SPECIFICATION

for

TABLES, CAFETERIA

1. SCOPE: This specification establishes the minimum requirements for three types of cafeteria tables utilizing metal "star" pedestal feet, cylindrical metal columns and high pressure laminate (HPL) tops.

These requirements are based on general industry standards for cafeteria tables and are intended to provide high quality cafeteria tables that are built for long and severe usage and are compatible with existing cafeteria and/or banquet furniture.

2. APPLICABLE SPECIFICATIONS AND STANDARDS: References to specifications, standards, test materials, and other documents that are in effect on the date of the Invitation for Bids are applicable. Copies of the referenced documents are available from the issuing organizations at the addresses shown. The following publications are part of this specification to the extent specified herein:

3. CLASSIFICATION: Cafeteria tables shall be classified by top style, top type, base style, and commodity group.

3.1. Top Style: Top style and dimensions shall be as specified in Tables 1A, 1B, and 1C.

3.1.1. Style 1: Radius T-mold with rounded corners (when wood grain high pressure laminate is provided, wood grain T-mold shall match wood grained high pressure laminate).

3.1.2. Style 2: Post formed (180 ).

3.1.3. Style 3: One-and-one-fourth inch (1-1/4") thick, one-and-one-fourth inch (1-1/4") wide, Oak Bull Nose Edge.

Note: All base sizes shown apply to the cast iron base. For the corresponding appropriate chrome base sizes, See Table 3.

3.2. Top Type: As shown in Table 1.

3.3. Base Styles: Dimensions shall be as specified in Tables 2 and 3.

3.3.1. Style 1: Cast Iron.

3.3.2. Style 2: Chrome.

4. DEFINITIONS: Terminology used in this specification is intended to be generic in nature and consistent with meanings that have been defined through general use, industry standards, and/or accepted trade practices. Where variant meanings may exist, the applicable interpretation shall be determined by the Texas Procurement and Support Services (TPASS).

4.1. Balanced Panel: For purposes of this specification, a balanced panel is one which is free from any warp with would affect serviceability for its intended use.

4.2. Banding: Portion of wood PVC T-molding extending around one or more sides of plywood or particleboard decorative panels.

4.3. Commercial Quality: As defined in the "Sheet Steel Manual."

4.4. Commission: Texas Procurement and Support Services.

4.5. Finger Joint: A series of fingers machined on the ends of two pieces of wood to be joined, which mesh together and are held firmly in position with an adhesive.

4.6. Hairline: Thin, perceptible line showing at the joint of two pieces of wood.

4.7. High Pressure Laminate (HPL): Multiple layers of resign impregnated paper fused under heat and pressure to result in a rigid covering media (minimum 0.040 inches thick).

4.8. Knocked Down: A product shipped in pieces or segments to be assembled at the point of use. Also referred to as "KD", or "Ready to Assemble Furniture".

4.9. Melamine Panels: A flat, rigid decorative panel which consists of a decorative sheet impregnated with a melamine resin and thermo-fused (applied to substrate under high pressure and temperature) to a rigid particleboard core. Panels must be laminated with an approximately seven (7) mil thick decorative sheet.

4.10. Normal Use: Use which can be reasonably expected in an area in which tables are used during a standard forty (40) hour work week. Normal use shall include incidental bumps and scrapes which can occur while being used as conference or cafeteria tables and during the setting up and the taking down, transportation, and storage of the tables.

4.11. Plywood: A crossbanded assembly made of layers of veneer or veneer in combination with a lumber core or other wood based panel material, joined with an adhesive.

4.12. Stretcher Level Standard of Flatness: As defined in the "Sheet Steel Manual".

4.13. Woodbase Particleboard: A panel manufactured from wood in the form of discrete particles, combined with a synthetic resin or other suitable binder and bonded together under heat and pressure.

5. REQUIREMENTS: Products furnished under this specification shall meet or exceed the following requirements:

5.1. General Requirements:

5.1.1. Tables furnished under this specification shall meet or exceed the applicable requirements of ANSI/BIFMA X5.5 (See Paragraph 6.1.).

5.1.2. All tables shall be new, unused, and a currently standard product of an established manufacturer except for such deviations as may be required by this specification.

5.1.3. Tables shall be furnished "KD", "Ready to Assemble". The mounting plate shall have pre-drilled holes to attach base to table top. The one piece base shall be connected to the column assembly with a bolt inserted through the top plate and column into base unit and secured with a washer, lock washer and nut.

5.1.4. Tables shall be free of all imperfections and/or defects and hazards which might affect appearance, normal life, or serviceability.

5.1.5. All metal parts shall be inherently corrosion resistant, or suitably treated to resist corrosion.

5.1.6. The surface of the iron casting used for Style 1 base shall be free of gouges, burrs, flash, jagged points, adhering sand, scale, and cracks.

5.1.7. Plastic surfaces shall be smooth and have a bright colorfast appearance.

5.1.8. Tables shall be designed for a minimum chair arm clearance of twenty-eight-and-one-fourth inches (28-1/4").

5.1.9. Details not specified herein shall be in accordance with standard commercial practices for products of this type.

5.2. Design Requirements:

5.2.1. Top: Each unit shall be standard with a one-and-one-eighth inch (1-1/8") thick plywood or particleboard core top. The top surface shall be high pressure laminate, or Melamine for Style 2 tops, and the back surface shall be laminated with a phenolic, melamine, or high pressure laminate backer sheet. The overall thickness shall be approximately one-and-one-fourth inch (1-1/4"). The tops shall be banded with one-eighth inch (1/8") thick, radiused T-molding or one-and-one-fourth inch (1/4") Oak Bull Nose edging, or all four (4) sides shall be 180 rolled postformed laminated except that postformed tops may be made with postformed edge on all four (4) sides to be one-and-one-half inch thick by one-and-one-half inch wide (1-1/2" thick by 1-1/2" wide), and the remainder of the top be a minimum three-fourth inch (3/4") thick particleboard core. Self-edged laminated tops are unacceptable for this specification.

All tops shall be pre-drilled to receive screws from mounting plate. All table tops over forty-eight inches (48") wide shall have a stretcher rail, or keel that runs parallel under the top between the mounting plates for support to eliminate warpage.

5.2.2. Base: The pre-drilled steel mounting plates (minimum nine-and-one-half inches by nine-and-one-half inches (9-1/2" by 9-1/2") by sixteen (16) gauge square, or minimum eight inches (8") spread spider style plate, shall be welded to the steel column. The mounting plate shall conform to Plates and Rolled Floor Plates Product Manual requirements. The base or pedestal feet shall be one of the following:

5.2.2.1. Style 1 (Iron) Base: Approximately two inches wide by three inches high by three-eighth inch thick (2" wide by 3" high by 3/8" thick), one piece cast iron attached to the column assembly with a bolt inserted through the top plate. Spread shall be as specified in Table 2.

5.2.2.2. Style 2 (Chrome) Base: Approximately three-fourth inch by one-and-one-half inch (3/4" by 1-1/2") by fifteen (15) gauge rectangular tubular steel, or one-and-one-half inch by five-eighth inch (1-1/2" by 5/8") solid bar stock, or approximately fourteen (14) gauge two inch (2") diameter steel tubing, or two inch (2") round solid bar stock. Pedestal feet shall be welded to both column and one inch (1") inner tube. Each pedestal foot shall have end plugs, or shall be mechanically rounded. The base shall conform to Steel Specialty Tubular Products Manual requirements.

Whether Style 1 or Style 2, the base (pedestal fee) shall be the manufacturer's largest recommend size for the top specified. The sizes noted in Tables 1, 2, and 3 shall be the minimum size provided. Manufacturer's shall provide tops pre-drilled such that no base will extend beyond the edge of the tops once installed.

5.2.3. Column: The tubular steel column shall be minimum eighteen (18) gauge three inch (3") diameter for Style 1 iron base, and minimum sixteen (16) gauge two-and-one-half inch (2-1/2") diameter for Style 2 chrome base.

5.2.4. Legs: Bases shall have either treaded holes (Style 1 Iron Base) or welded nut (Style 2 Chrome Base) to receive a minimum one inch (1") diameter glide with a minimum three-fourth inch (3/4") of adjustability.

5.3. Features: The requirements for each commodity group shall be as follows:

5.3.1. Commodity Groups: 420-80- (21, 23, 25, 27, 29, 31, 33, 35, 37, 39, 41, and 43).

5.3.1.1. Type (TM): (24R, 2424, 2430, 30R, 3030, 3042, 3048, 36R, 3636, 42R, 4242, and 48R).

5.3.1.2. Edge: Minimum one-eighth inch (1/8") thick, one-and-one-fourth inch (1-1/2") Radiused PVC T-mold.

5.3.1.3. Top Thickness: One-and-one-fourth inch (1-1/4") (See exception, Paragraph 5.2.2.).

5.3.1.4. Corner Radius: Minimum one inch (1").

5.3.1.5. Top Treatment: High pressure laminate.

5.3.2 Commodity Groups: 420-80- (45, 47, 49, 51, 53, 55, 57, 59, and 61).

5.3.2.1. Type (PF): (2424, 2430, 3030, 3042, 3048, 3060, 3636, 4242, and 4848).

5.3.2.2. Edge: All four (4) sides shall be 180 rolled, postformed laminate.

5.3.2.3. Top Thickness: One-and-one-fourth inch (1-1/4") (See exception, Paragraph 5.2.1.).

5.3.2.4. Corner Radius: Not applicable.

5.3.2.5. Top Treatment: High pressure laminate or Melamine.

5.3.3. Commodity Groups: 420-80- (63, 65, 69, 71, 73, 75, 77, 79, 81, 83, 85, and 87).

5.3.3.1. Type (BN): (24R, 2424, 2430, 30R, 3030, 3048, 3060, 36R, 3636, 42R, 4242, and 48R).

5.3.3.2. Edge: Entire perimeter banded by one-and-one-fourth inch (1-1/4") thick by one-and-one-fourth inch (1-1/4") Oak Bull Nose edge banding.

5.3.3.3. Top Thickness: One-and-one-fourth inch (1-1/4")

5.3.3.4. Corner Radius: "Eased".

5.3.3.5. Top Treatment: High pressure laminate.

5.4. Fabrication:

5.4.1. General Construction: Cafeteria tables furnished under this specification shall meet or exceed the requirements herein. All construction or hardware not specifically mentioned, that are necessary for each unit to be complete and ready to assemble, shall be furnished by the successful bidders and shall be in accordance with the best commercial practices for products of this type.

5.4.2. Tops: All tops are to be one-and-three-sixteenth inch (1-3/16") minimum thickness and shall be standard with a top surface of high pressure plastic laminate as defined in NEMA LD3, and in Paragraph 5.5.1., an under-surface, backer sheet, of suitable moisture barrier sheet material, and an acceptable core as defined in Paragraph 5.5.4. See thickness exception, Paragraph 5.2.1.

Minimally acceptable cores shall have three (3) plies of particleboard or flakeboard as defined in ANSI A 208.1, or single ply of particleboard or flakeboard as defined in ANSI A208.1. Furniture grade plywood is acceptable as a core material. They shall be of sufficient strength, and designed to prevent top from warping while in normal use.

5.4.3. Base: Bases shall be "utilized construction" with no loose structural elements. Tie rods and/or other centering devices shall be used. The base shall be capable of being maintained without removal of the tope or turning the table upside down.

5.5. Materials:

5.5.1. Table Top Laminate: Tops shall be standard with high pressure plastic laminate meeting NEMA LD3 specifications. The laminate shall be of a uniform quality, free from blisters, wrinkles, cracks, scratches, dent marks, heat marks or other defects. The pattern shall closely match the veneer pattern of the top. Non-decorative laminate shall be Type 4, Backer, and shall be a minimum of 0.02 inches thick.

For Style 2 tops, the surface laminate shall have an overall approximate thickness of 0.042 inches. Composition shall be melamine impregnated decorate surface papers superimposed over craft phenolic core sheets and bonded at pressures exceeding one-half ton per square inch with temperatures in excess of 280 F.

5.5.2. Wood: All exterior wood surfaces of Style 2 table tops shall be three (3) sided clear, concealed side sound, thigh grained Northern Oak free of blemish or defect, as described in Rules for the Measurement and Inspection of Hardwood and Cypress. Solid oak strips shall be used; laminations and variations of laminations are not acceptable. After kiln drying, machine shaping to full 180 radius, etc., the finish wood shall be not less than one-and-one-fourth inch (1-1/4") thickness and width. All finger joints shall have no more than a hairline finished appearance.

5.5.3. Radius PVC T-mold: The edges of Style 1 table surfaces shall be covered with an approximate one-eighth inch (1/8") thick by one-and-one-fourth inch (1-1/4") T-mold strip. When wood grain plastic laminate is specified, the T-mold shall be made of polyvinyl chloride and plasticizers as well as additives, stabilizers, lubricants, etc. The T-mold shall have serrated inserts and shall be forced into a grove around the edge of the top and further stabilized with appropriate adhesives.

5.5.4. Particleboard (Flakeboard): Particleboard used in the construction of casegoods conforming to this specification shall be a furniture grade Northern or Western variety, with a minimum density of forty-five pounds (45 lbs) per cubic foot and a screw holding capacity of minimum two-hundred-fifty pounds (250 lbs.) (face) and minimum two-hundred-twenty-five pounds (225 lbs.) (edge), and shall comply with ANSI A208.1.

5.5.5. Plywood: Minimum acceptable plywood shall be A-B interior grade or better, conforming to the requirements of ANSI/HPMA HP. All plywood shall be a minimum of five ply (5-ply) with a minimum thickness of one-and-one-fourth inch (1-1/14").

5.5.6. Hardware: The style of hardware shall be the manufacturer's standard for the unit specified provided it compliments the general styling of the table. All metal hardware shall be solid plated metal and may have a protective lacquer finish. No painted finished will be accepted.

5.5.7. Steel: The steel used in the fabrication of the mounting plate, column and pedestal feet shall be "commercial quality" cold rolled steel as defined in the applicable sections of the Steel Products Manual.

Steel tubing shall be either seamless or continuous seam welded. The thickness of steel used for individual parts shall be as specified and are minimum thickness permitted subject to the tolerance given in the Steel Specialty Tubular Products Manual. The steel shall be smooth, free of rust, scale, pits, scratches, laps, crimps, and buckles, and be corrosion resistant.

5.5.8. Cast Iron: The casting used in the Style 1 base shall be composed of iron, carbon, and silicon with a minimum carbon content of 3.3%. The iron shall be virgin gray iron with maximum 5% regrind. Tensile strength shall be a minimum of 15 kg/mm2. Alternatively, gray iron shall meet the requirements of Class 20, ASTM A 48. The casting shall meet the applicable requirements of ASTM A 834.

5.5.9. Glides: Self-adjusting table glides shall be of the screw-on type, or adjust automatically to uneven floor surfaces up to approximately three-fourth inch (3/4") (on the glides which do not adjust automatically). Glides shall have stainless steel springs, housed within a nylon body, or other internal self-adjusting mechanisms. Plastic glides are standard for the cast iron base, and metal glides standard for the chrome base.

5.6. Finish:

5.6.1. Laminates: The top surfaces shall have a non-glare or matte finish. Color of the laminate shall be chosen by the agency for each shipment and will be stated on purchase order. The agency may choose from the following manufacturer's standard general purpose high pressure laminates in any standard pattern or color as offered by the table manufacturer:

5.6.1.1. Nevamar

5.6.1.2. Formica

5.6.1.3. Wilson Art

5.6.1.4. Lamin-art

5.6.1.5. Pionite

5.6.1.6. Micarta

5.6.2. Solid Wood Finish: AWI Grade 1 hardwoods (species and cut as indicated) shall be available with factory finish in accordance with AWI Finish System No. 5.

5.6.3. Metal Finishes: Requirements for metal portions for mounting plates, columns and bases shall be as follows:

5.6.3.1. Cleaning: All metal surfaces to be painted shall be thoroughly cleaned and free from dirt, oil, grease, and moisture. The cleaning and priming of the surfaces shall conform to one of the methods of Federal Specification TT-490-C, at the manufacturer's option.

5.6.3.2. Paint Finish: After cleaning, the metal surfaces shall be dipped or sprayed with a suitable primer coat that is comparable with the top or finish coat. The finish coat shall consist of a baked enamel coating applied and baked in accordance with the enamel manufacturer's recommendations (or comparable quality). The enamel shall be a non chipping type. There shall be no indication or rust or decay under the coating.

An equivalent thermo-set epoxy powder coating, electrostatically applied and baked on, shall also be acceptable. When applied to the cast iron base, the coating shall have high mechanical properties, and the chemical and corrosion resistant.

5.6.3.3. Chrome Finish: An electroplated chrome finish shall also be available when so specified in the Invitation for Bids. The frame shall be subject to the manufacturer's standard electrical and chemical cleaning process. Chrome shall be plated over a nickel base. The chrome shall be corrosion and chip resistant.

5.7. Color Charts: The vendor shall provide the agency with color charts and/or color chip samples of available laminate from the table manufacturer's standard offerings.

6. TESTING: Testing shall be done by, or at the direction of the Commission and/or the receiving State agency. tests shall be performed on products from shipment to ordering agencies. In the even products tested fail to meet or exceed all conditions and requirements of this specification, the cost of the samples used and the cost of testing shall be borne by the supplier.

6.1. Test Requirements: Tables shall meet the requirements of Paragraph 14., Table Stability Test, as specified in ANSI/BIFMA X5.5 below:

6.1.1. Test Procedure: The table shall be placed in its normal operating position and leveled as required. At the outermost edge of the table, a three-fourth inch (3/4") thick by twelve inch (12") diameter wood disc shall positioned one inch (1") in from the edge of the table. A static load of one-hundred-twenty-five pounds (125 lbs.) shall be applied to the disc at positions shown in Figure 11 of the test.

6.1.2. Acceptance Level: The unit shall not tip.

6.2. Certification: The vendor shall submit independent laboratory test results from the manufacturer to the Commission with the bid. See Attachment One (1).

7. SAMPLES: Unless otherwise specified in the Invitation for Bids, no prepurchase samples shall be required. Samples tested shall be obtained from products supplied on regular orders.

8. INSPECTION: Products furnished under this specification shall be inspected by, or at the direction of the Commission and/or the ordering State agency, either at the destination or place of manufacture.

9. WARRANTY: All tables shall carry the manufacturer's standard warranty and shall be guaranteed against defects in materials, workmanship, and performance for a minimum of one (1) year. Bases shall be warranted for five (5) years against mechanical defects. The warranty shall begin on the date of acceptance of the unit by the ordering agency. During this warranty period, the vendor shall repair or replace defective components and/or units at no cost to the State of Texas.

9.1. Guarantee: The vendor shall guarantee that the tables will be a standard and continuing item in the manufacturer's product line. The tables shall be identifiable by regular catalog numbers.

10. AVAILABILITY OF SERVICE: Factory authorized service shall be available within the State of Texas.

10.1. Service: When so specified in the Invitation for Bids, the bidder shall submit a current list of companies or individuals, and their addresses, who can perform service on the products furnished.

10.2. Parts: An adequate supply of repair parts shall be carried in stock within the State of Texas for the expected life of all products furnished under this specification.

11. INSTRUCTION BOOKS and/or MANUALS: The vendor shall furnish the ordering agency with one (1) copy of any required operating and/or maintenance instructions for each unit delivered. The materials furnished shall include instructions for assembly and instructions for cleaning and protecting the exterior finishes.

12. PACKING and/or PACKAGING: Packaging for shipment shall be in accordance with the manufacturer's standard practice and in a manner readily accepted by common carriers engaged in interstate commerce. Within the shipping carton, units shall be packed in a manner designed to minimize damage during shipment due to rough or improper handling.

13. MARKING and/or LABELING:

13.1. Marking: Each shipping container shall be clearly marked with:

13.1.1. Name of contents.

13.1.2. Quantity ordered.

13.1.3. Name and address of the manufacturer.

The container or shipping documents shall include:

13.1.4. Order number or contract number.

13.1.5. Name and address of ordering agency.

13.1.6. Agency requisition number.

13.2. Labeling: Each table shall bear a securely affixed and durable label showing the following:

13.2.1. Manufacturer's name.

13.2.2. Manufacturer's trademark.

14. BID LITERATURE: All bids shall be accompanied by a complete and illustrated description of the products being offered.

15. COMPLIANCE: In order for consideration to be given to the bid on an item under this specification, the bidder must comply with the following:

15.1. PRODUCT IDENTIFICATION: The make, model number, name of the manufacturer, brand or trade name, etc., as applicable, of the item which the vendor proposes to furnish must be stated as part of the bid.

15.2. EXCEPTIONS: Notwithstanding the above, any exception taken by the bidder to the requirements and conditions of this specification must be stated and described in detail as a part of the bid. If no exceptions or deviations are identified in this manner, the items must be furnished exactly as described herein.

15.3. PROOF: The bidder shall bear the burden of proof of compliance with this specification.

15.4. BID RESPONSE: Bidder shall provide a line item by line item written answer to all technical specifications of Paragraph 5. Failure to submit a line answer at time of bid opening will result in disqualification of the bid.

15.5. CERTIFICATION: Bidder shall provide testing lab certification from the manufacturer that the chairs meet the requirements of Paragraph 6 and ANSI/BIFMA X5.1-85. See Attachment One (1). Failure to submit certification at time of bid opening will result in disqualification of the bid.

16. REFERENCED MANUFACTURERS: The manufacturers' listed in Tables 4, 5, and 6 are for reference purposes only. Such references are not meant to be restrictive. Listing does not relieve the manufacturer and/or vendor from meeting each requirement of this specification.

17. ORDERING DATA: When ordering products conforming to this specification the requisitioning agency shall specify the following:

17.1. The number of this specification (420-08-02).

17.2. Top Type Number (See Paragraph 3.1. and Tables 1A, 1B, and 1C).

17.3. Top Size (See Tables 1A, 1B, and 1C).

17.4. Base Spread (See Tables 2 and 3).
