New Procurement Employees

Purchasing personnel hired by a state agency or transferred to a purchasing position within a state agency, and authorized to make competitive purchases up to $25,000, must have completed the Texas Basic Public Purchasing training course within the first six months of employment. New hires holding a national purchasing certification are exempt from this requirement.

Until the individual completes the required training course, he or she may not participate in competitive purchases without the supervision of a purchaser who has the appropriate training and certification for dollar amount of the purchase.

If the newly hired individual(s) level of purchasing authority requires additional training and certification, then a certified individual must approve the solicitations and awards until the person obtains the certification level required for the procurement being conducted. Agencies without any trained or certified individuals to supervise new employees will need to make agreements with other state agencies with certified purchasers to approve their employee's solicitations and purchases until the newly hired employee has completed the required training and certification in accordance with the established Training & Certification Guidelines. Such arrangements must remain in place until the newly hired employee has either completed the required training, or earned the appropriate certification.

The Certified Texas Purchaser (CTP) certification requires one year of purchasing experience and the Certified Texas Procurement Manager (CTPM) requires three years of purchasing experience (ref. TGC 2155.078(l)(m)).

Purchase Amount Required training/Certification
$0 - $25,000 Texas Basic Public Purchasing training class. Class must be taken
within six (6) months from date of hire.
$25,000.01 to $100,000 Certified Texas Purchaser (CTP). Solicitations and awards reviewed and approved by a CTP or CTPM until certification earned.
Over $100,000 or Request for Proposals (RFP) Certified Texas Procurement Manager (CTPM). Solicitations and awards reviewed and approved by a CTPM until certification earned.
Required Plug-ins

In 2015, the Texas Legislature passed House Bill 855, which requires state agencies to publish a list of the three most commonly used Web browsers on their websites. The Texas Comptroller’s most commonly used Web browsers are Microsoft Internet Explorer, Google Chrome and Apple Safari.
