SPRAY WASHER, HIGH PRESSURE, COLD WATER
1. SCOPE: This specification establishes the minimum requirements for high pressure cold water spray washers for use in general industrial and/or institutional cleaning applications. These units are intended for use with non-abrasive industrial cleaning solutions.
2. APPLICABLE SPECIFCATIONS AND STANDARDS: Reference to specifications, standards, and test methods shall be to the issues in effect on the date of the Invitation for Bid. Copies of the referenced publications may be obtained from the issuing organization at the address shown. The publications cited below form a part of this specification to the extent specified herein.

3. CLASSIFICATION: Spray washers shall be classified by style, and model.
3.1. Style: Style designations shall be as specified below:
3.1.1. Style "P": Portable (oil-fired units only).
3.1.2. Style "S": Stationary.
3.2. Model: Model designations shall be four-digit numbers which indicate the minimum discharge pressure (psig) and the minimum discharge volume (GPM) as specified in Table 1.

4. DEFINITIONS: Terminology used in this specification is intended to be generic in nature and consistent with meanings that have been defined through general use, industry standards, and/or accepted trade practices. Where variant meanings may exist, the applicable interpretation shall be determined by the Texas Procurement and Support Services (TPASS).
4.1. Continuous Duty Operation: Operation under full load for periods in excess of one hour.
4.2. Relief Valve: A pressure regulating device which uses adjustable tension to limit the pressure produced by the pump.
4.3. Service Factor: A standard NEMA measure of the overload capacity designed into a motor. The number by which the horsepower rating is multiplied to determine the maximum safe load that a motor may be expected to carry under continuous duty operation.
4.4. Unloader Valve: A pressure relief device designed to relieve the pressure output of the pump (i.e., reduce the output load) when the discharge line is closed. Unloader valves also function as pressure regulators in much the same manner as relief valves.
5. REQUIREMENT: High pressure cold water spray washers furnished under this specification shall meet or exceed the following requirements:
5.1. General Requirements:
5.1.1. All units shall be new, unused, currently standard products of an established manufacturer except for such deviations as may be required by this specification. Units shall be free of all imperfections, defects, and hazards which might affect appearance, normal life, serviceability, or operator safety. Details not specifically defined herein shall be in accordance with the manufacturers' standard commercial practice for products of this type.
5.2. Design Requirements:
5.2.1. Spray washers shall consist essentially of high pressure pumping system, a chemical injection system, and a means for applying the water and chemicals. Units shall be designed for direct connection to a standard water tap and shall include all components and accessories necessary for a fully functional unit. Components and accessories shall be properly matched and rated for the specified discharge pressure and volume. All components shall be corrosion resistant or shall be suitably treated to resist corrosion.
184.108.40.206. Pump: The pump shall be a heavy duty, positive displacement plunger or piston type designed for use at the specified discharge pressure and volume (See Paragraph 3.3.). The fluid end of the pump shall be designed for use with non-abrasive, non-acidic industrial cleaning solutions. The drive end of the pump shall be continuously splash luricated and shall requre only generic SAE grade and weight lubricants. Units which require the use of a specified brand of lubricant in order to meet warranty requirements are not acceptable. Lubrication instructions, including the appropriate SAE grade and weight designation, shall be included with each unit. The fluid and drive ends shall be adequately separated and sealed to prevent liquid from entering the drive end. Units shall be designed for field maintenance of valves and parking without removing the pump from the chassis.
220.127.116.11. Pressure Relief Mechanism: Units shall be equipped with a pressure relief valve or an unloader valve, whichever is the manufacturer's standard practice. The pressure relief mechanism shall function when the discharge line is closed and shall return the liquid to the suction side of the pump.
18.104.22.168. Motor: Motors, controls, and all associated wiring, including factory wired power cords, shall meet the applicable requirements of NFPA Standard Mg-1, NEMA Standard ICS, UL Standards 547 and 1004. All motors shall operate on 60 Hz alternating current with voltage and phase requirements as specified in the Invitation for Bids. Single phase motors shall be capacitor-type start. All motors shall be designed for continuous duty operations, shall be suitably protected with a manual reset (thermal or current sensitive) overload protection device, and shall be suitable for use under the adverse ambient conditions inherent in the operation of high pressure spray washers.
22.214.171.124. Chemical Injection System: Pressure washers shall be equipped with a chemical injection system designed to inject non-abrasive, non-acidic chemicals on either the suction side or the discharge side of the pump. Chemical injection shall be regulated by an adjustable metering mechanism and shall be controlled by an easily accessible ON/OFF switch. A space shall be provided on Style "P" (Portable) units to hold a minimum of one, five (5) gallon container of chemical.
126.96.36.199. Pressure Hose: Pressure washers shall be equipped with minimum 25-foot long high pressure discharge hose designed for use at the unit's nominal discharge pressure and volume. Hoses shall have a minimum burst pressure rating of four (4) times the nominal working pressure of the unit. Hoses shall be suitable for use with all industrial cleaners and shall be resistant to heat, oil, and organic solvents. There shall be a method of reinforcement, at the point where the pressure hose joins the discharge wand, to prevent premature hose rupture. This requirement is satisfied by the use of a steel reinforced hose, a universal swivel connection, or a reinforcing metal spring apparatus around the hose section, where it joins the discharge wand.
188.8.131.52. Discharge Wand: Pressure washers shall be equipped with a minimum three (3) foot long, insulated, trigger controlled discharge wand. The wand shall be furnished either with three (3) interchangeable nozzles or one (1) nozzle with settings capable of providing zero, fifteen, and forty degree (0 °, 15 °. and 40 °) spray patterns.
184.108.40.206. Couplings: All discharge line connections except the pressure hose-to-washer connection shall be made with quick disconnect high pressure couplings. The couplings shall be designed with a safety device to prevent accidental disengagement during use.
220.127.116.11. Chassis: All components of the pressure washer shall be securely mounted on a suitable metal chassis. Style "P" (Portable) units shall be equipped with the manufacturer's standard portability package. Wheels shall have heavy duty, pneumatic or semi-pneumatic tires and shall be of sufficient diameter to insure easy movement of the unit.
18.104.22.168. Back Flow Prevention: Pressure washers shall be equipped with a siphon break, automatic float tank air break, or other suitable means of preventing back flow (back siphoning) into the inlet water source.
22.214.171.124. Hose Hanger: Pressure washers shall be quipped with a hose hanger and wand holder or other suitable means for storing the discharge hose and wand when not in use.
5.3. Fabrication Requirements:
5.3.1. Pressure washers shall be fabricated in accordance with the best commercial practices. All parts shall be properly aligned, welds shall be sound, and mechanical joints shall be tight. Organic finishes shall be evenly applied and free of thin spots. All moving parts, including drive belts and pulleys, shall be fully enclosed or otherwise suitably guarded. Units shall be clean, neat, and free of sharp edges, projections, or other conditions which present potential hazards to the user.
5.4. Performance Requirements:
5.4.1. When tested in accordance with Paragraph 6, pressure washers shall meet or exceed the requirements specified in Table 2.

5.5. Labeling Requirements:
5.5.1. Pressure washers shall bear permanently attached, durable labels as specified:
126.96.36.199. Manufacturer Identification: Each unit shall be labeled with the manufacturer's name or recognized trademark, model number, and serial number.
188.8.131.52. Motor Identification: Each motor shall be labeled with a nameplate in accordance with NEMA MG 1. Motors shall be mounted in a manner which provides easy access to the nameplate.
184.108.40.206. Burner Identification: The burner shall be labeled with the manufacturer's name or recognized trademark, model number, serial number, burner operating and caution statements, and the appropriate listing mark (UL).
220.127.116.11. Pump Identification: The pump shall be labeled with the manufacturer's name or recognized trademark, model number and/or serial number.
18.104.22.168. Danger and Caution: Each unit shall be labeled in accordance with the manufacturer's standard practice to identify the following:
DANGER: PERSONNEL HAZARD -- HIGH PRESSURE DISCHARGE
DANGER: DISCONNECT POWER SOURCE BEFORE SERVICING
DANGER: HIGH TEMPERATURE (to be located on high temperature areas subject to user contact during normal operation)
CAUTION: DO NOT RUN PUMP DRY (if applicable)
WARNING: VENTILATION REQUIRED FOR INDOOR USE.
5.6. Options: When so specified in the Invitation for Bids, units shall be equipped with one (1) or more of the following options:
5.6.1. Extra Length Hose: The standard high pressure hose shall be replaced with and extra length hose having a minimum length of fifty feet (50 ft.). The hose shall be equipped with quick connect and/or disconnect couplings and shall meet all requirements of Paragraph 22.214.171.124.
5.6.2. Wand Extension: A three foot (3 ft.) wand extension shall be furnished with the unit. The extension shall be designed to attach to the standard discharge wand.
5.6.3. Acid Injection: The pressure washer shall be equipped with a reduced pressure chemical injection system designed for use with acidic cleaning solutions.
6. TESTING: Testing shall be done by, or at the direction, of the Texas Procurement and Support Services. Tests shall be performed on samples submitted with the bid and/or on samples selected from regular shipments. In the event products tested fail to meet or exceed all conditions and requirements of this specification, the cost of the samples used and the cost of testing shall be borne by the supplier. Products furnished under this specification shall be tested by the following methods or approved equally applicable procedures.
6.1. Test Conditions: All test shall be performed at normal room temperature and relative humidity.
6.2. Test Apparatus: Unless otherwise specified herein or in referenced standards, test apparatus may be of any design suitable for performing the tests. All measuring instruments shall be calibrated in accordance with the instrument manufacturer's instructions.
6.3. Test Procedures: Test shall be performed as specified herein. After each test has been completed, the results shall be examined for compliance with the requirements of Paragraph 6. Failure of any test shall constitute grounds for rejection of the unit without further testing.
6.3.1. Discharge Volume: The discharge volume (GPM) shall be determined after the pressure washer has been connected to the water supply source and allowed to run in order to stabilize. During the stabilization period, the discharge wand shall be open. The discharge wand shall then be closed whale the washer continues to run until the discharge volume determination procedure begins. Five determinations shall be made, and the high and low readings shall be discarded. Discharge volume shall be the average of the remaining three (3) readings, reported to the nearest one-tenth of a gallon. The discharge volume shall be determined in accordance with one of the following methods:;
Method A: The time in seconds required to pump twice the unit's nominal discharge volume from a water supply tank shall be determined and the discharge volume shall be calculated according to the following formula:

Method B: the amount of water pumped in two (2) minutes, measured to the nearest one-tenth of a gallon, shall be determined and the discharge volume shall be calculated in accordance with the following formula:
GPM = Quantity pumped (in gallons)
Method C: A Venturi meter tube shall be placed in the water supply line between the pressure washer and the water supply source. The flow rate, measured in gallons per minute, shall be determined in accordance with ASTM D 2458.
6.3.2. Discharge Pressure: The discharge pressure (psi) shall be determined with a suitable pressure gauge. The discharge hose shall be 25.0 ± 0.1 feet long and of a type and diameter normally furnished with the unit. Five (5) readings shall be taken at minimum intervals of two (2) minutes. the high and low readings shall be discarded, and the discharge pressure shall be calculated as the average of the remaining three (3) readings.
6.3.3. Discharge Hose and Wand Burst Pressure: The discharge hose shall be attached to a suitable hydrostatic testing unit and subjected to a pressure of four (4) times the nominal discharge pressure of the test unit. The pressure shall be maintained for two (2) minutes.
7. SAMPLES: Unless otherwise specified in the Invitation for Bids, no prepurchase samples shall be required. Testing shall be performed on samples selected from shipments to the ordering agency.
8. INSPECTION: Inspection shall be done by or at the discretion of the State agency for which the purchase is made and/or the Commission, either at the destination or at the place of manufacture.
9. WARRANTY: The manufacturer shall warrant the merchantability and fitness for the intended purpose of the pressure washer. The pressure washer and all components except pistons, piston cups, packing, valve assemblies and discharge hoses shall be guaranteed by the washer manufacturer against defects in materials and workmanship for a period of one (1) year. Piston, piston cups, packing, valve assemblies and discharge hoses shall be guaranteed by the washer manufacturer against defects in materials and workmanship for a minimum of 90 days. Warranty coverage shall begin on the date of delivery to the ordering agency. The delivery date shall be evidenced by a duly signed and dated delivery receipt.
Warranty coverage shall be the responsibility of the washer manufacturer and shall be in lieu of any other warranty coverage offered by component original equipment manufacturers. Warranty coverage shall not be contingent upon the use of specified brands of chemicals or lubricants. Warranty services shall be available at service locations within the State of Texas, or shall be authorized to be performed in the field by ordering agency personnel. Defective units shall be repaired or replaced during the warranty period at no cost to the State of Texas for parts or labor.
Warranty coverage shall not apply to damage which results from accident, negligence, or misuse. The manufacturer shall not be liable for consequential damages caused by defective materials or workmanship.
The requirements of this warranty section shall be superior to any written warranty of the manufacturer. No other warranty shall be considered as a counter offer unless specifically stated in the vendor's bid.
10. AVAILABILITY OF SERVICE AND PARTS: An adequate supply of repair parts shall be readily available within the State of Texas for the expected life of all products furnished under this specification. Bidder shall submit with each bid, a list of companies or individuals, and their addresses, who stock repair parts and who can perform service on the products furnished.
11. INSTRUCTION MATERIALS: The vendor shall furnish one (1) copy of each of the following:
11.1. Complete operating and maintenance instructions.
11.2. Illustrated parts list for each component of the pressure washer.
11.3. Complete service manual, including schematics.
12. PACKING: Packing for shipment shall be in accordance with the manufacturer's standard practice and in a manner readily accepted by common carriers engaged in interstate commerce.
13. MARKING AND/OR LABELING: Each shipping container shall be clearly marked with the following information:
13.1. Name of contents.
13.2. Quantity contained.
13.3. Order number or contract number.
13.4. Name and address of ordering agency.
13.5. Agency requisition number.
13.6. Name and address of the manufacturer.
14. SUBMITTAL OF LITERATURE: Bidder shall submit with each bid a complete and illustrated description of the products being offered.
15. COMPLIANCE: In order for consideration to be given to the bid on an item under this specification, the bidder must comply with the following conditions.
15.1. Equipment Identification: The make, model, number, name o manufacturer, brand or trade name, etc., as applicable, of the item which the vendor proposed to furnish must be stated as part of the bid.
15.2. Exceptions: Notwithstanding the above, any exception taken by the bidder to the requirements and conditions of this specification must be stated and described in detail as a part of the bid. If no exceptions or deviations are identified in this manner, the items must be furnished exactly as described herein.
15.3. Proof: The bidder shall bear the burden of proof of compliance with this specification.
16. ORDERING DATA: When ordering products conforming to this specification, the ordering agency must specify the following:
16.1. The number of this specification (075-19-01A).
16.2. The style of unit (See Paragraph 3.2.).
16.3. The model of unit (See Paragraph 3.3.).
16.4. Voltage/phase electrical requirements (See Paragraph 126.96.36.199.).
16.5. Options required (See Paragraph 5.6.).
16.6. The quantity of units required.
