Equivalent Training

State Contract Managers are required to complete the Texas Procurement and Support Services (TPASS) training classes per Gov't Code §2262.053.

However, TPASS recognizes that agencies that proactively seek to develop the knowledge, skills, and abilities of their employees may have invested significant time and/or money in equivalent training and certification initiatives. As a result, individuals who have earned a nationally recognized professional certification in a specific subject matter may be exempted from taking some of TPASS's Contract Manager Training (CMT) courses. The following certified titles are acceptable equivalents:

Exempted from new CPA course Contract Management and Source Selection (CMSS) if:

  1. Individual holds a current Contract Manager Certification from TPASS or has completed the required TPASS training, which includes:
    1. ESI Contract Management Principles and Practices prior to December 2011
  2. Individuals who hold a current:
    1. Certified Purchasing Manager (C.P.M.) certificate from the Institute for Supply Management (ISM)
    2. Certified Professional Public Buyer (CPPB) certificate from the Universal Public Purchasing Certification Council (UPPCC)
    3. Certified in Production and Inventory Management (CPIM) certificate
    4. Certified Fellow in Production and Inventory Management (CFPIM) certificate
    5. Certified Supply Chain Professional (CSCP) certificate
    6. Certified Integrated Resource Management (CIRM) certificate from APICS The Association for Operations Management

Exempted from new CPA course Project Management (PM) if:

  1. Individual holds a current Contract Manager Certification from TPASS or has completed the required TPASS training, which includes:
    1. ESI Project Management for Contracting Professionals prior to December 2011
  2. Individuals who hold a current::
    1. Project Management Professional (PMP) certificate
    2. Certified Associate in Project Management (CAPM) certificate from the Project Management Institute (PMI)
    3. Certified Construction Manager (CCM) certificate from the Construction Manager Certification Institute (CMCI)

Exempted from new CPA course Negotiation Techniques (NT) if:

  1. Individual holds a current Contract Manager Certification from TPASS or has completed the required TPASS training, which includes:
    1. ESI Advanced Negotiation Strategies and Techniques prior to December 2011
  2. Individuals who hold a:
    1. Certified Professional Public Buyer (CPPB)
    2. Certified Public Purchasing Officer (CPPO) certificate from the Universal Public Purchasing Certification Council (UPPCC)

TPASS strongly encourages all state Contract Managers to take the courses offered by TPASS since our courses cover Texas specific material that national associations may not cover in their certification programs.
