ELECTROLYTE -- SULFURIC ACID
(For Storage Batteries) 1.SCOPE:This specification covers the requirements for a
grade of dilute sulfuric acid suitable for use as a storage
2.APPLICABLE SPECIFICATIONS AND STANDARDS:References to
specifications, standards, test materials, and other documents
that are in effect on the date of the Invitation for Bids are
applicable.Copies of the referenced documents are available
from the issuing organizations at the addresses shown.The
following publications are part of this specification to the
extent specified herein:

2.3.1. Battery Council International Specifications.
3.REQUIREMENTS:Electrolyte furnished to this specification
shall meet or exceed the following requirements:
3.1.General:The product shall be clear, free from sediment,
and water-white in color.
3.2.Specific Gravity:The specific gravity, when tested in
accordance with Paragraph 5.1., shall be in one of the following
ranges, depending on the type of hydrometer used in testing:
3.2.1.Specific Gravity, 80/80 °F:1.262 minimum -- 1.268 maximum
3.2.2.Specific Gravity, 60/60 °F:1.270 minimum -- 1.276 maximum
3.3.Purity:When tested in accordance with Paragraph 5.2.:
3.3.1. The minimum active concentration of H2SO4 in the
electrolyte shall be 35.7%.
3.3.2. The maximum limits on dissolved metals and other
impurities shall be those given in Federal Specification
O-S-801C, Table 2, Class 3.
4.SAMPLES:Unless otherwise specified in the Invitation for
Bids, no prepurchase samples shall be required.Samples tested
shall be taken from regular orders.
5.TESTING:Testing shall be done by or at the direction of,
the Commission and/or the receiving State agency.Tests shall
be performed on products from shipments to ordering agencies.
In the event products tested fail to meet or exceed all
conditions and requirements of this specification, the cost of
the samples used and the cost of testing shall be borne by the
5.1.TESTS:The product furnished under this specification
shall be tested by the following methods or approved equally
5.1.1.Specific Gravity:Determine compliance with Paragraph
3.2. by the hydrometer method, using a hydrometer calibrated at
either 80/80 °F or 60/60 °F.
5.1.2.Purity:Determine compliance with Paragraph 3.3. by the
methods of Federal Specification O-S-801C, Paragraphs 126.96.36.199.
and 188.8.131.52 through 184.108.40.206.
6.INSPECTION:Products furnished under this specification
shall be inspected by, or at the direction of the Commission
and/or the ordering State agency either at the destination or
place of manufacture.
7.PACKING and/or PACKAGING:The electrolyte shall be packaged
in disposable polyethylene containers of one or more of the
following sizes, whichever is specified in the Invitation for
7.1.1. One and one-half (1-1/2) gallons (5.68 liters) net
7.1.2. Five (5) gallons (18.93 liters) net contents.
7.2.Packaging and packing for shipment shall conform to
Department of Transportation regulations for battery electrolyte
(49 CFR 173.257).
8.MARKING and/or LABELING: 8.1.Marking:Each shipping container or shipping documents
must be marked with the following:
8.1.1. Name of contents.
8.1.2. Quantity contained.
8.1.3. Order number or contract number.
The following information shall either be marked on the
container or appear on the shipping documents:
8.1.4. Name and address of ordering agency.
8.1.5. Agency requisition number.
8.1.6. Name and address of manufacturer.
8.2.Labeling:Each product container shall be clearly labeled
with the following:
8.2.1. Name of contents.
8.2.2. Net contents.
8.2.3. Name and address of manufacturer.
8.2.4. Precautions for safe use.
9.COMPLIANCE:In order for consideration to be given to the
bid on an item under this specification, the bidder must comply
with the following:
9.1.PRODUCT IDENTIFICATION:The make, model number, name of
the manufacturer, brand or trade name, etc., as applicable, of
the item which the vendor proposes to furnish must be stated as
part of the bid.
9.2.EXCEPTIONS:Notwithstanding the above, any exception taken
by the bidder to the requirements and conditions of this
specification must be stated and described in detail as a part
of the bid.If no exceptions or deviations are identified in
this manner, the items must be furnished exactly as described
9.3.PROOF:The bidder shall bear the burden of proof of
compliance with this specification.
10.ORDERING DATA:When ordering products conforming to this
specification the requisitioning agency shall specify the

10.3.The number of each container size required (See Paragraph
11.PRODUCT INFORMATION:Electrolyte for lead-acid storage
batteries is a purified form of moderately dilute sulfuric acid.
Prolonged contact for more than a few seconds can cause damage
to the skin and clothing as well as corrosion damage to metal.
Material accidentally splashed or spilled on the body or
clothing should immediately be flushed off with plenty of water.
Accidental contact with the eyes should be treated by prolonged
flushing with water, and the attention of a physician should be
secured as soon as possible.
