a high temperature enamel applied and baked in accordance with the enamel manufacturer's recommendations for the manufacturer's standard acrylic and/or epoxy based enamel coating of comparable quality. The enamel shall be a non-chipping type. There shall be no indication of rust or decay under the coating. an equivalent thermo-set epoxy resin dry powder coating, electrostatically applied, shall also be acceptable. Paint finish shall be standard.

5.6.2. Chrome Finish: An optional electro-plated chrome finish shall be available. The frame shall be subject to the manufacturer's standard electrical and chemical cleaning process. Chrome shall be plated over a nickel base. The chrome shall be corrosion and chip resistant.

5.6.3. Shell: The plastic shell shall have a non glare textured finish and an integral "molded in" color. It shall not chip, peel, or discolor. Applied finishes are not acceptable.

5.7. Fabrication:

5.7.1. Welds: All brazing and welding shall assure rigid joints in proper alignment. Welds shall be sound, without porosity, and shall provide rigid, one (1) piece units, free of burrs and sharp edges.

5.7.2. Tubing: Tubing which is bent to provide legs, sled bases, and frames shall have true and even curves without excessive flattening, crushing, crimping, or thinning. All tube ends shall be permanently closed and sealed, either by welding or brazing. Polyplastic "plugs" or inserts are unacceptable. Tubing shall not be welded closed.

5.7.3. Upholstery: The padded seat and back rest assembly shall be securely attached with tabs or fasteners and shall not loosen under normal use. The seat and back upholstered assemblies shall match in construction, design, and color.

5.8. Components: The chairs shall be constructed as specified herein.

5.8.1. Frames: Frames shall be self supporting, constructed from square (Styles K and L) or round tubular steel.

Type 1 (Separate Seat and Back) frames shall have a continuous steel back support, minimum three-fourths inch (3/4") diameter sixteen (16) gauge steel.

Type 2 (Single Shell) frames for polyethylene shells shall have a continuous steel back support tube, minimum three-fourths inch (3/4") diameter sixteen (16) gauge steel. For polypropylene shells, a brace may be used as the back support, minimum sixteen (16) gauge, die-formed, saddle brace. For polypropylene shells designed with 0.13 to 0.15 inch ribbing underside, the shell may be fastened to the frame by means of rivets, without the use of tubular back support or a saddle brace.

5.8.2. Tapered Legs: Type 1 legs shall be continuous seam welded tapered round tubing, minimum one inch (1") diameter eighteen (18) gauge steel. One (1) length tubing shall be U-shaped to form the two (2) front legs; another tubing shall form the two (2) back legs. Minimum fourteen (14) gauge steel brackets shall be welded to the legs to provide support.

Type 2 legs shall be continuous seam welded, tapered round tubing, minimum one-and-one-eighth inch (1-1/8") diameter eighteen (18) gauge steel. The legs shall be U-shaped (see above). Seat support shall be provided by flanges or cross braces or brackets, minimum sixteen (16) gauge. See Paragraph 5.8.3. for square tubing. The minimum end diameter shall be five-eighths inch (5/8").

5.8.3. Square Tubular Legs (Styles K and L, only): Legs shall be continuous seam welded, square tubing, minimum seven-eighths inch (7/8") diameter sixteen (16) gauge steel. Tubing shall be U-shaped, with one (1) tube forming the right from and rea legs, the other forming the left legs. Two (2) or more cross tubes, minimum seven-eighths inch (7/8") diameter eighteen (18) gauge steel, shall be welded to the legs for support.

5.8.4. Sled Bases (Styles G and H): Sled legs shall be made from minimum three-fourths inch (3/4") diameter eighteen (18) gauge tubular steel. The front and rear legs shall be made of one (1) continuous tube with radiused corners front and rear. Legs shall be joined by two (2) die-formed seat braces, minimum sixteen (16) gauge steel. The chair shall slide easily on carpeted floor with tipping over.

Double-entry desk legs (Style I) shall be fabricated from minimum one-and-one-eighth inch (1-1/8") diameter fourteen (14) gauge tubular steel. An optional square tubular sled base double entry desk (Style I) shall be available. Legs shall be a minimum one inch (1") square fourteen (14) gauge steel.

5.8.5. Pedestal Base (Styles J and M): Style J and M chairs shall be provided with a chrome finish, pedestal swivel base, with casters. The base shall be die formed or welded steel, or high strength, heavy duty cast aluminum, with four (4) or five (5) star leg design at the manufacturer's option. Steel tubing shall be minimum sixteen (16) gauge; the support column shall be minimum twelve (12) gauge one-and-one-half inch (1-1/2") or sixteen (16) gauge two-and-one-fourth inch (2-1/4") diameter tubing and be welded securely to the feet and to the mounting plate.

5.8.6. Shell: Shells shall be polyethylene or polypropylene thermo-set plastic. Type 1 shells shall be two (2) piece; Type 2 shall be one (1) piece. Fasteners or rivet shall secure the seat and back, and be smooth and embedded into the tubing. Edges shall be smooth rolled and resist chipping.

An optional Type 1 solid plastic, two (2) piece minimum five-eights inch (5/8") thick Melamine shell shall be available The surface shall be smooth texture, easily cleaned and fire resistant. One (1) piece shells shall be double contoured with a waterfall front seta; vents or flanged openings at the back are acceptable. All shell surfaces shall be mar-, static- and stain- resistant.

5.8.7. Chair Seats and Back Pads: When so specified in the Invitation for Bids, Type 2 chairs shall be furnished with an upholstered back and a seat assembly consisting of support panel, padding, and upholstery, secured to the frame with screws, bolts, rivets, or nuts. Fabric colors shall be selected from the manufacturer's standard colors.

5.8.8. Tablet Arm Support: The tablet arm shall be supported by a single tubular steel post, minimum one-and-one-eighth inch (1-1/8") diameter fourteen (14) gauge steel, welded to the back support and to the leg frame. If double tube, supports shall be minimum seven-eighths inch (7/8") diameter fourteen (14) gauge steel. The tablet arm shall be non-folding.

5.8.9. Tablet Arm: Chair desks shall be furnished with a right hand tablet arm, unless a left hand tablet arm is specified in the Invitation for Bids. The shape of the tablet arm shall be the option of the manufacturer; however, it shall have a minimum 350 inch area. Tops may be resin core, particleboard or plywood. The thickness shall be minimum nine-sixteenths inch (9/16"). The edges shall be shaped and rounded and the corners shall be rounded; edges shall be sealed. The writing surface shall resist stains, scratches, and burns, and be non-porous.

Particleboard or plywood core tablet arms shall have a laminated constructions consisting of high pressure laminate decorative plastic writing surface. The bottom shall have a backing sheet.

The tablet arm shall be securely fastened to the arm support or supports and shall not loosen under normal use.

5.8.10. Rectangular Writing Surface: Sled base double entry chair desks (Style I) shall have a writing surface minimum seventeen-and-one-half inches (17-1/2") deep by twenty-three-and-one-half inches (23-1/2") wide by five-eighths inch (5/8") thick.

Material and construction shall meet the applicable requirements of Paragraph 5.8.9. except that plywood, if used, shall be nine-ply (9-ply) for the double entry chair desk. Minimum sixteen (16) gauge steel brackets shall be welded to the surface support tubing.

5.8.11. Glides: Glides shall be rubber, or steel cushioned, or nylon, or all steel, and be of the "boot" (ferrule) style. There shall be a minimum of one (1) umbrella clip or heavy duty pressure ring holding the booted glide within the leg tubing. Glides shall be self leveling swivel type. The diameter shall be minimum one-and-one-fourth inch (1-1/4"). Glides shall not be easily removed.

5.8.12. Casters: Casters shall be hard composition rubber or nylon, minimum two inches (2") hooded single or dual wheels, for use on carpet, unless otherwise specified in the Invitation for Bids. They shall be the replaceable stem and socket type, three-hundred-sixty degree (360 ) swivel, and not be easily separated from the base.

5.8.13. Ganging: When so specified in the Invitation for Bids, fastening devices shall be furnished which will hold the chairs together in groups in a rigid and secure manner. They shall attach to the upper part of the U-shaped leg, and be factory installed.

5.8.14. Bookrack: When so specified in the Invitation for Bids, factory installed bookracks shall be furnished. the bookrack shall be free from rough edges or protruding parts that might snag clothing or cause injury. The bookrack frame shall be constructed from minimum one-fourth inch (1/4") diameter steel rods welded together, then welded to the chair frame. The mounting plate shall be minimum twelve (12) gauge steel. The swivel mechanism shall be securely fastened and insure continuous rotation.

5.9. Options: When so specified in the Invitation for Bids, chairs shall be furnished with the following options:

5.9.1. Color: (See Paragraph 5.2.).

5.9.2. Chrome Finish: (See Paragraph 5.6.2.)

5.9.3. Double Entry Sled Base Desk: A one (1) piece shell, sled base, chair desk (Style I) shall be available with a frame of minimum fourteen (14) gauge one inch (1") square steel tubing (See Paragraph 5.8.4.).

5.9.4. Solid Plastic: A two (2) piece (Type 1) fire and gouge resistant melamine shell shall be available (See Paragraph 5.8.6.).

5.9.5. Seat Height: Style D and G chairs, one (1) piece shell, shall be provided in twelve, fourteen and sixteen inch (12", 14" and 16") seat heights (See Table 4).

5.9.6. Seat Width: Extra wide seat widths of eighteen-and-one-half inches to eighteen-and-three-fourths inches (18-1/2" -- 18-3/4") shall be provide for Styles K, L, and M (See Table 3).

5.9.7. Upholstered Pads: Type 2 (single shell) chairs shall be available with seat and back pads (See Paragraph 5.8.6.).

5.9.8. Left-Handed Tablet Arms: Left-handed tablet arms shall be available for left-handed Styles C, F, and H (See Paragraph 5.8.9.).

5.9.9. Armrest Kit: An armrest, which bolts to the chair frame shall be available for Styles A, B, D, E, and K. It shall consist of a one (1) piece tubular steel frame with plastic armrest.

5.9.10. Casters: For use on hard surfaces (See Paragraph 5.8.12.).

5.9.11. Ganging Device: Devices shall be attached to the seat frame to form semi-permanent rows, factory installed (See Paragraph 5.8.13.).

5.9.12. Bookracks: Bookracks shall attach to chair desks, and be factory installed (See Paragraph 5.8.14.).

5.10. Color Charts: Bidder shall be responsible for furnishing to each using agency a color chart showing the manufacturer's standard colors for shells, finish, and upholstery.

6. TESTING: Testing shall be done by, or at the direction of, the Commission and/or the receiving State agency. Tests shall be performed on products from shipments to ordering agencies. In the event products tested fail to meet or exceed all conditions and requirements of this specification, the cost of the samples used and the cost of testing shall be borne by the supplier.

6.1. Tests: When so specified in the Invitation for Bids, the products furnished under this specification shall be tested by the following methods or approved equally applicable procedures (certification is required).

6.1.1. ANSI/BIFMA X5.1. See Table 5.

6.2. Certification: When so specified in the Invitation for Bids, the vendor shall submit laboratory test results from the manufacturer to the Commission with the bid. See Attachment One (1).

7. SAMPLES: Unless otherwise specified in the Invitation for Bids, no prepurchase samples shall be required. Samples tested shall be obtained from products supplied on regular orders.

8. INSPECTION: Products furnished under this specification shall be inspected by, or at the direction or the Commission and/or the ordering State agency either at the destination or place of manufacture.

9. WARRANTY: All mattresses shall carry the manufacturer's standard warranty and shall be guaranteed against defects in materials, workmanship, and performance for a minimum of one (1) year. The warranty shall begin on the date of acceptance of the unit by the ordering agency. During this warranty period, the vendor shall repair or replace defective components and/or units at no cost to the State of Texas.

9.1. Guarantee: The vendor shall guarantee that the chairs will be a standard and continuing item in the manufacturer's product line as specified in the Invitation for Bids. The chairs shall be identifiable by regular catalog numbers.

10. AVAILABILITY OF SERVICE: Factory authorized service shall be available within the State of Texas.

10.1. Service: When so specified in the Invitation for Bids, the bidder shall submit a current list of companies or individuals, and their addresses, who can perform service on the products furnished.

10.2. Parts: An adequate supply of repair parts shall be carried in stock within the State of Texas for the expected life of all products furnished under this specification, or factory response time shall be timely and satisfactory if out-of-state.

11. INSTRUCTION BOOKS and/or MANUALS: The vendor shall furnish one (1) copy of any required operating and/or maintenance instructions for each case delivered. The instructions shall accompany the chairs when shipped.

12. PACKING and/or PACKAGING: Packaging for shipment shall be in accordance with the manufacturer's standard practice an in a manner readily accepted by common carrier engaged in interstate commerce. Within the shipping carton, units shall be packed in a manner designed to minimize damage during shipment due to rough or improper handling.

12.1. Delivery: When so specified in the Invitation for Bids, delivery shall be as follows:

12.1.1. Agency receiving dock.

12.1.2. Inside delivery, non-installed.

13. MARKING and/or LABELING:

13.1. Marking: Each shipping container shall be clearly marked with:

13.1.1. Name of contents.

13.1.2. Quantity.

13.1.3. Name and address of the manufacturer.

The container or shipping document shall include:

13.1.4. Order number or contract number.

13.1.5. Name and address of ordering agency.

13.1.6. Agency requisition number.

13.2. Labeling: Each mattress shall be labeled in accordance with the following:

13.2.1. Manufacturer's name or;

13.2.2. Manufacturer's trademark.

14. BID LITERATURE: All bids shall be accompanied by a description of the products being offered.

15. COMPLIANCE: In order for consideration to be given to the bid on an item under this specification, the bidder must comply with the following:

15.1. Product Identification: The make, model number, name of the manufacturer, brand or trade name, etc., as applicable, of the item which the vendor proposes to furnish must be stated as part of the bid.

15.2. Exceptions: Notwithstanding the above, any exception taken by the bidder to the requirements and conditions of this specification must be stated and described in detail as a part of the bid. If no exceptions or deviations are identified in this manner, the items must be furnished exactly as described herein.

15.3. Proof: The bidder shall bear the burden of proof of compliance with this specification.

15.4. Bid Response: When so specified in the Invitation for Bids, bidder shall provide a line by line item written answer to all technical specifications of Paragraph 5.

15.5. Certification: Upon request from the Commission, bidders shall provide testing lab certification form the manufacturer that the chairs meet the requirements of Paragraph 6 and ANSI/BIFMA X5.1. See Attachment One (1).

15.6. Bid Samples: The manufacturer and/or vendor shall provide samples within ten (10) days of written request. Failure to do so will result in disqualification of the bid. Failure of the sample to meet the specification will result in disqualification of the bid.

16. PRODUCT INFORMATION:

16.1. Stacking: Type 2 chairs stack ten (10) high on a dolly; Type 1 chairs stack six (6) high.

16.2. Sled Bases: These bases are recommend for carpet use only. They may be available with nylon runners.

17. ORDERING DATA: When ordering products conforming to this specification the requisitioning agency shall specify the following:

17.1. The number of this specification (420-84-08).

17.2. Type and Style (See Paragraph 3.1.)

17.3. Color (See Paragraph 5.2.).

17.4. Options (See Paragraph 5.9.).

17.5. Delivery (See Paragraph 12.1.).

17.6. Quantity of each type and style.
