100% Grade A, blended coffee with a minimum 70% Brazil Santos or Parana 4's or better, strictly soft, medium bean or better. The greenish solid bean shall be good quality, either washed Colombian Excelso, washed Central Standard Salvadoran, washed prime Guatemalan, high grown washed Honduran, prime washed Mexican, or prime washed Costa Rican.
Materials and Workmanship: The green coffees shall be confined to the varieties specifically permitted herein. Roasting, grinding and packaging shall be in conformance with the best trade practices, and as described below.
General Requirements: Green coffees shall be thoroughly cleaned and roasted in accordance with the best commercial practice, with the addition of water only in sufficient quantity to prevent burning. An excess of one gallon of water per 100 pounds of green coffee beans shall not be considered good commercial practice. Roasted coffee shall be thoroughly destoned. The coffee shall be medium roast, of the quality described, rich, full body, low to sharp acidity.
Grind: The grind shall be as specified in the Invitation for Bids. Provided that, in the absence of a specific requirement, a universal grind shall be supplied according to Simplified Practice Recommendation R 231-48, Commodity Standards Division, U.S. Department of Commerce.
Sampling and Testing: The buyer may, after any delivery, submit samples to the Specification and Inspection Division of the Texas Procurement and Support Services, Austin, TX., which shall advise the buyer in writing whether or not the quality of the sample is acceptable in accordance with this specification. If tests are required, and the coffee is found not to meet specifications, it will be rejected and the cost of the test will be charged to the contractor. If found to be as specified, the cost of the test will be borne by the State.
