1. SCOPE: This specification establishes the minimum requirements for self contained cooling and heating air conditioners, alternating current, hermetic type refrigeration system, air cooled, window, or in-wall units installed in an enclosed space.

2. APPLICABLE SPECIFICATIONS AND STANDARDS: Reference to specifications, standards, test methods, and other documents shall be to the issues in effect on the date of the Invitation for Bids. Copies of the referenced documents may be obtained from the issuing organizations at the addresses shown. The following publications form a part of this specification to the extent specified herein:

3. CLASSIFICATION: Room air conditioners shall be classified by size in accordance with cooling and heating capacity (BTUH) as specified in Table No. One.

4. DEFINITIONS: Terminology used in the specification is intended to be generic in nature and consistent with meanings that have been defined through general use, and/or accepted trade practices. Where variant meanings may exist, the applicable interpretation shall be determined by the Texas Procurement and Support Services (TPASS).

4.1. BTUH: The amount of heat expressed in British thermal units (BTU) per hour; a measure of the rate at which heat is gained or lost.

4.2. Commission: Texas Procurement and Support Services (TPASS).

4.3. Cooling Capacity: The measure of the ability of a unit to remove heat from an enclosed space, room or zone, expressed in BTUH.

4.4. Energy Efficiency Ratio (EER): A ratio calculated by dividing the cooling capacity in BTUH by the power input in watts for any given set of rating conditions (BTUH/Watt).

4.5. Exhaust Air: Air removed by an air conditioner from an enclosed space, room, or zone and discharged to the outside atmosphere.

4.6. Heating Capacity: The measure of the ability of a unit to provide heat to an enclosed space, room, or zone, expressed in BTUH.

4.7. Moisture Removal Capacity (Latent Cooling): The measure of the ability of a unit to remove moisture from an enclosed space, room or zone, expressed BTUH.

4.8. Recirculated Air: Air discharged by an air conditioner into an enclosed space, room, or zone when all ventilating dampers are closed.

4.9. Resistance Heat: The generation of heat by an electric current passing through a conductor.

4.10. Reverse Cycle Heating: The method of heating employed by heat pumps in which the heating mode functions of the indoor and outdoor coils are the reverse of their cooling mode functions (the indoor coil becomes the condenser and the outdoor coil becomes the evaporator).

4.11. Sensible Cooling Effect: The difference between the cooling capacity and the moisture removal capacity expressed in BTUH.

5. REQUIREMENTS: Products furnished under this specification shall meet or exceed the following requirements:

5.1. General Requirements:

5.1.1. Equipment and accessories shall be new, unused, and a currently standard product of an established manufacturer, except for such deviations as may be required by this specification (See Paragraph 5.2.1.).

5.1.2. Equipment and accessories shall be free of rust, corrosion, scratches, dents, or other defects which might affect appearance, normal life, safety or serviceability.

5.1.3. Parts and components not specifically mentioned in this specification, but which are required to provide a complete operating unit or which are standard for the model bid, shall be included as part of the equipment furnished.

5.1.4. All equipment shall be delivered completely assembled, fully aligned, adjusted, serviced, and ready for immediate use.

5.1.5. Component selection shall be in accordance with the component manufacturer's recommendations for maximum life.

5.1.6. All units shall meet the applicable safety standards of the federal Occupational Safety and Health Administration (OSHA).

5.1.7. Details not specified herein shall be in accordance with standard commercial practices for products of this type.

5.2. Design Requirements: Room air conditioners shall include a prime source of refrigeration and dehumidification and a means for circulating and cleaning air. It shall be mounted on a suitable chassis or frame, a case or cabinet, and all required wiring, tubing, controls, safety devices, and mounting hardware to provide a completely self-contained, fully functional, high efficiency unit shall be included.

Air conditioners and all components shall meet the safety requirements of ANSI/ASHRAE 15 and UL 484. Units shall be designed for easy access to all components which require servicing or maintenance.

5.2.1. Compressor: 1 The compressor shall be a hermetically sealed unit designed to meet the rated capacity of the air conditioner. It shall be permanently sealed in oil, shall require no additional lubrication, and shall be equipped with an automatic reset thermal overload protector. The compressor shall be suitably mounted within the cabinet to reduce vibration and noise.

1 Factory authorized re-manufactured compressors are acceptable provided all internal parts are completely new (not reused or rebuilt) and provided the compressor is marked as a factory authorized re-manufactured compressor.

5.2.2. Condenser: The condenser shall be air cooled. The evaporator and condenser coils shall be seamless copper or aluminum tube with aluminum fins. A suitable means shall be provided for the collection of evaporator coil condensation and for automatic disposal of the condensation to the outside atmosphere. The unit shall be designed to prevent condensation overflow or dripping into the conditioned space or onto any part of the building in which the air conditioner is mounted.

5.2.3. Fans (Blowers): Evaporator and condenser fans (blowers) shall be direct driven from a common motor, and shall be designed for quiet, efficient movement of air. The evaporator fan shall circulate the air in the conditioned space through the air conditioner (re-circulated air) and shall have a minimum of two (2) operating speeds. Fan motor shall be sealed bearing, permanently lubricated type with overload protective devices.

5.2.4. Heating Mechanism: Air conditioners shall have a minimum rated heating capacity as shown in Table No. One. Heat shall be provided by air-to-air source heat pumps and supplemental electric heat, designed to maintain the unit's rated heating capacity at an outdoor temperature of 37 F or below. Heat pumps shall be equipped with an automatic defrost system and with a control designed to prevent operation of the resistance heating mechanism when the actual demand can be met by the heat pump alone.

5.2.5. Temperature Control Device: Air conditioners shall be equipped with a thermostat to automatically cycle the unit on and off, with a range of 60 F to 85 F minimum.

5.2.6. Filter: Air conditioners shall be equipped with a filter system designed for use at the rated capacity of the unit. The filter system shall remove dust, pollen, and other airborne impurities from the recirculate air prior to its entering the evaporator coil. The filter media shall be washable, unshrinkable, easily replaceable, and readily available from commercial vendors.

5.2.7. Chassis: Air conditioners shall be equipped with a rigid chassis or frame of sufficient strength to support the component parts and maintain their proper alignment. Window/wall units shall have a slide-out chassis.

5.2.8. Cabinet: The cabinet shall be constructed of minimum 20 gauge commercial grade steel, or equivalent aluminum and include inlet and outlet grilles, and any necessary barrier walls and insulation. The cabinet and grilles shall be a style suitable for visible installation in an office environment. Outlet grilles shall be located along the top of the front face of the unit and shall be adjustable to provide good control of conditioned air dispersion. Barrier walls and insulation shall be designed for good thermal insulation and noise reduction. The cabinet shall be corrosion and weather resistant.

5.2.9. Controls: Air conditioners shall be quipped with easily accessible, factory wired, automatic and manual controls contained within the unit. Manual controls shall include as a minimum ON/OFF, temperature selector, low cooling/heating, high cooling/heating, (two (2) fan speeds) and fan only (one (1) speed "fan only" is acceptable). Damper controls shall permit a positive fresh air supply. Energy saving functions are preferred.

5.2.10. Electrical: Air conditioners shall be designed for single phase 60 Hz AC operation. Input voltages shall be as shown in Table No. One. Air conditioners shall be designed for safe operation in accordance with the input voltage range and recommended levels of performance of ANSI/AHAM RAC-1. Units shall be equipped with a factory wired, UL approved electric service connection cord and plug.

5.2.11. Refrigerant: Air conditioners shall be shipped fully charged with refrigerant. The refrigerant shall meet the requirements of UL 484 and shall be readily available from commercial vendors. Tubing used for piping shall meet the requirements of ANSI/ASHRAE 15.

5.2.12. Mounting: Air conditioners shall be equipped for either window or wall mounting. Window mounts shall be approximately twenty-six to forty-two inches (26"--42"). Dimensional requirements for through-the-wall mounting in pre-existing holes, or requirements for transom, slider and/or casement, or other special window mountings, shall be as specified in the Invitation for Bids. The standard window and/or wall mounting kit shall be required. Locking devices shall be provided for window mounts.

5.3. Fabrication Requirements:

5.3.1. Corrosion: All materials shall be inherently corrosion resistant or shall be suitably treated to resist corrosion.

5.3.2. Finishes: Organic finishes shall be evenly applied, free of thin spots, and durable.

5.3.3. Parts: All parts shall be properly assembled and aligned; welds shall be sound, and mechanical joints shall be tight.

5.3.4. Safety: Moving parts and uninsulated live parts shall be located, guarded, or enclosed to preclude accidental user contact. Units shall be neatly finished, and free of sharp edges, projections or other conditions which present potential hazards to the user.

5.3.5. Workmanship: All components and assemblies of the air conditioners shall be free from dirt or other extraneous materials, burrs, slivers, rough die, tool and grind marks, dents and cracks. Castings, molded parts and stampings, if used, shall be free of sand, fins, puts, blow holes, and spurs. The surfaces of parts to be welded or brazed shall be clean. All scale and flux shall be removed from the finished weld areas. The welds shall be smooth. Threaded fasteners shall not be missing, broken, cracked, or stripped.

5.4. Performance Requirements: Air conditioners shall meet or exceed the recommended levels of performance for all tests prescribed in ANSI/AHAM Standard RAC-1 and UL 484. Units shall also meet or exceed the requirements specified in Table No. Two when tested in accordance with Department of Energy regulations 10 CFR 430, ANSI/AHAM RAC-1, and ASHRAE 16.

5.5. Options: When so specified in the Invitation for Bids, air conditioners shall be equipped with one (1) or more of the following features:

5.5.1. Exhaust Air: Units shall be equipped to exhaust room air to the outside. Exhaust air flow rate shall be a minimum of 2.0 CFM/1000 BTUH cooling capacity.

5.5.2. Disposable Filter: Units shall be equipped with a disposable filter instead of the washable filter required in Paragraph 5.2.5.

6. TESTING: Testing shall be done by, or at the direction of, the Commission and/or the receiving State agency. Tests shall be performed on products from shipments to ordering agencies. In the event products tested fail to meet or exceed all conditions and requirements of this specification, the cost of the samples used and the cost of testing shall be borne by the supplier.

6.1. Tests: The products furnished under this specification shall be tested by the following methods or approved equally applicable procedures:

6.1.1. Testing shall be in accordance with ANSI/ASHRAE 16, ANSI/AHAM RAC-1, and UL 484.

7. SAMPLES: Unless otherwise specified in the Invitation for Bids, no prepurchase samples shall be required. Samples tested shall be obtained from products supplied on regular orders.

8. INSPECTION: Products furnished under this specification shall be inspected by, or at the direction of, the Commission and/or the ordering State agency either at the destination or place of manufacture.

9. WARRANTY: All air conditioners shall carry the manufacturer's standard warranty and shall be guaranteed against defects in materials, workmanship, and performance for a minimum of one (1) year. The sealed refrigeration system shall be warranted for a minimum of five (5) years. The warranty shall begin on the date of acceptance of the unit by the ordering agency. During this warranty period, the vendor shall repair or replace defective components and/or units at no cost to the State of Texas.

10. AVAILABILITY OF SERVICE: Factory authorized service shall be available within the State of Texas or within a ten (10) day turnaround program. The bidder shall submit the customer service phone number if available.

10.1. Service and/or Parts: When so specified in the Invitation for Bids, the bidder shall submit a current list of companies or individuals, and their addresses, who stock repair parts and can perform service on the products furnished.

10.2. Parts: An adequate supply of repair parts shall be carried in stock within the State of Texas for the expected life of all products furnished under this specification, or factory response time shall be 3 days from notification if out-of-state.

11. INSTRUCTION BOOK and/or MANUALS: The vendor shall furnish one (1) copy of any required operating and/or maintenance instructions for each air conditioner delivered. The instructions shall accompany the units when shipped.

11.1. Maintenance Manuals: When so specified in the Invitation for Bids, maintenance manuals for each different model, size, and type of equipment shall be furnished to each destination. An address for reordering manuals shall also be included. The manual shall provide sufficient concise information including schematics, trouble shooting diagrams, layout drawings, replacement parts list, and theory of operation of all active devices to permit quick, efficient maintenance and repair of the equipment by an air conditioner technician.

12. PACKING and/or PACKAGING: Packaging for shipment shall be in accordance with the manufacturer's standard practice and in a manner readily accepted by common carriers engaged in interstate commerce. Within the shipping carton, units shall be packed in a manner designed to minimize damage during shipment due to rough or improper handling.


13.1. Marking: Each shipping container shall be clearly marked with the following:

13.1.1. Name of contents, including brand name, if any.

13.1.2. Quantity.

13.1.3. Name and address of the manufacturer.

The following information shall either be marked on the container or appear on the shipping documents:

13.1.4. Order number or contract number.

13.1.5. Name and address of ordering agency.

13.1.6. Agency requisition number.

13.2. Labeling: Air conditioner shall be labeled as specified herein.

13.2.1. Listing: Each unit shall bear the UL listing mark and the AHAM seal.

13.2.2. Nameplate: Each unit shall bear a permanent nameplate in accordance with the marking requirements of UL 484. The nameplate shall be conveniently located and shall include the manufacturer's name or trademark, the model designation, the certified cooling capacity, the electrical rating, the kind and amount of refrigerant, and the factory test pressures for the high and low pressure sides.

13.2.3. Energy Consumption: Each unit shall be labeled with energy consumption information in accordance with Federal Trade Commission labeling procedures, 16 CFR 305.

14. BID LITERATURE: All bids shall be accompanied by a complete and illustrated description of the products being offered.

15. BID EVALUATION: When so specified in the Invitation for Bids, bid evaluation shall be based on the "Energy Efficiency Cost" (EEC). The EEC shall be calculated as follows:

EEC = BP + BTUH (cooling)


BTUH = BTU per hour minimum as rated by AHAM

EER = Energy Efficient Ratio as specified by the Department of Energy (DOE)

16. COMPLIANCE: In order for consideration to be given to the bid on an item under this specification, the bidder must comply with the following:

16.1. Equipment Identification: The make, model number, name of the manufacturer, brand or trade name, etc., as applicable, of the item which the vendor proposes to furnish must be state as part of the bid.

16.2. Exceptions: Notwithstanding the above, any exception taken by the bidder to the requirements and conditions of this specification must be stated and described in detail as a part of the bid. If no exceptions or deviations are identified in this manner, the items must be furnished exactly as described herein.

16.3. Proof: The bidder shall bear the burden of proof of compliance with this specification.


17.1. Air Conditioner Sizing Guide: The following guide is based on normal room insulation, average number of sun exposed windows, and two (2) person occupancy. A smaller capacity unit operating continuously will contribute more to comfort than a larger capacity unit operating intermittently.

1In addition consider: For very sunny and/or humid locations, add 10%; Add 500 BTUH per person for more than 2 people; Add 4,000 BTUH if area is a kitchen, or contains electrical equipment. In the State of Texas, selecting an adequately sized cooling unit should be sufficient for heating.

18. ORDERING DATA: When ordering products conforming to this specification, the requisitioning agency shall specify the following:

18.1. The number of this specification (031-05-02B).

18.2. Size designation (See Paragraph 3.).

18.3. Type of mounting required, including special dimensional requirements (See Paragraph 5.2.11.).

18.4. Options (See Paragraph 5.5.).

18.5. Service (See Paragraph 10.1.).

18.6. Quantity of air conditioners of each size.
